Trustee Cundiff moved to approve the minutes of the April 16,

Trustee Hamilton moved to approve the new hires for acceptance
into the Pension Plan as listed. The motion was duly seconded
and carried unanimously.
4.2 Approve the following request of employees Petras Jakstas, Parks and Recreation
Department, and Christopher Owens, Public Utilities Department, to vest their pensions
as provided by Section 2.419 of the Employees’ Pension Plan.
Petras Jakstas, Parks Service Tech II, Parks and Recreation Department, was
employed by the City on January 22, 2007, and began participating in the
Pension Plan on that date. Mr. Jakstas terminated from City employment on
March 22, 2018.
Christopher Owens, Water Treatment Chief Operator, Public Utilities
Department, was employed by the City on September 17, 2007, and began
participating in the Pension Plan on that date. Mr. Owens terminated from City
employment on September 21, 2017.
The Employees’ Pension Plan provides that should an employee cease to be an
employee of the City of Clearwater or change status from full-time to part-time
after completing ten or more years of creditable service (pension participation),
such employee shall acquire a vested interest in the retirement benefits.
Vested pension payments commence on the first of the month following the
month in which the employee normally would have been eligible for retirement.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (January 1,
2013), a member shall be eligible for retirement following the earlier of the date
on which a participant has reached the age of fifty-five years and completed
twenty years of credited service; the date on which a participant has reached

age sixty-five years and completed ten years of credited service; or the date on
which a member has completed thirty years of service regardless of age. For
non-hazardous duty employees hired on or after the effective date of this
restatement, a member shall be eligible for retirement following the earlier of the
date on which a participant has reached the age of sixty years and completed
twenty-five years of credited service; or the date on which a participant has
reached the age of sixty-five years and completed ten years of credited service.
Mr. Jakstas will meet the non-hazardous duty criteria and begin collecting a
pension in August 2029. Mr. Owens will meet the non-hazardous duty criteria
and begin collecting a pension in August 2033.
Section 2.416 provides for normal retirement eligibility for hazardous duty
employees, a member shall be eligible for retirement following the earlier of the
date on which the participant has completed twenty years of credited service
regardless of age, or the date on which the participant has reached fifty-five
years and completed ten years of credited service.
Trustee Allbritton moved to approve the following request of
employees Petras Jakstas, Parks and Recreation Department,
and Christopher Owens, Public Utilities Department, to vest their
pensions as provided by Section 2.419 of the Employees’ Pension
Plan. The motion was duly seconded and carried unanimously.
4.3 Approve the following request of employees Mark Anyon, Fire Department, Robert
Carpenter, Parks and Recreation Department, Ramon Cosme, Police Department,
Fontayne Egger, Police Department, Carmen Heidt, Library Department, and Kent Watts,
Fire Department for a regular pension as provided by Sections 2.416 and 2.424 of the
Employees’ Pension Plan.
Mark Anyon, Firefighter/Driver Operator, Fire Department, was employed by the
City on November 5, 1990, and his pension service credit is effective on that
date. His pension will be effective April 1, 2018. Based on an average salary of
approximately $77,134.25 over the past five years, the formula for computing
regular pensions and Mr. Anyon’s selection of the 10 Year Certain and Life
Annuity, this pension benefit will be approximately $61,650.84 annually.
Robert Carpenter, Recreation Supervisor I, Parks and Recreation Department,
was employed by the City on August 4, 1997, and his pension service credit is
effective on that date. His pension will be effective April 1, 2018. Based on an
average salary of approximately $48,424.06 over the past five years, the formula
for computing regular pensions and Mr. Carpenter’s selection of the Life
Annuity, this pension benefit will be approximately $27,506.16 annually.

