1. Call To Order
The Chair called the meeting to order at 6:35 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the minutes of the April 24, 2018 Parks and Recreation Board Meeting
Member Langley moved to approve the minutes of the April 24,
2018 Parks & Recreation Board meeting as submitted in written
summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Introduction of new/re appointees
Member Hood introduced himself.
Volunteer& Environmental Lands Coordinator Natalie Lamb said Moccasin
Lake Nature Park renovations were going well with completion of a new
classroom, playground, and amphitheater anticipated in September.
Twenty-six parks, 4 trails, and 8 streets were adopted, waterways were
identified as new adoption opportunities. Staff planned to expand the
adoption program and increase the number of monthly cleanings.
No City department was responsible for cleaning waterways, Stormwater
was focused on removing objects that impeded stormwater drains,
maintaining waterway aesthetics was left to volunteers. She will verify if
the Ream Wilson Trail was included in the adoption program.
In response to questions, Ms. Lamb said she had not seen a rendering
of the planned East Community Library public art. She reviewed efforts to
attract volunteers, including businesses and nonprofits. The Grand Opening

of the Morningside Recreation Center was delayed. It was stated issues with
the public art glass installation had occurred.
Discussion ensued re updates to Spectrum Field. Ms. Lamb said the
TDC (Tourist Development Council) and Phillies could contribute to
construction of an onsite dormitory. It was stated a dormitory would
free up nearby hotel /motel rooms for tourists who pay higher rates.
4.2 Discuss renaming of Parks and Recreation Special Events Office
Discuss renaming of Parks and Recreation Special Events Office
Ms. Lamb said last January's board review of a proposal to rename the
Special Events Office in memory of Freddie S. Dixon Sr. was not
advertised correctly; board consensus at the meeting was to not move
forward with the request. Mr. Dixon worked at the facility for more than 30
years. Frank Dixon, who submitted the proposal, agreed with staff's
recommendation to honor Mr. Dixon with a tournament in his name.

Chair Rodriquez said the Silver Sneakers program was cost effective and
encouraged seniors to be active. He expressed concern some municipalities
had dropped the program.
