06/01/1993 CITY COMMISSION SPECIAL MEETING June 1, 1993 The City Commission of the City of Clearwater met at Clearwater East Library, Tuesday, June 1, 1993 at 10:30 a.m., with the following members present: Rita Garvey Mayor/Commissioner Arthur X. Deegan, II Vice-Mayor/Commissioner Richard Fitzgerald Commissioner Sue Berfield Commissioner Fred Thomas Commissioner Also present: Michael J. Wright City Manager M.A. Galbraith, Jr. City Attorney Cynthia E. Goudeau City Clerk The purpose of the meeting is to consider an offer to purchase the Sun Bank Building. Walter T. Krumm of Ventures Incorporated has made an offer to purchase the Sun Bank Building for $6.9 million. The City Manager indicated the purpose of the meeting today is for the Commission to accept the offer and to authorize action to bring forward a final contract. Commissioner Deegan moved to accept the offer and to authorize the City Manager and City Attorney to negotiate a contract. The motion was duly seconded. Commissioner Fitzgerald expressed opposition to accepting the offer as he was opposed to selling the building. He felt that keeping the building and using it as a City Hall would help to redevelop downtown. He stated it would free up other city properties to be placed back on the tax roll. The Mayor stated the price indicated the City had made a good deal when they purchased the property. Upon the vote being taken on the motion to accept the offer; Commissioners Deegan, Berfield and Thomas and Mayor Garvey voted "Aye", Commissioner Fitzgerald voted "Nay". Motion carried. Commissioner Thomas requested the Commission to approve the hanging of a picture in City Hall which shows four lanes of traffic and two lanes of parking on Cleveland Street. Consensus was to allow this. Commissioner Berfield questioned whether or not the Commission would see the final contract for the purchase of the Sun Bank Building prior to it being executed. It was indicated this would be brought back to the Commission. The City Manager requested direction regarding how much advance notice for action on the contract would be needed. Commissioner Deegan stated the two week rule only applies when it is the first time the Commission has seen something. Commissioner Thomas indicated the contract should mimic the contract under which the City purchased the building. The City Manager indicated there would be a few minor changes as the buyer may have some requirements that the City did not. It was the consensus of the Commission that if the contract could be presented to them three working days prior to action, that would be satisfactory. The meeting adjourned at 10:35 a.m.
