1. Call To Order
The meeting was called to order at 9:00 a.m. at City Hall.
2. Approval of Minutes
2.1 Approve minutes of July 10, 2018 Neighborhood and Affordable Housing Advisory Board
as submitted in written summation.
Board Member Cutkomp moved to approve minutes of July 10,
2018 Neighborhood and Affordable Housing Advisory Board as
submitted in written summation. The motion was duly seconded
and carried unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Recommend City Council approval of the City of Clearwater's FY 2017-2018
Consolidated Annual Performance and Evaluation Report (CAPER).
The Consolidated Annual Performance and Evaluation Report (CAPER) is the
principal administrative report documenting the City's expenditures for
Community Development Block Grant (CDBG) and HOME Investment
Partnership (HOME) programs to the U.S. Department of Housing and Urban
Development (HUD). For FY 2017-2018, the City's entitlement allocation was
$656,940 in CDBG and $278,435 in HOME Program funds, $2,716,521 of Prior
Year funds and $784,080 of Program Income for a total budget of$4,435,976
from federal funds.
Through the CDBG and HOME program activities, total expenditures were
$1,747,240 in FY 2017-2018, which included program income and funding from
the prior year reprogrammed funds. Those funds not expended from this year's
budget will be programmed in future years.
In addition to reporting activities carried out with federal money, a summary of
activities conducted with the Florida State Housing Initiatives Partnership (SHIP)
Program and Pinellas County Housing Trust Fund (HTF) Program is also
included in the narrative section. For FY 2017-2018, SHIP fund expenditures
totaled $1,940,089 and HTF fund expenditures totaled $268,245.
The report provides HUD with necessary information for the Department to

meet its requirement to assess each grantee's ability to carry out relevant
Community Planning and Development programs in compliance with all
applicable rules and regulations. It also provides information necessary for
HUD's Annual Report to Congress and it provides grantees an opportunity to
describe to citizens their successes in revitalizing deteriorated neighborhoods
and in meeting objectives stipulated in their Consolidated Planning document.
The City of Clearwater's FY 2017-2018 CAPER contains information on the
City's assessment of the following activities: 1)Assessment of Four Year Goals and
Outcomes; 2) Resources and Investments; 3)Affordable Housing; 4) Homeless and
Other Special Needs; 5) Public Housing; 6) Other Actions to Address Barriers to
Affordable Housing; 7) Monitoring; 8) CDBG; and 9) HOME.
A list of notable accomplishments utilizing federal, state and local funds for FY
2017-2018 include:
-Provided: 1) $173,968 for down payment and closing cost assistance to ten
(10) homebuyers; 2) $341,911 for the rehabilitation of ten (10)
owner-occupied units; 3) $323,834 to Abilities Inc. of Florida for the
rehabilitation of five (5) rental-units at St. Andrews Cove; 4) $222,148 to
Community Service Foundation of funding to purchase seven (7) rental
Units; 5) $200,840 to Habitat for Humanity of Pinellas County for the
acquisition of land and construction of three (3) single-family homes; 6)
$275,000 toward the construction of Woodlawn Trail Apartments, an
80-unit rental complex; 7) $75,000 toward the construction of Madison
Point Apartments, an 80-unit rental complex; 8) $99,000 to City of
Clearwater Parks and Recreation Department for rehabilitation and
upgrading of restrooms at Philip Jones Field; 9) $99,000 to Directions
For Living for rehabilitation of its lobby and waiting area; 10) $40,000 to
Clearwater Brewing Company for fagade loan-to-grant; and 11) $60,000
for technical assistance services to be provided by the Hispanic
Business Initiative Fund of Florida Inc. and Tampa Bay Black Business
Investment Corporation that assisted 73 entrepreneurs and businesses.
Overall federal, state and local funding assisted 8,821 persons and 36
households.
Upon recommended approval of the CAPER by the Neighborhood & Affordable
Housing Advisory Board, the City Council will meet on December 6, 2018 for final
approval. The CAPER is due to HUD no later than December 31, 2018.
Housing Coordinator Kimberly DuPont provided a PowerPoint
presentation on the City's FY(Fiscal Year) 2017-18 CAPER.
In response to a question, Economic Development & Housing Director
Denise Sanderson said NSRAs (Neighborhood Revitalization Strategy
Areas) funds were spent in North Greenwood, next year's CAPER will report
Lake Belleview spending.

Board Member Chinault moved to recommend City Council
approval of the City of Clearwater's FY 2017 -2018 Consolidated
Annual Performance and Evaluation Report (CAPER). The motion
was duly seconded and carried unanimously.
5. Old Business Item
Economic Development & Housing Assistant Director Chuck Lane said
Habitat for Humanity's contract to construct 10 homes in Lake Belleview
was extended to January due to stormwater issues. Woodlawn Trail and
Madison Point were under construction. The tax credit application was
accepted for the 80 -unit 7 -story Chestnut Trails affordable housing project.
Habitat for Humanity COO Ken Rush said new Habitat houses on Blanche B
Littlejohn Trail and N Martin Luther King Jr. Avenue will be dedicated this
month. He said Habitat was working on permitting to construct homes on 2
abutting lots on N Garden Avenue.
6. Director's Report
Mr. Lane reported the board would not meet in December and suggested
scheduling a 90- minute tour of housing projects funded through the City.
Agencies submitted their monthly reports through Zoom Grants, the online
grant application system. Housing pool applicants soon will be required to
submit applications through Zoom Grants, an additional process
improvement.
Meeting Minutes November 13, 2018
Ms. DuPont said Zoom Grants sent reminders re submittal deadlines to the
agencies; the system was working well.
Discussion ensued re TRC (Technical Review Committee) members
attending agency presentations. TRC members will be able to view
agency submissions, reports, and invoices on Zoom Grants.
