Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 9:10 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve minutes of February 13, 2018 Neighborhood and Affordable Housing Advisory Board as submitted in written summation. Member Crum moved to approve minutes of the February 13, 2018 Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Agency Presentations for the FY 2018-2019 Annual Action Plan Funding. Housing Manager Joe Riddle thanked agency representatives for their applications and presentations and the 3 of 4 TRC (Technical Review Committee) members in attendance today for their efforts. TRC recommended funding allocations will be presented to the Board in May. Mr. Riddle reported Congress approved its new budget in March, CDBG (Community Development Block Grant) funds increased 10% and HOME Investment Partnerships Program funds increased 40%. The City will receive its entitlement figures by late May and incorporate them into the annual Action Plan. In response to a question, Mr. Riddle said housing pool applicants in attendance today chose not to make presentations. The TRC also will review housing pool applications. Ms. Bacon added comments re her presentation. Ms. Burling said due to rapidly rising property values, it was difficult to purchase homes in Clearwater for less than $177,000, the maximum purchase price permitted for those receiving City funded housing assistance. She suggested the maximum purchase price be increased. 4.2 Approve the Local Housing Assistance Plan (LHAP) For FY 2018-2019 through FY 2020-2021. Mr. Riddle discussed SHIP requirements re the triannual review of the City's LHAP (Local Housing Assistance Plan) which made minor tweaks to 2014 strategies. He reviewed the City's 6 LHAP strategies. The City Council approved the LHAP on April 4, 2018. Economic Development & Housing Assistant Director Chuck Lane said the schedule did not permit staff to present the LHAP to NAHAB (Neighborhood &Affordable Housing Advisory Board) prior to City Council review. The plan could be amended if the Board had concerns. In response to a question, Mr. Riddle said the amount borrowers had to contribute to qualify for down payment assistance was reduced from 2% to I% of the purchase price. 5. Old Business Item: None. Director's Report Meeting Minutes April 10, 2018 Mr. Lane said today was Mr. Riddle's last meeting; he accepted a position with Pinellas County. Mr. Lane reviewed Mr. Riddle's accomplishments and wished him well. 7. Board Members to be Heard: None. 8.
