1. Call To Order
The meeting was called to order at 9:10 a.m. at City Hall.
To provide continuity for research, items are in agenda order althoughnot necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approval of Minutes of December 9, 2014 Affordable Housing Advisory Committee
meeting as submitted in written summation
Member Kemp moved to approve minutes of December 9, 2014
Affordable Housing Advisory Committee meeting as submitted
in written summation. The motion was duly seconded and carried
unanimously.
3. New Business Items
3.1 Welcome and Introduction of Affordable Housing Advisory Committee
Following Economic Development & Housing Director Denise Sanderson's
welcome and Roll Call, Economic Development & Housing Assistant
Director Chuck Lane discussed the City's need to subsidize affordable
housing and create incentives.
3.2 Local Housing Incentive Strategies — 2017 Presentation by Wade Trim
Wade Trim Professional Planners Amanda Warner and Brad Cornelius
provided a PowerPoint presentation on the Local Housing Incentive
Strategies Update — 2017 covering the AHAC's history, duties, meeting
requirements, schedule, definition of affordable housing, and affordable
housing agents. Ms. Warner reviewed the 2014 LHIS (Local Housing
Incentive Strategies) components of values, principals, vision, and
strategies (incentive plan) and steps to update the inventory of best

strategies (incentive plan) and steps to update the inventory of best
practices/ incentives to provide affordable housing.
3.3 Affordable Housing Advisory Committee (AHAC) Discussion of Incentives
AHAC members provided input on barriers to providing affordable housing,
incentives that could encourage or facilitate affordable housing in
Clearwater, the need for improved marketing efforts, and difficulties
Clearwater residents face when purchasing or renting housing.
In response to a question, Mr. Lane said the City did not require payment of
performance bonds.
3.4 Next Steps /Next Meeting
The next meeting was scheduled for October 26, 2017 at 9:30 a.m. at City
Hall, Room 222. Members were requested to: 1) read the 2017 Inventory
and Evaluation of Affordable Housing Incentives Handout: 2) evaluate each
2014 recommendation; 3) consider whether each recommendation should
be continued, modified, or removed; and 4) identify affordable housing
incentives not addressed in the 2014 recommendations.
Ms. Warner and Mr. Cornelius will present member comments for additions,
review, and edit.
Mr. Cornelius reviewed the Sunshine Law.
