PROJECT 7[X7[D.E: Solid Waste Transfer Station Replacement Engineering Services during Construction 2, SCOPE OF SERVICES/ King Engineering Associates, Inc. (Engineer) has completed the design for the City's new solid waste transfer station. The project consists of the complete demolition of the existing transfer station facility; construction ofnew transfer station, scale house and administration buildings; new roadways, utilities and other site improvements, and a new floodplain mitigation facility and related improvements atCoachman Ridge Park. The project will be constructed in two phases. Phase 1 will consist of stockpiling soil onthe active transfer station site in order to preload and induce settlement of the existing soils. Concurrently, the improvements at Coachman Ridge Park will be constructed so that the soil from the associated excavations can beused aspart ofthe pre|oading fill. This Phase isanticipated tolast 6months and includes the planting of wetland species and other trees at Coachman Ridge Park to provide mitigation for trees and wetland species being removed atboth sites. Phase 2 will consist of complete demolition of the existing transfer station facility and construction ofthe new transfer station facility. The site will beclosed and turned over tothe Construction Manager(CM)during this Phase,which is anticipated to last approximately 12 months. The purpose of this Work Order is to authorize the Engineer to provide engineering services during construction for the new transfer station and the off-site floodplain mitigation site at Coachman Ridge Park. The detailed Scope ofServices isasfollows: Page 1of13 Task 1—Construction Management 1.1 PneconstructionMeeting:Attend apre-construction meeting. The meeting will beattended by the Engineer's Project Manager, Project Engineer and Field Rcpncocn1atk/c, representatives of Engineer's subconsu|tants, City representatives, the Construction Manager and invited utilities. 1.2 Log, disseminate, review and respond to up to three hundred twenty five (325) shop drawings and other submittals from the Construction Manager. Of the 325 submittals, approximately two-hundred (308) will be initial submittals, seventy five (75) will require a second review and fifty (50) will require a third review. Submittals received from the Construction Manager that have not been properly documented and reviewed by the Construction Manager will be returned to the Construction Manager without review. 1.3 Log, disseminate, review and track up to seventy five (75) Construction Manager Requests for Information (RF|o). Engineer will provide general technical information, additional data or drawings and written instructions, and provide clarifications and interpretations of the Contract Documents to resolve unforeseen conditions encountered during construction in response toConstruction Manager RRs. 1.4 Evaluate up to twenty (20) Price Change Requests (PCRs) and Work Change Directives (VV[Ds) resulting from clarifications and changes to the contract work not requiring additional design orpermitting efforts. Engineer will provide general technical information and written instructions and develop and issue the formal PCRtand VVCDs. 1.5 Develop and issue uptufive (S) Field Change Dinectives(FCDs) required to clarify orresolve issues with the contract work. 1.6 Verify mathematics and sign the Construction Manager's monthly pay applications. It is assumed that quantities and/or percentages complete will be discussed and agreed upon by the Field Representative(s)and the City's Project Manager priorto the Construction Manager submitting the pay request. 17 Review the Construction Manager's initial and updated schedules for general conformance with construction sequencing. 1.8 Attend eighteen (18) progress meetings during field construction efforts and review the Construction Manager's meeting minutes. 1�0 Up to twelve (12) periodic site visits by members of the engineering team at various stages of construction to observe the overall progress and quality of executed work by the Construction Manager and toassist with answering questions. 1.10 Provide general Program Management including: u On a routine basis, reviewing project status and ongoing issues, prioritizing efforts and scheduling and assigning personnel and other necessary resources regarding: Page 3of13 ® Outstanding submittals and submittals requiring review; ® RFIs requiring responses; ® Field Orders and Work Change Directives; ■ Other outstanding project needs included within the Engineer's Scope of Services and requiring the Engineer's efforts; o Miscellaneous meetings, conference calls, emails and discussions necessary to coordinate, plan and manage the efforts of the Engineer's internal staff and technical disciplines with those of other engineering firms involved in the project. Technical Disciplines include Civil/Stormwater, Utilities,Traffic,Structural,Architectural, Electrical, Instrumentation &Controls, HVAC and Plumbing. o Maintaining routine contact and discuss construction progress and project developments with the Fngineer's Field Representative; o Miscellaneous phone calls and emails with the City's Project Manager and other City