Stralow, Board Member Jennifer Barbaro, Board Member Michael Potts, and Board Member Empty Seat Absent 1 - Board Member Eric Seiler Also Present: Madai Gutierrez — Special Events & Public Art Specialist, Patricia O. Sullivan - Board Reporter 1. Call To Order The Vice Chair called the special meeting to order at 1:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Citizens to be Heard Regarding Items Not on the Agenda: None. 3. New Business Items 3.1 Approve the recommendation from the Selection Panel to use an Artist for the SPC East Library Project. The Selection Panel has met and agreed to use an artist for the SPC East Library Project. Two Artist Submitted proposals: Gus and Lina Ocampos and Douglas Kornfeld. Special Events & Public Art Specialist Madai Gutierrez said the Selection Committee reviewed 2 proposals for public art work at East Community Library on the St. Petersburg College campus and recommended the Public Art & Design Board recommend approval of sculpture "Reaching for Knowledge, " based on renderings by Gus & Lina Ocamposilva. The blue and yellow sculpture, 20 -feet tall from the base, would be visible from Drew Street and the parking lot and featured St. Petersburg College's colors. The low maintenance sculpture would be fabricated from welded powder - coated aluminum. The base will provide 3 sources of lighting at night. It was stated the sculpture would be mounted on a 1 -foot high concrete base surrounded by landscaping to discourage pedestrian access. It was noted extensions from the sculpture would be 11 feet above the ground, discouraging climbing. In response to a concern that powder coating flaked off in sodium environments, Ms. Gutierrez said a clear coat finish was discussed to prevent tagging; those costs were unknown. Discussion ensued with comments that the sculpture needed to be sufficiently anchored to Page 2 City of Clearwater Public Art and Design Board 4. Adjourn Attest: Meeting Minutes April 5, 2018 withstand hurricane strength wind, the artists were responsible for the sculpture's structural design, the campus architect was responsible for the foundation and the sculpture's attachment to it, and the library project's structural designer would be involved when the sculpture was cast in place and bolted to the foundation. Discussion ensued regarding clear coat finishes with comments that costs could be estimated, the sealant was used in marine environments, and a question was asked re longevity. Member Stralow moved to recommend approval of the Selection Panel's choice of the blue and yellow sculpture "Reaching for Knowledge," based on renderings by Gus & Lina Ocamposilva for installation at the East Community Library on the St. Petersburg College campus and to request the artists provide a quote for finishing the sculpture with a clear coat finish to be considered by the Public Art & Design Advisory Board for inclusion in the project. The motion was duly seconded and carried unanimously. Ms. Gutierrez said the project would be submitted to the City Council for approval. She will report on the project's time line in June. For the June meeting, a copy of the City's policy on funding public art from City construction projects was requested along with information on how money was transferred to the Public Art Fund. A discussion also was requested re the ability to relocate the fire hose chandelier in the Main Fire Station to a more visible location.
