1. Call To Order
The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve the minutes from the May 3, 2017 Airpark Advisory Board Meeting
Member Brock moved to approve minutes of the May 3, 2017
Airpark Advisory Board meeting as submitted in written
summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Introductions
4.2 Election of Vice Chair
Member Parraro moved to appoint Bruce Brock as Vice Chair.
The motion was duly seconded and carried unanimously.
4.3 Tenant and Lease Report from FBO
FBO (Fixed Base Operator) representative Barbara Cooper reported on
tenant levels and visitors. She said the CAP (Civil Air Patrol) passed the
Air Force's operations evaluation for readiness on August 5, 2017, the
CAP was awarded a Certificate of Appreciation for Outstanding
Assistance to the Airpark.
FBO Dave King reported the Airpark had raised $170,000 for the Arc of
Tampa Bay at its first 2 fundraisers, "Wine, Wings, and Wheels."He said
next year's fundraiser also will feature boats. He said facility neighbors
appreciated Airpark efforts on behalf of the community.

4.4 Clearwater Airpark Lease
Marine &Aviation Director Ed Chesney said the Clearwater Airpark's
long-term lease was coming up for a 5-year renewal option at the end of
November. The City will review operations with the FBO before the
renewal date. The lease will be amended to reflect recent Airpark
improvements.
Mr. King requested the item be presented to the City Council on October
18 or November 2, 2017.
Assistant City Attorney Camilo Soto said the 10-year lease had two
5-year terms. At the end of 10 years, the City must issue a RFP (Request
for Proposals).
Member Brock moved to recommend the City Council renew the
lease for the current Fixed Base Operator, Clearwater Airpark,
Inc., for 5 years. The motion was duly seconded and carried
unanimously.
5. Old Business Item
5.1 Airpark Master Plan Update
Marine &Aviation Operations Manager Michael MacDonald said the
master plan update will cover the next 5 years. The Scope of Work will be
distributed to board members. In September, the City Council will
approve an Engineer of Record to complete the $100,000 update that will
capture improvements during the past 5 years plus planned future
expansion improvements, including new hangars and a rotating beacon.
The City Council previously approved the FDOT(Florida Department of
Transportation) $80,000 grant for the update. The JACIP (Joint
Automated Capital Improvement Program) will be updated once the
Master Plan Update is completed.
6. Director's Report
Mr. Chesney requested board members contact him before the next
meeting with items they would like to be included on the November 1,
2017 agenda. He will email members copies of the agenda and minutes
as well as provide a link to the documents.
7. Board Members to be Heard
Member Brock said EAA (Experimental Aircraft Association) Chapter
282 sponsored 3 rallies a year for the Young Eagles, the June event
attracted a record 79 youngsters. He said volunteer pilots provided short
orientation rides at their own expense. The association appreciated great
support from the FBO which offered discounts on fuel purchases and a

cash donation from Mr. King. He said the events introduced youth to
aviation. He said EAA Chapter 282 also hosted a group of residents from
the Old Coachman neighborhood.
Member Brock requested an update on the May 5, 2017 fatal airplane
crash at the Airpark. Mr. McDonald said the FAA would issue a letter
once the cause was determined.
