Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve minutes of April 12, 2018 Pension Advisory Committee meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 4.2 Recommend approval of the following request of employees Laura Canary, Administration CRA Operations Department, Christopher Hubbard, Parks and Recreation Department, Thomas Knobl, Fire Department and Martin Moran, Fire Department, to vest their pensions as provided by Section 2.419 of the Employees' Pension Plan. Laura Canary, Economic Development Coordinator, Administration CRA Operations Department, was employed by the City on March 22, 2004, and began participating in the Pension Plan on that date. Ms. Canary terminated from City employment on April 14, 2018. Christopher Hubbard, Recreation Specialist, Parks and Recreation Department, was employed by the City on July 24, 2006, and began participating in the Pension Plan on that date. Mr. Hubbard terminated from City employment on August 19, 2017. Thomas Knobl, Firefighter/Driver-Operator, Fire Department, was employed by the City on October 31, 2005, and began participating in the Pension Plan on that date. Mr. Knobl terminated from City employment on April 3, 2018. Page 3 City of Clearwater Pension Advisory Committee Meeting Minutes May 10, 2018 Martin Moran, Administrative Support Manager, Fire Department, was employed by the City on February 28, 2000, and began participating in the Pension Plan on that date. Mr. Moran terminated from City employment on March 31, 2018. The Employees' Pension Plan provides that should an employee cease to be an employee of the City of Clearwater or change status from full-time to part-time after completing ten or more years of creditable service (pension participation), such employee shall acquire a vested interest in the retirement benefits. Vested pension payments commence on the first of the month following the month in which the employee normally would have been eligible for retirement. Section 2.416 provides for normal retirement eligibility for non-hazardous duty employees hired prior to the effective date of this reinstatement (1/1/13), a member shall be eligible for retirement following the earlier of the date on which a participant has reached the age of fifty-five (55) years and completed twenty (20) years of credited service; the date on which a participant has reached age sixty-five (65) years and completed ten (10) years of credited service; or the date on which a member has completed thirty (30) years of service regardless of age. For non-hazardous duty employees hired on or after the effective date of this restatement, a member shall be eligible for retirement following the earlier of the date on which a participant has reached the age of sixty (60) years and completed twenty-five (25) years of credited service; or the date on which a participant has reached the age of sixty-five (65) years and completed ten (10) years of credited service. Ms. Canary will meet the non-hazardous duty criteria and begin collecting a pension in April 2034. Mr. Hubbard will meet the non-hazardous duty criteria and begin collecting a pension in January 2036. Mr. Moran will meet the non-hazardous duty criteria and begin collecting a pension in March 2020. Section 2.416 provides for normal retirement eligibility for hazardous duty employees, a member shall be eligible for retirement following the earlier of the date on which the participant has completed twenty (20) years of credited service regardless of age, or the date on which the participant has reached fifty-five (55) years and completed ten (10) years of credited service. Mr. Knobl will meet the hazardous duty criteria and begin collecting pension in November 2025. Member Devol moved to recommend approval of the following request of employees Laura Canary, Administration CRA Operations Department, Christopher Hubbard, Parks and Recreation Department, Thomas Knobl, Fire Department and Martin Moran, Fire Department, to vest their pensions as provided by Section 2.419 of the Employees' Pension Plan. The motion was duly seconded and carried unanimously. Page 4 City of Clearwater Pension Advisory Committee Meeting Minutes May 10, 2018 4.3 Recommend approval of the following request of employees William Clark, Gas Department, Lydia Moreda, Information Technology Department and Robert Powers, Public Utilities Department, for a regular pension as provided by Sections 2.416 and 2.424 of the Employees' Pension Plan. William Clark, Gas Sales Representative, Gas Department, was employed by the City on June 13, 1994, and his pension service credit is effective on November 6, 1999. His pension will be effective June 1, 2018. Based on an average salary of approximately $64,180.70 over the past five years, the formula for computing regular pensions and Mr. Clark's selection of the Life Annuity, this pension benefit will be approximately $32,769.60 annually. Lydia Moreda, Senior Systems Analyst, Information Technology Department, was employed by the City on April 23, 2001, and her pension service credit is effective on that date. Her pension will be effective June 1, 2018. Based on an average salary of approximately $62,089.06 over the past five years, the formula for computing regular pensions and Ms. Moreda's selection of the 10 Year Certain and Life Annuity, this pension benefit will be approximately $27,904.56 annually. Robert Powers, Industrial Pretreatment Coordinator, Public Utilities Department, was employed by the City on May 21, 1987, and his pension service credit is effective on that date. His pension will be effective June 1, 2018. Based on an average salary of approximately $70,198.92 over the past five years, the formula for computing regular pensions and Mr. Powers' selection of the Joint and Survivor Annuity with a 20% Partial Lump Sum, this pension benefit will be approximately $53,816.76 annually. Section 2.416 provides for normal retirement eligibility for non-hazardous duty employees hired prior to the effective date of this reinstatement (1/1/13), a member shall be eligible for retirement following the earlier of the date on which a participant has reached the age of fifty-five (55) years and completed twenty (20) years of credited service; the date on which a participant has reached age sixty-five (65) years and completed ten (10) years of credited service; or the date on which a member has completed thirty (30) years of service regardless of age. The motion was duly seconded and carried unanimously. 5. Old Business Item Human Resources Director Joe Roseto requested the Committee schedule an informal hearing for Ronald Neuberger's request for a job- connected disability pension on June 14, 2018. Member Cretekos moved to schedule on June 14, 2018 an informal hearing on Ronald Neuberger's request for a job- connected disability pension. The motion was duly seconded and carried unanimously. Director's Report Mr. Roseto said on June 14, 2018, he will request the Committee to schedule a formal hearing on July 12, 2018 for Joseph Connors' request for a job- connected disability pension. Members should be prepared for a lengthy meeting; it was important that all members attend. He requested any member who could not attend to contact him as soon as possible so he could advise the attorneys. 7. Board Members to be Heard 8.
