Sullivan Board Reporter The Mayor called the meeting to order at 9:30 p.m. at City Hall for the purpose of setting the TRIM millage rate for Fiscal Year 2000/01. ITEM #2 - Review material distributed to the City Commission based upon Commission requests at the July 6th Work Session Budget Director Tina Wilson reviewed distributed information: 1) “Analysis of FTE position changes for FY 2000/01,” based upon the preliminary budget, details all new proposed positions and transfers of positions between operating funds; 2) analysis of “Interfund Transfers to the General Fund” for the last 10 years; and 3) “General Fund Status” worksheet based upon results of July 6, 2000, Work Session. ITEM #3 - Present agenda item to adopt tentative millage rate of 5.5032 mills for Fiscal Year 2000-01 In accordance with the TRIM bill process, the City Commission must adopt a tentative millage rate prior to finalizing and adopting the budget. The tentative millage rate, included in TRIM Bill notices sent to taxpayers in August, cannot be increased without a special mailing. The City Manager recommends a millage rate of 5.5032 mills, the same millage rate as adopted for the current year. According to State definition, the rolled back rate is the millage rate that will provide the same ad valorem tax revenue as was levied the previous year. If the 5.5032 mill rate is adopted, the ordinance adopting the rate will reflect a 5.34% increase over the rolled back rate of 5.2241 mills. The effect of the recommended rate on Clearwater taxpayers follows: 1) if an individual’s property tax value has not been reassessed and increased, the City’s share of the property tax will not increase or 2) if an individual’s property tax value has been reassessed and increased, the tax would be increased by the same percentage. ITEM #4 - Open Discussion AND ITEM #5 - Adopt tentative millage rate of 5.5032 mills for Fiscal Year 2000-01 and set public hearings on Budget for 9/7/00 & 9/21/00 to be held no earlier than 6:00 p.m. Commissioner Johnson moved to adopt a tentative millage rate of 5.5032 mills for Fiscal Year 2000/01, and to set Public Hearings on the budget for September 7, 2000, and September 21, 2000, to be held no earlier than 6:00 p.m. The motion was duly seconded. It was suggested during future meetings, the Commission consider ways to reduce the budget and discuss shifting costs. It was felt the rate should not be reduced due to significant future City needs. Staff is working to schedule two Special Commission meetings in August to discuss Utility operations and the Penny for Pinellas list. Upon the vote being taken, the motion carried unanimously. ITEM #6 - Adjourn The meeting adjourned at 9:44 a.m.