staff, o Miscellaneous phone calls and emails with the Construction Manager's staff required to respond to minor questions not requiring formal RFIs; o Reviewing, tracking and logging construction observation, materials test reports and other field data; o Monitoring the engineering budget and advising the City's Project Manager of unforeseen efforts that could affect the available budget; o Providing the City's Project Manager with a monthly status report and assessment of the remaining engineering budget and the project schedule; o Document control including maintaining files of correspondence, meeting minutes, Contract Documents, Change Orders, Field Orders, RFIs, Work Change Directives, Addenda, additional Drawings issued subsequent to the execution of the Contract, progress reports,Shop Drawing and Sample submittals, regulatory correspondence and other Project-related documents. 1.11 Participate in substantial completion walkthroughs and punchlist development when 1) placement and stabilizing of preloading material is completed; 2) improvements at Coachman Ridge Park are completed, and; 3) when the new transfer station site is ready to be turned over to the City for operation. These walkthroughs are to determine if the completed work is in general conformance with the requirements of the Contract Documents. Startup of major facility equipment will be combined with the walkthroughs. Construction Manager and the Field Representative will maintain the punchlist. Page 3 of 13 1.12 Participate in final completion ea|kthroughs when 1) punch|ist items are addressed at Coachman Ridge Park,and; 2) punchlist items are completed at the transfer station site. 2.13 Review and comment on up to twenty five (25) electronically submitted Operation and Maintenance (O&M)manuals and warranties for miscellaneous equipment. 1.14 Prepare electronic Record Drawings based on redlined AsBui|ts provided by the Construction Manager. Record Drawings will beprepared byshowing changes indicated nn the Construction Manager's redlined As-Builts in addition to other changes made by Work change Directive orField Order. Changes will beshown with acombination ofcross outs and clouds. 1.15 Prepare and submit the certifications for the following permits: a. FDEPSolid Waste Processing Facility. Includes notifications when pre|oadixg has commenced and has been completed. b. FDEPEnvironmental Resource Permit(ERP). c. FDEP Domestic Wastewater. d. FDEPPotable Water. e. Pinellas County Kight'wf-VVayUse. I.16 Assist the City with review and processing ofcloseout paperwork. Task 2—Environmental Monitoring and Reporting Services King will assist the City with wetland impact and mitigation construction observation and compliance in accordance with the project's FDEP Environmental Resource Permit (ERP) and U.S. Army Corps ofEngineers ([nrps) Permit. Specific services include: 2.1 Regulatory Agency Noticing and Coordination King will provide notices of construction commencement to the FDEP and the Corps in accordance with specific conditions of the issued permits. 2.2 Periodic Site Visits King Ecologists will conduct periodic site visits to observe activities related to onsite wetlands, including establishment and maintenance of erosion control Best Management Practices (BMPs), vegetation removal, and dredging/filling within proposed temporary and permanent wetland impact areas. King will also review progress ofwet|andmidgationcunstructionvvithinonoiteareasC1andVVL1'1,acvve|| asareasK41 and K42 located at the Coachman Ridge Park site, and the Wetland Buffer Restoration Area on the Transfer Station Site. 2.3 Coordinate As-built Review with Contractor/Agencies Following initial grading of the wetland mitigation areas, it will be necessary for the Contractor to collect interim as-built survey data in order to document that the mitigation areas have been graded in conformance with the permitted plans. It will also be necessary to collect existing grade elevations within Temporary Impact Area WIL 1-1 (pre-loading area) prior to disturbance, preparation and placement ofpre-load material. Page 4of13 The as-built data for Mitigation Areas M1 and M2 must be collected and reviewed prior to proceeding with plant installation in the mitigation areas. King Ecologists will review the as-built survey data and conduct a site visit to assess the condition of the graded mitigation sites. Any discrepancies with the plan specifications will be noted and forwarded to the contractor for correction in the field. After the mitigation areas have been verified to be in conformance with plan specifications, King will submit the as-built survey data to the FDEP to request clearance to proceed with planting. Upon receipt of clearance from the FDEP, King provide the Contractor with a notice to proceed with the plantings. 2.4 Assess Mitigation Areas Pre-and Post-Plant Installation-King will coordinate with the site contractor during delivery of the plant material and will assess the delivered plant material prior to installation to confirm that it meets minimum specifications, and is in conformance with the approved plans. Following mitigation area grading and planting (by others), King will conduct a visual assessment of the area in order to verify that planting has been completed in accordance with the approved plans and specifications. 