1. Call To Order
The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approval of August 17, 2017 Airpark Advisory Meeting Minutes
Member Doric moved to approve minutes of the August 17, 2017
Airpark Advisory Board meeting as submitted in written
summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 2018 Airpark Advisory Board Schedule
The Airpark Advisory Board will meet February 7, May 2, August 1,
and November 7, 2018.
4.2 City Council Approves Funding of Airpark Master Plan Update
Marine &Aviation Operations Manager Michael MacDonald said the
City Council had approved funding for the study required to update the
current Airpark Master Plan. An updated plan was integral to
qualifying for future FDOT(Florida Department of Transportation) funds.
Brian Witaconis, of AECOM, said he was working with Mr. MacDonald on
the Airpark Master Plan update and would meet with FBO (Fixed Base
Operator) representative Barbara Cooper and airpark tenants. He
reviewed areas of consideration including current conditions, forecasting
and accommodating future demand, recommending facility improvements,

including hangars, and identifying ways to work around constraints.
He said preliminary ideas re recommended improvements will be
presented to the board in February.
Mr. Witaconis said after the current Master Plan was approved, FDOT
developed new taxiway configuration design standards. He said staff
would provide FDOT a layout of airpark plans for funding eligible projects
and, as a courtesy, forward a copy to FAA (Federal Aviation Administration).
He said the plan included a new terminal and FBO building by 2022.
He said the goal was to present alternatives, some costly, and the City
would determine which were affordable.
It was recommended that the updated plan include a beacon. Discussion
ensued re difficulty of locating the airpark when flying after dark. It also
was suggested a GFS approach system be reconsidered.
4.3 City Council Adopts Resolution 17-30 Accepting FDOT Airpark Grant
Mr. MacDonald said ground support equipment would be purchased instead
of contracting lawn services. City and airpark mowing responsibilities for
sections of the airpark were reviewed. In response to a question, Ms.
Cooper said FAA maintained VAST (Visual Approach Slope Indicator)
Equipment at the Airpark.
4.4 Report from FBO - Dave King
Ms. Cooper reported on tenant levels and estimated a 20% increase in
visitors. She said 2 vacated hangars filled immediately.
Ms. Cooper said hurricane damage was limited to some gutters, hangar
doors thrown off track, and the spinner. She said many aircraft departed
before the storm and traffic was heavy. She said Coast Guard fuel trucks
repositioned to the airpark fared well. She said the airpark ceased
operations only on Sunday and Monday. She said St. Petersburg/Clearwater
and Tampa international airports were evacuated, PIE did not reopen until
Wednesday. She said the airpark never ran out of fuel, St. Petersburg's fuel
became contaminated. She said during a mock demonstration of a surge,
the airpark looked like an island, proving its importance for supplies.
Ms. Cooper extended an invitation to the Airpark's annual Christmas
party on December 15, 2017 at 6:30 p.m. She said the airpark provided
meat and drinks and attendees were encouraged to bring something to
share.

4.5 Florida Aviation Systems Planning Process Conference in Orlando - Mike MacDonald
Mr. MacDonald said last week he attended the Florida Aviation Systems
Planning Process Conference, sponsored by the Florida Airport Council.
Topics included grant writing, review of JACIP (Joint Automated Capital
Improvement Program) revenues, etc.
5. Old Business Item: None.
6. Director's Report
Marine & Aviation Director Ed Chesney reported a 5 -year extension of
the FBO's operating contract was scheduled for approval at tomorrow's
City Council meeting.
7. Board Members to be Heard
Member Brock said almost 50 participants flew at the Young Eagles rally
on October 14, 2017. He said the rally was successful in spite of a lack
of media coverage.
