Atlas Page: 277B Request: The Community Development Board is reviewing a 14 unit attached dwelling unit project in the Old Florida Character District of Beach by Design and the Tourist (T) District for property located at 12 Idlewild Street. The project is 65 feet in height (from base flood elevation to roof), includes 28 parking spaces; requests allowable flexibility consistent with Community Development Code Sections 2-803.B and 3-1202.G; requests approval for construction seaward of the Coastal Construction Control Line in Section 3-905 and a two-year Development Order under the provisions of Section 4-407. Proposed Use: Attached Dwellings Neighborhood Association: Clearwater Neighborhoods Coalition Presenter: Melissa Hauck-Baker, AICP, Senior Planner Elevations of the project were distributed to the Board. Member Behar moved to accept Melissa Hauck-Baker as an expert witness in the fields of comprehensive and redevelopment planning; zoning, historic preservation, Community Development Board 2018-06-19 Page 3 land development and landscaping ordinance interpretation, amendment and administration; and site plan analysis and preparation. The motion was duly seconded and carried unanimously. Senior Planner Melissa Hauck-Baker reviewed the Staff Report. Concerns were expressed the elevation and site plan paperwork should be the same but significant discrepancies existed such as the fagade's character, exterior tiles, decorative elements, railing style and location, balconies, roofline, landscaping, buffer, and hardscape. It was stated it was difficult to determine which features were accurate. Applicant Mehrdad Moshtagh said he had worked on this project since 2005/06 when the economic downturn occurred, had to buy out the joint venture, tried to sell the property, and was trying to break even. He said he had worked closely with the DRC (Development Review Committee) to comply with Beach by Design requirements. He said the site plan paperwork was correct, not the elevation. He said a website had not been established to advertise the project. Discussion ensued with concern expressed it would be difficult for the Board to act if the submittal package was incomplete. It was stated the paperwork must reflect what will be built. It was suggested the case be continued until the paperwork was corrected. In response to a question, Attorney for the Board Randy Mora cautioned against taking testimony and holding a full hearing today if the Board intended to continue the case. It was noted neighbors could meet with staff re their concerns prior to the next meeting. Member Lau moved to continue Case FLD2017-12025 to July 17, 2018. The motion was duly seconded and carried unanimously. G. LEVEL THREE APPLICATIONS: (Item 1) 1. Roddey IV (75 Woodward Avenue No. 88120, Tallahassee, Florida 32313; phone: 813-508-2163; email: ben _serene.me) Location: 24.46 acres located at the southwest corner of Curlew Road and Lake Shore Lane Community Development Board 2018-06-19 Page 4 Request: The Community Development Board is reviewing a request to amend the Future Land Use Map designation for a 9.20-acre portion of property from Transportation Utility (T/U) Overlay (1.52 acres only) (City of Clearwater) and to designate the remainder of the property as Residential Low (RL) and Water/Drainage Feature upon annexation into the City (ANX2017-12026) and making a recommendation to City Council Neighborhood Association: Clearwater Neighborhoods Coalition Presenter: Lauren Matzke, AICP, Long Range Planning Manager Long Range Planning Manager Lauren Matzke reviewed the Staff Report. Ron Beemiller, representing the applicant, said the amended application did not include a site plan; the rezoning request was withdrawn. The applicant intended to build 30 higher-end houses bordering the "lake." Three people spoke in opposition to the project, voicing concerns the development would harm the natural environment and wildlife, pollute the Curlew Creek watershed, endanger neighborhood children with increased traffic, and was inconsistent with the Comprehensive Plan. It was stated the lake should retain its Preservation designation and the development's entrance should be changed. Mr. Beemiller said the developer met with concerned parties and modified the application to LDR (Low Density Residential) from LMDR (Low-Medium Density Residential) in response. He said the development would not be possible without changing the Preservation designation. A Board member noted the CDB (Community Development Board) recently reviewed and discussed this request. Member Anuszkiewicz moved to recommend approval of Case LUP2018-02001 based on the evidence and testimony presented in the application, the Staff Report and at today's hearing, and hereby adopt the Findings of Fact and Conclusions of Law stated in the Staff Report. The motion was duly seconded and carried unanimously. I. DIRECTOR'S ITEMS: (1-2) 1. Proposed Downtown Zoning District & Development Standards Senior Planner Kyle Brotherton provided a PowerPoint with drafted updates for the proposed Downtown Zoning District and Development Standards. 