Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve minutes of November 28, 2017 Special Neighborhood and Housing Advisory Board (NAHAB) meeting. Member Crum moved to approve minutes of the November 28, 2017 Special Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Staff Report on the FY 18-19 Annual Acton Plan Schedule. Housing Manager Joe Riddle reviewed the Annual Action Plan Schedule for FY(Fiscal Year) 2018119. Zoom Grants were rolled out last week at the subrecipient training session. Next year's allocation numbers have not been announced. He hoped entitlement figures would be provided before the March 9, 2018 application workshop. Following the March 23, 2018 application deadline and staffs initial review, applications will be accessible online for the TRC (Technical Review Committee) to score. NAHAB (Neighborhood &Affordable Housing Advisory Board) members should have online access to the applications and scores before applicants make their presentations on April 10. Economic Development & Housing Assistant Director Chuck Lane Page 2 City of Clearwater Neighborhood and Affordable Meeting Minutes February 13, 2018 Housing Advisory Board said the application process was the backbone of department efforts to provide services to City residents. The City accepted housing pool applications year round. 4.2 Staff report and presentation on the City's new on-line application (Zoom Grants). Staff to report and present the City's new on-line application system (Zoom Grants). Mr. Riddle said the City had contracted with Zoom Grants for an online application process, approximately 250 pages of application materials no longer will have to be copied for each Board and TRC member, and City library, a maximum 5 books now will be printed. Many participants at subrecipient training were excited the City's application process was moved on line. Mr. Riddle pulled up the Zoom website and demonstrated the application process, noting the site offered training videos and provided grant requirement information, funding level restrictions, deadlines, and the TRC form/scoring table, allowing applicants to self-score prior to submission. All 26 application questions must be answered, even to explain why a question was not relevant. Essays, including the budget narrative, were limited to 4 pages. Applicants will be required to upload the certification page signed in blue ink. Zoom also will track vendor reports and grant fund distribution. It was stated the program seemed like a good improvement. 4.3 Election of Officers. Member Cutkomp moved to appoint Carmen Santiago as Chair. The motion was duly seconded and carried unanimously. Member Cutkomp moved to appoint Haley Crum as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. 6. Director's Report Page 3 City of Clearwater Neighborhood and Affordable Housing Advisory Board Meeting Minutes February 13, 2018 Mr. Lane expressed concern the President's budget zeroed out funding for HOME Investment Partnerships Program and CDBG (Community Development Block Grant) funds. He encouraged all to contact their Congressional representatives to lobby in favor of this essential funding. Letters made a big difference. The funds were the lifeblood of City efforts and without them the City could do nothing. Mr. Riddle reported the Advisory Board Appreciation Dinner was on May 10, 2018 at 5:30 p.m. at the Sheraton Sand Key. 7. Board Members to be Heard: None. 8.
