AMENDMENT TO AGREEMENT 'to AMENDMENT TO AGREEMENT THIS AGREEMENT, made and entered into on the ILl day of a....~, 2007, by and between the YWCA of Tampa Bay, hereinafter referred to as th "Contractor," and the City of Clearwater, Florida, a municipal corporation, hereinafter referred to as the "City," is to amend Exhibit B - Scope of Services of the Agreement between the Contractor and City, which was entered into on November 7, 2006. WITNESSETH: WHEREAS, the City was awarded a grant by the Bureau of Justice Assistance/U.S. Department of Justice (BJA/DOJ) on September 29, 2006, in the amount of $450,000, for the implementation of a Clearwater Area Task Force on Human Trafficking (CA TFHT); WHEREAS, CATFHT includes a partnership with World Relief, which received a separate BJA/DOJ grant that was designated to provide funding for social services for the human trafficking victims that Clearwater's task force uncovers; WHEREAS, the City agreed to utilize the Contractor for provision of victim advocacy services to Human Trafficking (HT) victims in an amount not to exceed $45,000; WHEREAS, World Relief also has a contractual agreement with the Contractor to provide partial payment of the salary and benefits for a full-time HT case management position; WHEREAS, the amount budgeted in World Relief's grant was insufficient for the Contractor to hire a qualified full-time case management specialist; and WHEREAS, the City's grant budget has been amended and approved by BJA/DOJ to allow the City to make up the deficiency by paying the Contractor $26,860 of the $45,000 to cover the salary and FICA for the case management specialist; NOW THEREFORE, in consideration of the promises and the mutual covenants contained in the Agreement, the Contractor and City hereby agree as follows: Exhibit B - Scope of Services, attached to the original Agreement between the Contractor and City, which was entered into on November 7,2006, is amended as reflected on the attached Revised Exhibit B, with revised language underlined and deletions struck through. Chief Executive Officer EXHIBIT B YWCA OF TAMPA BAY ADVOCACY PROGRAM SCOPE OF SERVICES The YWCA of Tampa Bay agrees to comply with the terms, conditions and scope of the Trafficking Task Forces and Victim Services Program administered by the U.S. Department of Justice, Bureau of Justice Assistance, and will specifically comply with all Acceptance Agreement Conditions as listed in the Grant Award and Special Conditions documents. Program Components 1. Intervention . Insure that appropriate YWCA staff are trained in Human Trafficking (HT) intervention and services. . Provide advice and counseling to Human Trafficking (HT) victims with the objective of having the incident(s) reported to the police. . Provide support and assistance, including interpreter services, during interviews, legal proceedings, and related processes. . Provide document translation services as needed for the public awareness campaign and other program needs. . Participate in the local World Relief Network of Emergency Trafficking Services (NETS) coalition in the provision of services to HT victims. . Provide one full-time Human Traffickinq case manaqement position that will be assiqned to the CA TFHT proiect. (Note: City of Clearwater will be responsible only for oartial payment of salary and FICA for this position for a total cost of $26.860. ) 2. Liaison with the Clearwater Police Department (CPO) . Work continuously with representatives of the CPO to improve the awareness of Clearwater area residents in the HT problem and services available. 3. Outcomes . Maintain records of activity and case-by-case outcome on all of the above responsibilities. Prepare a monthly report, to be reviewed by the Hispanic Services Advisory Committee of the YWCA, and the Clearwater Police Department. 2 Hourly Rate . Services shall be provided at the hourly rate of $15.50 per hour, not to exceed $45,000 $18.140 for the entire grant period. This hourly rate shall apply only to those services other than the salary and FICA for the Human Traffickino case manaoement position.
