02/11/1991 CITY COMMISSION SPECIAL MEETING
February 11, 1991
The City Commission of the City of Clearwater met at City Hall with the following members present:

The meeting was called to order at 12:02 p.m. for the purpose of discussing and approving a contract with Mike Wright as City Manager of the City of Clearwater.
Ron H. Rabun, City Manager, has accepted the position of County Manager in Seminole County. His last day with the City of Clearwater will be March 1, 1991.
At its meeting of February 7, 1991 the City Commission voted to offer the position of City Manager to Mike Wright. Mr Wright is currently serving the City as Assistant City Manager/Community
Services. The offer included a base salary of $75,000 along with other benefits.
Mr. Wright has made a counter offer of a base salary of $80,000 with all other benefits remaining as offered.
Mayor Garvey distributed the original contract which was entered into with Mr. Rabun (attached as Exhibit A to these minutes). She reported Mr. Wright has indicated he does not need
the provisions detailed in Sections 5 (B) and (C). These sections provide for moving expenses and waiver of delay of medical insurance coverage for pre-existing conditions. It was
also indicated a change to Section 4 (B) regarding annual performance and salary review would need to be changed.
Discussion ensued regarding the effective date of the contract. It was decided the effective date should be March 2, 1991.
Discussion ensued regarding the base salary. It was stated that it was felt the job was worth $80,000 a year.
Commissioner Regulski moved to offer a base salary of $80,000 a year. The motion was duly seconded.
A concern was expressed that the Commission needed to know the total cost of the contract package. It was reported that Mr. Rabun's total package cost $89,716 with a base salary of
$80,110.
Upon the vote being taken, Commissioners Regulski, Nunamaker and Fitzgerald and Mayor Garvey voted "Aye"; Commissioner Berfield voted "Nay." Motion carried.
Commissioner Regulski moved to approve the same contract with Mike Wright as had been approved for Mr. Rabun with the folowing changes: in section 4 (A) change the annual base salry
to $80,000 and add that the annual review of salary will occur with the anniversary date; change Section 4 (B) to state the City agrees to conduct a performance review in September
of each year; strike the last sentence in Section 4 (d) regarding use of a city car until a private vehicle is secured; delete sections 5 (B) and (C) regarding moving expenses and waiver
of delay of medical insurance for pre-existing conditions; and change the date in Section 6(E) and 4 (A) to March 2, 1991. The motion was duly seconded.
Mr. Wright suggested the contract provide the performance and salary review occur in September with the implementation of any salary adjustment being as of the anniversary date. Discussion
ensued regarding this recommendation. Some concern was expressed that there would be a six month delay in implementing any salary adjustment. It was suggested that the City Manager
become a part of the SAMP plan and be compensated in the same manner. General feeling was that the City Manager should not be a part of the SAMP plan. There was also some concern that,
for this year the salary review would come only six months after Mr. Wright became City Manager. It was stated the contract could be left as is for now and changed at a later date.
Upon the vote being taken the motion carried unanimously.
Mr. Wright stated he looked forward to working with the Commission and that he accepted the contract.
An item was raised regarding the car phone provided for Mr. Rabun. It has been discovered that removal of the phone and repair to Mr. Rabun's car will cost $986.53, which is more than
the phone is worth. Discussion ensued regarding what the Commission wished to do. It was felt the City should ask for some compensation and leave the phone in the car.
Commissioner Regulski moved that Clearwater accept $100.00 compensation for the phone installed in the Rabun automobile. The motion was duly seconded and carried unanimously.
