Goudeau City Clerk Brenda Moses Board Reporter The Mayor called the meeting to order at 11:57 a.m. at City Hall to consider authorizing Government Services Group (GSG), Inc. to complete Phase IIA of the Fire and Rescue Assessment Study, for an amount not to exceed $23,000. Completion of Phase IIA is necessary in order to keep the process on schedule and to provide the City with the option of adopting the fire assessment fee for the forthcoming budget year, but does not obligate implementation. Upon authorization, GSG will: 1) draft the required home-rule service assessment ordinances, which provide the City with the flexibility to impose and collect a fire rescue assessment; 2) draft an implementing resolution that conforms to the service assessment ordinances to impose the fire rescue assessment; 3) assist the city in the final rate adoption process for the Fiscal Year 1999-2000 assessment program; and 4) coordinate with City finance officials the establishment of systems and procedures to allow collection and accounting of payments. Funding for this effort is available in Special Program Fund Project 181-91228, Fee Study. In response to a question, the City Manager said the fee to be charged would be reviewed annually and would be adjusted to cover each year's needs. It was suggested projecting fire fee costs over 3 – 5 years rather than yearly as in this proposal. The City Manager said staff will supply the Commission with a comparison of fire costs as part of the millage rate versus tying them to a fee. Commissioner Hooper moved to continue authorizing Government Services Group (GSG), Inc. to complete Phase IIA of the Fire and Rescue Assessment Study to the regularly scheduled Commission meeting of July 15, 1999. The motion was duly seconded and carried unanimously. note: This item was later pulled from consideration and does not appear on the July 15, 1999 agenda. The meeting adjourned at 12:08 p.m.
