Stralow, Vice Chair Jerri Menaul, Board Member Eric Seiler, Board Member Jennifer Barbaro, and Board Member Empty Seat Absent 2 - Board Member Karen Cunningham and Board Member Michael Potts Also Present: Madai Gutierrez — Special Events & Public Art Specialist, Patricia O. Sullivan - Board Reporter 1. Call To Order The Chair called the meeting to order at 2:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve the minutes of the March 8, 2018 Public Art & Design Board meeting and the April 5, 2018 Special Public Art & Design Board meeting Member Stralow moved to approve the minutes of the March 8, 2018 Public Art & Design Board meeting and April 5, 2018 Special Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda Clearwater Arts Alliance President Beth Daniels said the Alliance was reprinting its updated Cultural Map. She said the Alliance supported mural projects. She said the Alliance marketed and hosted public celebrations for City public art installation unveilings and may request funds to help support future efforts. She said the Alliance had planned a steel drum band for the August 18, 2018 Morningside Center's all day grand opening event and questioned if funds were available to help pay for the celebration, the Alliance was supported by donations. She said the Alliance had provided refreshments for the City's public art unveiling at the Fire Station with some Alliance members paying out of pocket. It was requested that staff check with the City Attorney's office to determine if Public Art funds could be used for this purpose and agenda a discussion on this topic for the next meeting. 4. New Business Items Page2 City of Clearwater Public Art and Design Board Meeting Minutes June 14, 2018 4.1 Review Upcoming Capital Improvement Projects and their current status Provide information to the board about upcoming projects that have been delayed, and which ones will contribute to the discretionary fund. Council will approve in September 2018 a city-wide budget plan that will also encompass a 6-year CIP Plan with more accurate information and budgets. Special Events & Public Art Specialist Madai Gutierrez said the Cleveland Street streetscaping project will have a public art component but a decision on its location was delayed, the scope was expanded to include a stormwater sewer project. Public art suggestions included bases for an expanded Sculpture360 display, street art, festival marketplace art, sidewalk/bicycle lane lighting, and decorating obelisks at Court Street with mosaic tiles. Incorporating art at the Seminole Boat Ramp will be discussed in July. It was too early to plan for Imagine Clearwater public art. The Lakeview Fire Station project was delayed, it will contribute to the Public Art fund. The Clearwater Gas System building planned onsite public art, perhaps murals on rear walls facing the Pinellas Trail. Public Art funds will not pay for the fountain in front of the building. More updates will be available once the Council approves the updated CIP (Capital Improvement Project) plan. 4.2 Nominate a PADB member to be a representative for the upcoming Gas System Building Project as well as provide the board with information on the project. Liaison will provide information on the Upcoming Gas System Project and how 1% of the budget's budget will be used toward artwork on the site. The board will need to nominate a member to be a representative for the Selection Panel. Consensus was to appoint Member Neale Stralow to represent the Public Art & Design Board on the Selection Committee for the Gas System Building Project as well as provide the board with project information. 4.3 Nominate a PADB member to be a representative of the board for the Selection Panel for the upcoming Sculpture360-Season 9, as well as provide information on the upcoming season. The Liaison will provide a timeline for the upcoming Sculpture360-Season 9 program. Ms. Gutierrez said the Call to Artists for Sculpture360 Season 9 will be released in July. The Selection Panel will choose a finalist at the end of August, present it to the Board on September 13, 2018 for approval, and present the board's recommendation to the City Council. The current season ends in December 2018. Page3 City of Clearwater Public Art and Design Board Meeting Minutes June 14, 2018 Consensus was to appoint Member Jennifer Barbaro to represent the Public Art and Design Board on the Selection Panel for Sculpture360 Season 9, and provide information to the Board on the upcoming season. 4.4 Appoint Chair Member Seiler moved to appoint Jerri Menaul as Chair. The motion was duly seconded and carried unanimously. Member Barbaro moved to appoint Eric Seiler as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Item 5.1 Provide an Update on the SPC project. A timeline has been attached, showing when the sculpture should be completed by along with pictures from the now completed site. Ms. Gutierrez presented grand opening photographs of the East Community Library. The artist signed the contract, installation of the public art was anticipated to occur in October. 5.2 Provide an update on the Morningside Project Attached are updated pictures of the site. The Grand opening date is Saturday August 18th. The theme will be Hawaiian Luau theme to tie in the sites history. Ms. Gutierrez discussed the grand opening of the Morningside Recreation Center. 5.3 Provide an update on the Garden Ave Mural Project Amanda Thompson will be addressing the board and providing the attached timeline and information about the new direction of the project. CRA (Community Redevelopment Agency) Director Amanda Thompson said the Call to Artists via new system, Typeform, was released last Friday, applications were due July 9, 2018. To date, staff received 15 applications. The mural budget was $5,000 to $20,000 for the 5 identified sites. The budget will be reviewed once applications are received to determine if funding is sufficient for the size and complexity of proposed murals. A selection panel will review the applications. Property owners will be able to select the artists but cannot dictate the art, the murals will be up for at Page4 City of Clearwater Public Art and Design Board Meeting Minutes June 14, 2018 least 5 years. Staff will review the applications for noncontroversial design and compliance with the sign code. Ms. Thompson reviewed upcoming art shows at 2nd Century Studio. Staff was looking for an organization to manage the studio beginning in October. The CRA will pay rent and utilities; the partner would cover other costs. The space is envisioned to be an engaging, vibrant addition to downtown activities, open to the public. Ms. Thompson said Imagine Clearwater was moving forward and will provide opportunities for large temporary art installations. She wanted to brainstorm with artists about raising funds and developing packages. As waterfront buildings are razed, opportunities for large visual and interactive art will exist. In response to a question, she said the Harborview Center would be razed within a year. 6. Director's Report: None 7. Board Members to be Heard Member Stralow said the formalized review of Imagine Clearwater plans and budgets would occur soon; the plan will provide exciting locations for public art. He said public interest in the project was high. He said depending on budgeting for phasing, Phase 1 of the 4 -year project would begin in early 2019. 8.
