July 7, 1992
The City Commission of the City of Clearwater met at City Hall, Tuesday, July 7, 1992 at 5:01 p.m., with the following members present:

The purpose of the meeting is to set the TRIM Millage rate.
In accordance with the TRIM Bill process, it is necessary for the Commission to adopt a tentative millage rate prior to finalizing and adopting the budget. The tentative millage rate
will be included in the TRIM notices sent to taxpayers by the County Property Appraiser in early August and can not be increased without special mailing; however, the millage rate may
be decreased prior to the adoption of the final budget following Public Hearings in September.
The City Manager's recommended millage rate of 5.1158 mills is the same as the current year's rate. If the recommended rate is approved, all advertising requirements will indicate
no tax increase for fiscal year 1992/93.
The City Manager reported by levying the same rate as this year's millage, taxes will generate slightly less revenue next year. He stated staff is comfortable with this funding.
In response to a question, Tina Wilson, Budget Director, indicated $87,178 less will be generated next year than the current fiscal year and that the roll back rate would generate $219,751
more than the proposed budget.
In response to a question regarding why the roll back rate would generate higher taxes, the City Manager indicated property values have decreased .4 percent. It was reiterated property
taxes will be less in the next fiscal year.
Commissioner Regulski moved to adopt a tentative millage rate of 5.1158 mills for fiscal year 1992/93 and set Public Hearings on the budget for September 3, 1992 and September 17, 1992
to be held no earlier than 6:00 p.m. The motion was duly seconded and carried unanimously.