2.5 Time Zero Data Collection and Report - King will provide notification to the applicable permitting agencies (FDEP and Corps) of mitigation completion. A site review by agency staff will be requested to obtain concurrence of mitigation completion and approval to initiate monitoring. This scope of service includes preparation of the "time zero" monitoring report that will be submitted to the agencies along with the mitigaCion area completion notification letter and as-built survey data. The Time Zero report will include photographs of the completed mitigation areas from fixed point photo stations, an as- built list of planted material and date of planting completion. This scope also includes the initial set up of the wetland monitoring and photo stations as required by the permits. 2.6 Mitigation Monitoring-Monitoring of identified wetland mitigation areas,including those located on the Transfer Station Site (WL 1-1, Creek Replacement and Buffer Enhancement) as well as the offsite mitigation areas (M1 and M2) located at the Coachman Ridge Park site, will be conducted by King in accordance with specific conditions of the approved agency (FDEP and Corps) permits. Data collected will include percent survival of planted species, percent coverage by naturally recruiting species, water level(s), photographic documentation and other monitoring information required by permit conditions. Semi-annual monitoring and annual reporting will be required by the regulatory agencies. For the purposes of this proposal, a total of four(4) monitoring events will be conducted over a two (2) year period. It is assumed that monitoring and reporting required beyond that period will be addressed separately by the City. Task 3—Geotechnical Assistance Engineer's geotechnical subconsultant will provide assistance during the preloading phase and during fill placement. Services will include a. Observing excavation activities at Coachman Ridge Park to designate soils that are unsuitable to be used for fill at the transfer station site and to designate soils for additional testing. Page 5 of 13 b. Periodically observing placement of preloading fill at the transfer station site. c. Reviewing surveying results and assessing the progress of settlement. Task 4—Construction Observation Engineer will provide one(1)Field Representative on site on a part-time basis to observe the progress of the work. Level of effort assumes: • An average of 4 hours per week forthe first 4 weeks after mobilization during erosion control installation and setup, • An average of 16 hours per week for the remaining 86 weeks during preloading efforts and construction at the park and transfer station site. Task 5—Comprehensive Plan and Zoning Amendments King will assist with preparing and submitting a Land Use Plan Amendment(Small Scale, i.e. less than 10 acres)to amend the Comprehensive Plan Future Land Use Classification to amend a portion of the project site from Recreation/Open Space to Transportation/Utility, and a Rezoning Application to amend a portion of the project site from the Open Space/Recreation zoning classification to the Institutional District. Specific services include: 5.1 Comprehensive Plan (Future Land Use)Amendment 5.1.1 Pre-Application Meetings: King will attend one(1)pre-application meeting with City staff to review the proposed comprehensive plan amendment application. Results of the meeting(s) will be incorporated into the comprehensive plan amendment application accordingly. 5.1.2 Application Package. a. King will prepare and file the Comprehensive Plan Amendment and forms in accordance with standard City requirements. The City will sign all application forms and an agent authorization for King, and provide all application fees. It is assumed that all parcels subject to the CPA and rezoning application are owned by the City. It is assumed this Comprehensive Plan Amendment will be forthe entire remaining portion of the Parcel ID 07-29-16-00000-140-0400 that is the Recreation/Open Space FLU designation and a portion of Parcel ID 07-29-16-00000-410-0100 (that is designated Recreation/Open Space FLU)to the Transportation/Utility FLU designation. b. King will prepare exhibits and maps that are required by the rezoning application.This includes a signed and sealed legal sketch for Parcel ID 07- 29-16-00000-140-0400 and a portion of Parcel ID 07-29-16-00000-410-0100 as originally requested by City staff. The above assumes the following: • Scope is based on the time frame around City hearings for permit applications. • Scope assumes that the City will amend its zoning regulations to allow Public Facility as a permitted use within the Institutional Zoning District at a future point in time and that the City will not require such amendment to the Code at this time oras part of this scope. • It is assumed that the City will designate the wetlands as Preservation once a jurisdictional wetland survey is available. Therefore, this scope does not include designation of such preservation areas and the City will amend the applicable maps in the future.
