A. CALL TO ORDER, INVOCATION, PLEDGE OF ALLEGIANCE
The Chair called the meeting to order at 1:00 p.m. at City Hall, followed by the Pledge of
Allegiance.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

C. APPROVAL OF MINUTES OF PREVIOUS MEETING: April 17, 2018
Member Anuszkiewicz moved to approve minutes of the April 17, 2018 Community
Development Board meeting as submitted in written summation. The motion was duly
seconded and carried unanimously.

E. CONSENT AGENDA: The following cases are not contested by the
applicant, staff, neighboring property owners, etc. and will be approved by

Request: The Community Development Board (CDB) is reviewing a request to
amend the Future Land Use Map designation from seven different future land use
categories to the Central Business District (CBD) category and making a
recommendation to City Council.

Request: The Community Development Board is reviewing a Comprehensive Infill
Redevelopment Project in the Commercial (C) District for a proposed social public
service agency located at 1339-1345 Park Street and 1344-1350 Pierce Street. The
project is 22 feet in height, includes 39 parking spaces, and requests allowable
flexibility consistent with Community Development Code Sections 2-704.F and 3-
1202.G.
Proposed Use: Social/Public Service Agency

Member Lau moved to approve Case FLD2018-03007 on today's Consent Agenda
based on evidence in the record, including the application and the Staff Report, and
hereby adopt the Findings of Fact and Conclusions of Law stated in the Staff Report,
with conditions of approval as listed. The motion was duly seconded and carried
unanimously.
The Community Development Board recessed from 1:11 to 1:14 p.m.
F. DIRECTOR'S ITEM: (Item 1)
1. Update on the Downtown Implementation Plan (Chapter 4, Clearwater
Downtown Redevelopment Plan)
CRA (Community Redevelopment Agency) Director Amanda Thompson reviewed the
draft of Chapter 4, Clearwater Downtown Redevelopment Plan to include:
1) People Goal — Downtown shall be a place that attracts residents, visitors, businesses
and their employees, and enables development of a community. The City shall
encourage a vibrant and active public realm, recreation and entertainment opportunities,
and support the community and neighborhoods; 2) Accessibility Goal — Downtown will
have a connected network with mobility choices; 3) Accessibility Amenity Urban Design
Goal — Downtown will be a memorable place to be enjoyed that is enhanced by
Clearwater's waterfront location, natural resources, built environment, and history; and
4) Urban Design Goal — Downtown will be a dynamic built environment of dense and

livable patterns and active and attractive streets through the use of quality urban design
and architecture.
1) Downtown Core District plans to incorporate all components of Imagine Clearwater,
Main Library renovations, Station Square Park redesign, property acquisition, facade
grants, and a potential multi modal facility that will coordinate with Pinellas County and
other transportation services and facilities. A parking study was planned; 2) Old Bay
District plans to acquire North Ward School, and improve Seminole Boat Launch and
connection to Pinellas Trail; 3) South Gateway plans encourage trail use; 4) Prospect
Lake; and 5) Downtown Gateway - Phase III streetscaping project and Stevenson Creek
greenway restoration for a park amenity were underway and Festival Market/Mercado
was in final design. The Downtown Gateway's 5 -year plan update will include programs
for community led art projects.
Updates to Master Plans for downtown streets and streetscaping were underway. Ft.
Harrison Street improvements were completed and a Drew Street review was
underway. A RFP (Request for Proposals) will be released for redevelopment of S.
Martin Luther King Jr. Avenue.
Ms. Thompson said the CRA acted as a facilitator and private developer focused on
brick and mortar projects. A study would determine if water, sewer, and gas pipeline
infrastructure was sufficient for development. Policy implementation included housing
market studies and funding for mixed income housing construction from CDBG
(Community Development Block Grant), SHIP (State Housing Initiatives Partnership),
and HOME Investment Partnerships Program sources.
Renewal of the County's contribution to the CRA TIF (Tax Increment Financing) was
scheduled in October. The TIF only could be used in the CRA area. Ms. Thompson
hoped to present a robust set of projects to the County when it considered renewal.
Public Hearings begin in June. This plan will be presented for approval to the CRA
(Community Redevelopment Agency), City Council, and Pinellas County.
The presentation was complimented. It was stated the Board looked forward to updates
as they helped members understand underlying concepts when projects were
presented for approval.
