1. Call To Order
The Chair called the meeting to order at 6:30 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes

Member Langley moved to approve the minutes of the January
23, 2018 Parks & Recreation Board meeting as submitted in
written summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda
Barbara Borgan requested the Long Center handicapped bathroom near
the morning water aerobics class be available for participants as the
class was far from women locker room bathrooms.
4. New Business Items
4.1 Review Parks and Recreation Projects Update
Review Parks and Recreation Projects Update
In response to questions, Planning & Project Manager Jim Halios said
the small bridge on the Ream Wilson Trail by the disc golf park was
being enlarged. The County will relocate the trail away from the road and
build a larger pedestrian bridge. Construction of the SR60 overpass at
Bayview would be delayed until 2023 due to FDOT's (Florida Department
of Transportation) fund allocation schedule. The final section of the Druid
Road trail extension to Belcher Road will be completed by the end of

summer. The trail will link to the Pinellas County Trail in downtown
Clearwater and to the Ream Wilson Trail via Duke Energy Trail.
In response to Mr. Halios'statement that no overpass was planned for the
trail crossing at the Gulf-to-Bay Boulevard/Old Coachman Road
intersection, concerns were expressed that bicycle riders would be
imperiled trying to cross the extremely dangerous intersection. Mr.
Halios said at an upcoming meeting he would request FDOT to consider
an overpass. If FDOT did not support one, he would bring the issue to the
board to deliberate about requesting City Council intercession.

Mr. Halios said following discussion at the January meeting, consensus
of the Board was to deny this request. The item was not advertised prior to
the January meeting or today's meeting as required, the item would have
to be brought back in July.
Mr. Halios said applicant Frank Dixon was pleased with staff efforts to
work on some form of recognition for Freddie S. Dixon Sr., such as a
basketball tournament rather than renaming the facility.
5. Old Business Item
Mr. Halios said he and Board Member Marlow presented to City Council
the Board's recommendation to install lights at the Morningside tennis
courts. The City Council supported the request and ordered use of a
portion of the Morningside Recreation Center construction contingency
fund for the project rather than budgeting for future installation. He was
meeting with contractors and would determine if halogen or LED lights
would be used. If the more expensive LED lights were chosen, they could
be brightened for tournament play and serve as a pilot program for tennis
court lighting in the City. Lights probably would be on a timer. Lighting
would be directed on the courts, mitigating effects on neighbors.

Mr. Halios said after the new Morningside Recreation Center is turned
over to the City in early June, the facility will be furnished and a grand
opening planned for mid to late July, before schools reopen.
Mr. Halios said he was meeting with engineers on pricing the Crest Lake
Park project. Ground breaking should occur by the end of the year. Plans
included enhancements to the dog park and a boardwalk along the west
edge of the lake by the restrooms. The bandshell depended on plans for
programming; the community did not want a large bandshell. A slab by
the restroom may be added instead for the City's portable stage. A
multi -use knoll by the lake would allow recreation and space to view
events. Staff was working with designers to position foliage and plants to
mitigate sound, appear natural, discourage vagrancy, and provide police
clear visibility.
