PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES

The Chair called the meeting to order at 2:15 p.m. at the Municipal Services Building.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes - February 27. 2007
Member Warshauer moved to approve the minutes of February 27, 2007 -as submitted to
members. The motion was duly seconded and carried unanimously.
3 - Old Business
a.) Public Art Master Plan
Ms. Walbolt presented the Public Art Master Plan power point presentation. Members
discussed any final changes that need to be addressed. The Public Art Master Plan will be
presented at the City Council Work Session on April 30 and then go before the Council on May 3
as an agenda item.
b.) Gift Policy
Gifts to the Clearwater Public Art & Design Program are an important part of the City's
growing art collection. The Gift Policy was developed through a collective effort based on many
other comparative programs throughout the country. It will aid the PADB in reviewing potential
gifts and bans and recommend acceptance or rejection to the City Council. Members accepted
the Gift Policy as written.

c.) Deaccession Policy
The Deaccession Policy procedures have been assembled with the intent of providing a
manual of best practices for the disposition or exchange of public artworks no longer appropriate
for display and the process for transferring title of ownership. Member Warshauer asked for
clarification on the statement regarding "right of removal of artwork if there is signification
adverse public reaction over a period of time". Ms. Walbolt replied the Criteria for Deaccession
policy states while the intent of the City's acquisition of artwork is for a permanent or other
lifespan, circumstances and/or conditions may arise that make it prudent for the Public Art and
Design Board, on behalf of the public interest, to remove an artwork from public display. The
public art coordinator for the Florida State Art in Public Buildings recommended leaving a period
of time open-ended. Members accepted the Deaccession Policy as written.
d.) Private Development Status
Mr. Hubbard updated members of both capital improvement and potential private
development projects on the horizon. Nine private projects have a designated "hold" placed on
obtaining a building permit pending satisfying the public art requirement. Mr. Hubbard continues
communication with larger private development projects such as Wal-Mart (US. 19/Coachman
Road), which may choose the in-lieu option. The Residence Inn (Downtown Clearwater) is
considering commissioning a local artist to design a water feature and lobby pieces on their
property. Mr. Hubbard reported very little adverse reaction to the program.
Member Flickinger mentioned the developer for Seminole Mall is interested in setting
aside public funds to design bus shelters. It appears to be a popular concept throughout the
country. Member Flickinger suggested Wal-Mart be advised of this opportunity. Chair Bomstein
concurred that bus shelters are a viable project. Mr. Hubbard advised that PST A is currently
considering building two new shelters in Clearwater.
4 - New Business
a.) AlA Luncheon & Public Art Presentation
The Clearwater Public Art and Design Program and the American Institute of Architects:
Tampa Bay Chapter has recently partnered to produce an educational, public art experience on
April 25th from 11 :30 a.m. to 1 :30 p.m. The event will take place at Ruth Eckerd Hall and will
feature talks by two local, renowned artists: Christopher Still, of Tarpon Springs, and UIIi
Kampelmann, of Clearwater. Christopher Still will present a talk entitled "Timing is Everything", a
discussion of his recent commissions and his work with the architects and patrons of those
projects. UIIi Kampelmann will speak on the history and modern techniques of architectural art
and design, and the use of glass and light in architectural projects. Admission, including a buffet
lunch, is $15 for AlA members and $20 for non-members and guests; RSVPs are strongly
recommended and must be made by April 23rd.
b.) Exhibits in Public Places
· The Tampa Bav Surface Desian Guild - presents an array of unique fiber artwork now
on display at the Clearwater City Hall during the month of April.

. Contemporary Paintinas bv PAVA Artists -_The City Hall lobby will be the backdrop for
a series of exhibitions featuring the works of members from PAVA, Professional
Association of Visual Artists. Exhibit will run May-June.
. "Focused Passion: The Pursuit of the 2004 Stanlev Cup", a photography exhibit
currently on display at the Clearwater Regional Chamber of Commerce, 1130
Cleveland Street, Clearwater. On loan courtesy of Louis Boccino, it will be on display
until the first week of June and then relocate to Ruth Eckerd Hall.
5 - Items not on Aaenda -
Ms. Walbolt thanked members for all their work and support of the Pubic Art Master Plan.
6 - Adiourn
The meeting adjourned at 3:50 p.m.
The next meeting is scheduled for Tuesday, July 17,2007, at 2:00 p.m. Municipal
Services Building, Room 130.
