INTRODUCTION The subject property contains approximately 3.61 acres and is located on the south side of Virginia Avenue between Keene Road (CR 1) and Hercules Avenue in the City of Clearwater. The property currently contains a church for the Macedonian Society. The applicant Gulfwind Homes seeks to redevelop the property to contain residential uses. The existing land use designation per the City of Clearwater Land Use map is Institutional (1) and Preservation (P). The Countywide Future Land Use Plan is Public/Semi-Public (P/SP) and Preservation (P). The present zoning is Institutional (I) and Preservation (P) consistent with the underlying land use. The applicant seeks to amend the City of Clearwater land use plan and zoning atlas, to apply the RLM & P land use, and apply the MDR & P zoning classifications. The development will be residential, providing for approximately 22 residential villas with interior vehicular access from a proposed private roadway. This roadway will intersect with Virginia Avenue. II. LAND USE / ZONING The subject site is presently developed and the surrounding uses are as follows: North: Vacant land in unincorporated Pinellas County having Residential Low medium (RLM) land use per the Countywide Plan, and A-E zoning. South: Vacant land and water with Recreation/Open Space & Preservation land use and zoning. East: To the east is a residential subdivision on land having Residential Low Medium (RLM) land use per the Countywide Plan and R-3 zoning in unincorporated Pinellas County. West: To the west is Spring Lake which is the western boundary of the property. Further west is the Spring Lake residential subdivision having Residential Urban (RU) land use (City), RLM Land Use per the Countywide Plan, and LMDR zoning (city). III. TRANSPORTATION The property is regulated by the City of Clearwater Concurrency Management System. According to the Forward Pinellas (MPO) 2016 Level of Service Report, the adjacent section of Virginia Avenue is operating at LOS C carrying only 2,084 vehicles per day. Therefore transportation facilities are adequate to support the redevelopment of the site. Based on Institute of Transportation Engineers (ITE) Trip Generation, 9th Edition rates, the redevelopment would generate approximately 210 daily trips. IV. AVAILABILITY OF PUBLIC UTILITIES Water service is provided by Pinellas County Utilities which has facilities in Virginia Avenue. Sanitary sewer service to this property is provided by the City of Clearwater which has gravity and force main facilities in Virginia Avenue. V. FLOOD ZONE / HURRICANE EVACUATION ZONE Based on FEMA data the site lies within Flood Zone "A" with an estimated base flood elevation (BFE) of 47.The site is within the 100 -year floodplain and homes will need to be elevated above the BFE. It is in a Non -evacuation Hurricane Evacuation Zone, and is therefore very suitable for residential development. Spring Lake appears to be a man- made lake excavated from uplands. Therefore the Preservation (P) line is subject to more detailed delineation and survey. VI. CONCLUSION The land use amendment and rezoning and redevelopment of this property with approximately 22 residential units would not adversely affect nearby properties and would be compatible with surrounding development patterns. The demolition of existing older building will enhance the area, and the development of homes for permanent residency MDR zoning as an infill development will provide a complementary mixture of uses that will blend with the surrounding neighborhood. A.2.2.2Residential land uses shall be appropriately located on local and minor collector `streets;. if appropriately buffered;. they may be located on major collector and arterial streets. Residential land uses -shall be sited on well -drained soils, in proximity to parks, schools, mass transit and other neighborhood -serving land uses.- A.2.2.3 ses. A.2.2.3 Commercial land uses shall be located at the intersection of arterial or collector streets and should be sited in such a way as to minimize the intrusion of off-site impacts into residential neighborhoods. New plats and site plans shall discourage the creation of "strip commercial' zones by insuring that adequate lot depths are maintained and by zoning for commercial development at major intersections. A.2.2.41ndustrial land uses shall be located along arterial or major collector streets, with rail access if possible. Siting and operation of industrial land uses should not create adverse off-site impacts, particularly as these off-site impacts may degrade residential areas. A.2.2.5 Subdivision of land shall be consistent with and governed by the Comprehensive Plan objectives and policies regarding land use, transportation, conservation, and utility services. A.2.2.6 The Community Development Code shall provide for safe on-site traffic circulation and connections to adjacent arterial and collector streets consistent with Florida Department of Transportation and Institute of Traffic Engineers design guidelines. A.2.2.7 The City will provide density bonuses for affordable housing developments that demonstrate that a minimum of 15% of the total units are reserved as affordable housing units. Such bonuses shall not exceed 50% of the density permitted by the Future Land Use Map and shall not include properties located in the Coastal Storm Area. The density bonus shall be established by ordinance in the Community Development Code. B.1.1 Objective - Every expansion or extension of arterial and collector streets shall be constructed consistent with Florida Department of Transportation engineering standards. Future improvements to arterial and collector streets shall include, where possible, enhanced design to accommodate bicycle/pedestrian traffic. Policies 13.1.1.1 The City shall continue to administer access management and right-of-way requirements through the Community Development Code. 13.1.1.2 The City will promote programs that ensure physical safety of non -motorized transportation users in accordance with the City's Shifting Gears: Bicycle and Pedestrian Master Plan. B.1.2 Objective - Traffic signals along arterials and collectors in the City and adjacent to the City will be operated by a central computer system. Policies 13.1.2.1 Clearwater shall work with Pinellas County and engineering consultants to continue the implementation of the computerized traffic signal system, The Intelligent Transportation System (ITS) Master Plan, covering all of Clearwater and adjacent areas. 13.1.2.2 The City shall continue to monitor the effectiveness of the Intelligent Transportation System (ITS), the City's implemented computerized traffic signal system. 13.1.2.3 The City shall monitor accident totals for all major intersections in the City. Intersections with the worst accident rates should be established as priorities for improvements when possible. B.1.3 Objective - The City will continue to monitor traffic counts, accidents, and road improvements, to provide timely status evaluation of level of service conditions for issuance of development approvals. B.1.6 Objective — The City shall monitor seasonal traffic on Clearwater Beach and explore methods to address any issues identified. Policies B.1.6.1 The City shall evaluate the feasibility of traffic improvements on Clearwater Beach, as well as investigate funding sources for such improvements.
