A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA
APPROVING COMPLETE DREW STREET CONCEPT PLANS, AS
ATTACHED IN EXHIBIT A, FOR DREW STREET (S.R. 590),
FROM NORTH OSCEOLA AVENUE TO US HIGHWAY 19
NORTH; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Clearwater Comprehensive Plan's Future Land Use
Element and Transportation Element recognize the importance of providing multimodal
mobility options for people of all ages and abilities, and includes a Citywide Design
Structure which identifies Drew Street as a Redevelopment Corridor that needs
character changes or restoration that support creating "walkable communities" and
"livable neighborhoods" on Drew Street from Myrtle Avenue to US Highway 19; and
WHEREAS, Complete Streets are designed, operated, and maintained for all
users, regardless of age or ability, and are essential in providing safe routes to schools
for children; and
WHEREAS, Drew Street (S.R. 590) is a multi jurisdictional east -west roadway
traversing the City that is operated by Pinellas County, the Florida Department of
Transportation (FDOT), and the City, consisting primarily of four narrow undivided travel
lanes from North Osceola Avenue to Saturn Avenue and four divided lanes from Saturn
Avenue to US Highway 19 North; and
WHEREAS, The Florida Department of Transportation (FDOT) adopted a
Complete Streets policy in 2014 and published the Florida Design Manual in 2017 to
support transportation planning that promotes safety, quality of life, and economic
development in Florida; and
WHEREAS, the Pinellas County Transportation Plan has established goals for
the provision of a balanced and integrated multimodal transportation system for local
and regional travel that enhances quality of life and promotes sustainability; and
WHEREAS, in 2016 representatives of the Skycrest Neighborhood Association
and other interested citizens approached the Manager of the City of Clearwater to
request the City's participation in the Forward Pinellas Complete Street Grant Program
(hereinafter referred to as the "Program") for Drew Street; and
WHEREAS, on October 20, 2016, the City Council of the City of Clearwater
authorized staff to apply for Program funding for Complete Streets concept planning for
Drew Street (hereinafter referred to as "Project") to enhance connectivity between
Downtown and the US 19/Drew Street Activity Center, for which the City was awarded
$50,000 on March 8, 2017, and the City Council authorized an agreement between the

City and Forward Pinellas and the Scope of Work for the Project on July 17, 2017
(Resolution 17-23); and
WHEREAS, the City Council contracted with Kimley-Horn and Associates, Inc.
(hereinafter referred to as the "Consultant"), to develop the Drew Street Complete Street
Concept Plan and implement a community outreach program for the Project, which was
titled "Complete Drew Street;" and
WHEREAS, Project development included data collection, analysis, coordination
with multiple jurisdictions and city departments, and extensive public outreach through
focus groups, online surveys, and workshops, and through discussions with businesses,
institutions, neighborhoods, the biking community, and economic developers about their
concerns in the subject area; and
WHEREAS, the City and the Consultant presented the Complete Street Concept
Scenarios final report, including public preferences, to the City Council at its July 30,
2018, Work Session and Council provided direction on selecting preferred scenarios
(attached as Exhibit A); and
WHEREAS, following the direction of City Council, the preferred Concept
Scenarios for Drew Street were finalized and incorporated into the Final Report
(attached as Exhibit B); now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CLEARWATER,
FLORIDA:
Section 1. The City approves the Final Report and preferred Concept Scenarios,
as attached in Exhibit "A," accepting the Kimley-Horn and Associates, Inc., Complete
Streets Concept Designs for the Complete Drew Street Project, and authorizing
appropriate City officials to take all necessary action as may be necessary or
appropriate to transmit to Forward Pinellas and other jurisdictions the Final Report and
Concept Scenarios selected by the City Council on behalf of the City of Clearwater.
Section 2. This resolution shall take effect immediately upon adoption.
