A RESOLUTION OF THE CITY OF CLEARWATER,
FLORIDA, RECOMMENDING SOCIETY OF ST. VINCENT
DE PAUL, COUNCIL OF UPPER PINELLAS COUNTY,
INC. BE APPROVED FOR WAIVER OF LEVEL 2
FLEXIBLE DEVELOPMENT APPLICATION FEE;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the goal of the City of Clearwater's Homeless Initiative is to provide
homeless individuals and families access to comprehensive services; and
WHEREAS, the Society of St. Vincent de Paul, Council of Upper Pinellas
County, Inc. (SVDP) plans to submit a Level 2 Flexible Development Application to
make renovations to property located at 1339 Park Street, Clearwater, for the purpose
of providing educational and training opportunities to people experiencing
homelessness; and
WHEREAS, in conjunction with SVDP providing these programs, they have
expressed an intent to modify their homeless feeding program which will be consistent
with the city's objective to realign magnets, a key component of the city's Homeless
Initiative; and
WHEREAS, the fee to submit a Level 2 Flexible Development Application is
$1,405; and
WHEREAS, City Council Policy, General Administration, A. Application Fee
Waivers states: "Generally, building permit, occupational license, plan review and
zoning -related application fees will not be waived except for City projects and other
government agencies. If staff believes special conditions exist, such requests to waive
application fees may be brought to the Council for consideration;" and
WHEREAS, staff has reviewed the proposed project and believes special
conditions exist to warrant the waiver of said fee; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CLEARWATER, FLORIDA:
Section 1. Council finds that special conditions exist to support the waiver of the
Level 2 Flexible Development Application Fee payable to the City of Clearwater in an
amount not to exceed $1,405.00 in order to encourage the Society of St. Vincent de
Paul, Council of Upper Pinellas County, Inc. to make renovations to property located at
1339 Park Street, Clearwater, for the purpose of providing educational and training
opportunities to people experiencing homelessness.

Section 2. Those special conditions are the repurposing of the site to provide
comprehensive programs aimed at helping people end their homeless experience and
the realignment of magnets so as to not enable homelessness. These conditions are
consistent with the city's Homeless Initiative.
Section 3. This resolution shall take effect immediately upon adoption.