1. Key corner requirements — Occupied by active uses in building's at least 20 feet deep with additional architectural features and no flexibility in transparency requirements; Community Development Board 2018-06-19 Page 5 2. Ground floor and fagade requirements —60% transparency of fagade measured from 2 to 10 feet above grade; 14-foot minimum ground floor height for Storefront 1 and 2 building frontages; 3. Site design standards consider development pattern, access and circulation, parking and service areas, landscape and fences/walls, stormwater management, waterfront development, and drive thru facilities. 4. Building design standards consider fagade treatment and design, awnings, canopies, and balconies, roof design, building entries, mechanical equipment, and attached dwelling types (new); and 5. Flexibility provisions Staff will incorporate comments and present a final draft of the Downtown Zoning District & Development Standards to the CDB (Community Development Board) on July 17, 2018 for recommendation to the City Council. The document will be presented to the City Council for 1St Reading on July 19, 2018 and staff anticipated adoption on August 2, 2018. Concern was expressed Streetscape Design Standards were out of date and it was recommended that standards correspond to Downtown Character Districts, Mr. Brotherton said new sign standards also were being drafted. Ms. Matzke said the CRA (Community Redevelopment Agency) would fund a streetscape update; new streetscape and sign design standards would be incorporated into the Downtown Zoning District & Development Standards document. Assistant Planning & Development Director Gina Clayton questioned who should pay for streetscaping costs and which projects should be required to fund streetscaping. Discussion ensued with recommendations that new downtown projects should be required to add streetscaping, the threshold to require streetscaping should be low, and graduated fees could be pooled to fund streetscaping. Concern was expressed re Clearwater's reputation as a difficult place to develop and expensive streetscaping requirements could discourage development. In response to questions, Ms. Clayton said staff was trying to cultivate a higher urban standard for downtown Clearwater than Dunedin and Safety Harbor, noting the City's much larger population. Installation of scramble pedestrian crossings at intersections was a traffic operations decision. Mr. Brotherton said the Code encouraged pedestrian circulation between the front and rear of buildings and creating a continuous pedestrian network. It was noted neither downtown Dunedin or Safety Harbor had a major thoroughfare used to access a major destination such as Clearwater Beach. It was stated the heavy traffic flow was a challenge for developers. Ms. Clayton said staff did not want to create barriers to the market and wanted to facilitate new businesses in Clearwater. Community Development Board 2018-06-19 Page 6 2. Proposed Amendments to the Clearwater Downtown Redevelopment Plan CRA Director Amanda Thompson said Chapter 4 of the Clearwater Downtown Redevelopment Plan would include: 1) Plan goals, objectives, and design standards applied through the site plan review process; 2) public amenities incentive pool program; 3) Capital Improvements Program; and 4) policy implementation through City -led projects and programs. Significant overlap existed between CRA, Economic Development, and Planning & Development efforts. The Chapter would be divided: 1) CRA role; 2) likely funding sources /availability; 3) incentives and framework to consider types. The facade improvement program recently was amended; and 4) Capital Improvement Program and Policy implementation projects, including district specific projects. The document will be finalized in October when the TIF (Tax Increment Financing) is up for renewal. A report of past uses and future TIF plans will be presented to the County Commission. In response to a question, Ms. Thompson said staff reviewed Capital Improvement Projects annually as part of the budget process. In response to a question re the Harborview Center, Ms. Thompson said Imagine Clearwater 15% plan would specify a timeline for demolition, estimated to begin within 12 months. The CRA likely would partner with Creative Pinellas to establish a Cultural Trial along Alternate 19. Public hearings were scheduled in June and July to discuss the project. J.
