03/13/2002CITY COMMISSION SPECIAL MEETING CANVASSING BOARD CITY OF CLEARWATER March 13, 2002 Present: Brian J. Aungst Mayor/Commissioner Hoyt P. Hamilton Commissioner William C. Jonson Commissioner Absent: Ed Hart Vice-Mayor/Commissioner Whitney Gray Commissioner Also present: William B. Horne II City Manager Pamela K. Akin City Attorney Cynthia E. Goudeau City Clerk Sue Diana Assistant City Clerk The Mayor called the meeting to order at 12:00 noon at City Hall. The purpose of the meeting was to canvass the returns from the March 12, 2002 election. The Assistant City Clerk presented three certificates of testing of the tabulating equipment dated as follows: March 04, 2002 – 4:03 p.m. March 12, 2002 – 7:02 p.m. March 12, 2002 – 9:21 p.m. Commissioner Hamilton moved to accept the three certificates of testing. The motion was duly seconded and carried unanimously. The Assistant City Clerk presented the tabulations of the votes as follows: Absentee ballot report Total returned : 1,124 Total rejected : 21 No signature 1 No witness 12 No witness address 7 Signature variation 1 Total absentee ballots tabulated 1,103 Provisional ballot report Total ballots cast 13 Total precinct, absentee and provisional ballots cast Commissioner Seat 2 (3-year term) Ed Hart 4,955 Frank Hibbard 5,565 Commissioner Seat 3 (3-year term) Patricia Bates-Smith 4,285 Hoyt Hamilton 6,112 Total ballots cast 10,792 Total registered voters 60,386 Percentage of votes cast 17.87% Commissioner Jonson moved to accept the Assistant City Clerk’s reported election results official. The motion was duly seconded and carried unanimously. Commissioner Jonson moved to declare Brian Aungst re-elected to Mayor-Commissioner Seat #1 being unopposed. The motion was duly seconded and carried unanimously. Commissioner Hamilton moved to declare Frank V. Hibbard elected for Commissioner Seat #2. The motion was duly seconded and carried unanimously. Commissioner Jonson moved to declare Hoyt Hamilton re-elected for Commissioner Seat #3. The motion was duly seconded and carried unanimously. The City Clerk felt honored to be chosen as the first municipality in Pinellas County to use the new touch screen voting system. She said comments received at the polls regarding the new equipment were positive. Mayor Aungst noted privacy was an issue for some voters. Commissioner Jonson expressed his appreciation for the opportunity to serve on the Canvassing Board and the support given him by the City Clerk and City Attorney in that role.