Ramon Cosme, Police Sergeant, Police Department, was employed by the City
on April 5, 1993, and his pension service credit is effective on that date. His
pension will be effective April 1, 2018. Based on an average salary of
approximately $96,393.49 over the past five years, the formula for computing
regular pensions and Mr. Cosme’s selection of the Life Annuity, this pension
benefit will be approximately $66,562.32 annually.
Fontayne Egger, Police Officer, Police Department, was employed by the City
on May 17, 1989, and her pension service credit is effective on that date. Her
pension will be effective April 1, 2018. Based on an average salary of
approximately $89,930.73 over the past five years, the formula for computing
regular pensions and Ms. Egger’s selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $70,685.88 annually.
Carmen Heidt, Librarian II, Library Department, was employed by the City on
October 3, 1994, and her pension service credit is effective on November 28,
1994. Her pension will be effective June 1, 2018. Based on an average salary of
approximately $53,753.09 over the past five years, the formula for computing
regular pensions and Ms. Heidt’s selection of the 50% Joint and Survivor
Annuity, this pension benefit will be approximately $31,698.60 annually.
Kent Watts, Fire Assistant Chief, Fire Department, was employed by the City on
May 15, 2006, and his pension service credit is effective on that date. His
pension will be effective April 1, 2018. Based on an average salary of
approximately $83,731.19 over the past five years, the formula for computing
regular pensions and Mr. Watts’ selection of the 100% Joint and Survivor
Annuity, this pension benefit will be approximately $26,369.04 annually.

employees Mark Anyon, Fire Department, Robert Carpenter,
Parks and Recreation Department, Ramon Cosme, Police
Department, Fontayne Egger, Police Department, Carmen Heidt,
Library Department, and Kent Watts, Fire Department for a
regular pension as provided by Sections 2.416 and 2.424 of the
Employees’ Pension Plan. The motion was duly seconded and
carried unanimously.

SUMMARY:
Laura Canary, Economic Development Coordinator, Administration CRA Operations
Department, was employed by the City on March 22, 2004, and began participating in the
Pension Plan on that date. Ms. Canary terminated from City employment on April 14, 2018.
Christopher Hubbard, Recreation Specialist, Parks and Recreation Department, was employed
by the City on July 24, 2006, and began participating in the Pension Plan on that date. Mr.
Hubbard terminated from City employment on August 19, 2017.
Thomas Knobl, Firefighter /Driver-Operator, Fire Department, was employed by the City on
October 31, 2005, and began participating in the Pension Plan on that date. Mr. Knobl
terminated from City employment on April 3, 2018.
Martin Moran, Administrative Support Manager, Fire Department, was employed by the City on
February 28, 2000, and began participating in the Pension Plan on that date. Mr. Moran
terminated from City employment on March 31, 2018.
The Employees’ Pension Plan provides that should an employee cease to be an employee of
the City of Clearwater or change status from full -time to part-time after completing ten or more
years of creditable service (pension participation ), such employee shall acquire a vested

duty criteria and begin collecting a pension in April 2034. Mr. Hubbard will meet the
non-hazardous duty criteria and begin collecting a pension in January 2036. Mr. Moran will meet
the non-hazardous duty criteria and begin collecting a pension in March 2020.

William Clark, Gas Sales Representative, Gas Department, was employed by the City on June
13, 1994, and his pension service credit is effective on November 6, 1999. His pension will be
effective June 1, 2018. Based on an average salary of approximately $64,180.70 over the past
five years, the formula for computing regular pensions and Mr. Clark’s selection of the Life
Annuity, this pension benefit will be approximately $32,769.60 annually.
Lydia Moreda, Senior Systems Analyst, Information Technology Department, was employed by
the City on April 23, 2001, and her pension service credit is effective on that date. Her pension
will be effective June 1, 2018. Based on an average salary of approximately $62,089.06 over
the past five years, the formula for computing regular pensions and Ms. Moreda’s selection of
the 10 Year Certain and Life Annuity, this pension benefit will be approximately $27,904.56
annually.
Robert Powers, Industrial Pretreatment Coordinator, Public Utilities Department, was employed
by the City on May 21, 1987, and his pension service credit is effective on that date. His
pension will be effective June 1, 2018. Based on an average salary of approximately $70,198.92
over the past five years, the formula for computing regular pensions and Mr. Powers’ selection
of the Joint and Survivor Annuity with a 20% Partial Lump Sum, this pension benefit will be
approximately $53,816.76 annually.
Section 2.416 provides for normal retirement eligibility for non -hazardous duty employees hired
prior to the effective date of this reinstatement (1/1/13), a member shall be eligible for
retirement following the earlier of the date on which a participant has reached the age of
fifty-five (55) years and completed twenty (20) years of credited service; the date on which a
participant has reached age sixty -five (65) years and completed ten (10) years of credited
service; or the date on which a member has completed thirty (30) years of service regardless
of age. For non-hazardous duty employees hired on or after the effective date of this
restatement, a member shall be eligible for retirement following the earlier of the date on which
