01/10/1991 CITY COMMISSION SPECIAL MEETING
January 10, 1991
The City Commission of the City of Clearwater met in Special Session in the Large Conference Room at City Hall with the following members present:
Rita Garvey Mayor/Commissioner
Richard Fitzgerald Vice-Mayor/Commissioner
Lee Regulski Commissioner
William Nunamaker Commissioner
Sue A. Berfield Commissioner
Also present were:
Ron H. Rabun City Manager
M. A. Galbraith, Jr. City Attorney
Cynthia E. Goudeau City Clerk
The meeting was called to order at 11:00 a.m. for the purpose of accepting the City Manager's resignation and to discuss the selection process for the new City Manager.
Item #1 - Acceptance of the City Manager's resignation
Ron H. Rabun, City Manager, has accepted the position of Seminole County Administrator. He has submitted his resignation to be effective Friday, March 1, 1991.
Commissioner Regulski moved to accept the City Manager's resignation, the term to be decided subject to a decision on his replacement.
Discussion ensued regarding whether or not the City Manager's term should end prior to March 1, 1991. The City Manager indicated he did not wish to end his tenure in Clearwater prior
to that date.
Commissioner Regulski amended his motion to accept the City Manager's resignation as submitted. The motion was duly seconded and carried unanimously.
Item #2 - Discussion regarding the selection process for a new City Manager
It was suggested that Commission members talk with individuals they would consider for appointment to the position. It was stated that it was felt there were qualified candidates on
staff and there would be no need to hire from outside.
Discussion ensured regarding whether or not any advertising should be done. A question was raised regarding whether or not applications from people outside the City would be accepted.
It was indicated any applications submitted would be accepted. Further discussion ensued regarding the time frame for appointment of a new City Manager and the need to advertise.
Commissioner Regulski moved that there be no advertisement for the filling of the City Manager position. The motion was duly seconded. Upon the vote being taken, Commissioners Regulski,
Fitzgerald and Nunamaker voted "Aye." Commissioner Berfield and Mayor Garvey voted "Nay." Motion carried.
Further discussion ensued regarding the process, with it being indicated that applications could be submitted to individual Commission members. It was
further indicated that Commission members were to individually interview potential candidates and submit names to the Commission for consideration.
It was the consensus of the Commission that they would make the selection of a new City Manager at the meeting of February 7, 1991.
Unsolicited applications are to be submitted to the Personnel Department for distribution to the Commission. Applications submitted will be available for public review.
