Enclosed is a summary of the estimated annual financial annexation impacts for the referenced
property:
PROPERTY TAXES — Increase of $20.38.
In 2009 as a Clearwater resident, the total property tax bill would have been $20.38
more (if paid prior to Nov 30, 2009, residents receive a 4% discount). Properties within
Clearwater have a higher 2009 total millage rate of 21.0279, than properties in the
unincorporated area, Clearwater Fire District 20.2651. Please keep in mind this figure
will most likely change as property values and millage rates change in 2010 and
beyond.
2. PUBLIC SERVICE TAXES 8� WATER/SEWER FEES — Estimated Increase of
$268.17 dependinq on services used and consumption habits
Upon annexing into Clearwater, property begins paying a 10% tax on the monthly water
bill (estimated at $3.00 per month, $36.00 annual), in lieu of a 25% surcharge on sewer,
estimated at $67.83 less (annually). Gas and/or propane service would be taxed at
11 % for Gas and 10% for Propane. Electric bill would see a 14% tax and franchise fee
increase, or approximately $25.00 per month ($300.00 annual), based on an estimated
1,500 kilowatt hours used (keep in mind this may increase based on Progress Energy's
electric rate increases). Again, these taxes and fees are based on consumption of the
applicable utility.
3. COMMUNICATION SERVICES TAXES — Decrease of $1.80
The tax rate for all communication services (business phone, cell phone, cable-
excluding internet service, etc), decreases from 5.22% to 5.12%, consequently the
estimated taxes you will pay will decrease very little, approximately $1.80 per year.
Please keep in mind these are estimates that will vary depending on monthly costs for
phone, cable, and other communications services. Depending on how much one
chooses to spend for those services, the taxes to the City of Clearwater for those
services will still be slightly less than the amount currently paid to Pinellas County.
4. OTHER UTILITY SERVICES, Stormwater, Solid Waste, Recycling— Estimated
INCREASE OF $91.32
As of Oct 1, 2009, the City's Stormwater fee is $11.80/month ($141.60 annual) for one
residential unit for the maintenance of the stormwater system (drains, street flooding
prevention, etc). The City also provides residential and commercial Solid Waste
(trash), at $23.68/month ($284 .16 annual) an d Recycling at $2.13/month, $25.56
annual. Historically, Clearwater solid waste service has been approximately $5-$15
less (per month) than private trash companies operating in unincorporated Pinellas
County
To summarize, the estimated costs upon annexing into Clearwater will increase by
approximately $378.07 annually ($31.51 per month).

Please keep in mind that most rates, particularly water, trash, and recycling will increase annually
regardless of whether you stay in the County or annex into Clearwater. The above are estimates that
will vary based on personal consumption habits combined with property value and millage rate
changes that will certainly occur in 2010 and beyond.

Hi Robin,
I am processing a City initiated annexation of 40 agreements to annex that were recorded in the 1980s and 1990s in the
area of Diane Heights and Winwood Subdivision (generally south of Sunset Point Road, east of US19 and north of SR590)
on Atlas page 264A. This is phase A of a 12 phase project that will take the City through the year 2016 (the last phases
will have only a hand full of lots though). Legal has advised us to do it this way for purposes of contiguity. The ATA's
require a 60 day notice period before we start the scheduling for the annexation hearings.
One question so far from a property owner about taxes and utilities is for the following address:
2798 Morningside Drive
Would you please provide me with the estimates for taxes etc. on this parcel like you did for me on Mr. & Mrs. Cruz's
property a few years ago. That was so helpful! You will see on the Property Appraiser's records that his house is 1800+
square feet which might be a little larger than some of the homes in the area. But hopefully, we can use his estimates as
the example of what others can expect (or less) for taxes so that I won't bother you to produce too many of these
estimates. I have a message to call the property owner back tomorrow morning, if that is possible to get the figures by
then, I would really appreciate it.

The City shalt not be liable for any damage resulting from any
unavoidable cessation of service caused by Act of God, necessary
maintenance work, or any cause beyond the control of the City.
2. In consideration of the covenants contained in Paragraph
1; immediately above on the part of the City, the Owner agrees:
(a) to pay the appropriate annexation fee when this
Agreement is submitted for processing;
(b) to pay normal sewer and/or water connection charges
and monthly sewer service and/or water charges to the City on th?
same basis as sewer service and/or water users outside the
municipal boundaries are charged, as set out in the Code of
Ordinances of the City of Clearwater, Florida;
(c) that a11 recreation land, recreation facilities and
upen space land dedication and/or fees will be due upon annex-
ation in an amount and manner as prescribeA in Ordinance tJos.
3128-83 and 3124-83. In particular, the owner shall either:
(1) pay the required recreation facilir.ies fee
when this is the only fee required by OrAinance tao.

processing, or
(2) place in escrow such deed transfering title
to land and/or promissory note �ade payable to the City

which are attached hereto as Exhibit A(if applicable)

City to annex said real property, this Agreement will constitute
an application to annex at that time, and the City will have the
right, upon sixty (60) days' written notice oF the property

(2) that it is to the mutual benefit of the Owner and
the City, in recognition of the eventual incorporation of the
property within the City, to have site and building plans
reviewed and accepted by the City in advance of obtaining any
requisite permit from Pinellas County. Acceptance of such plans
shall precede the execution of this Agreement by the City and any
construction on this property shall comply with the Fire District
requirements as set forth in Chapter Three (3), Standard Building
Code, as duly adopted by the City of Clearwater;
(f) all property proposed to be subdivided or otherwise
differentiated from the original parcel described in this
Agreement shall be treated as a single parcel for the purposes of
the subsequent annexation procedure, individual ownership
notwithstanding;
(g) that the terms and provisions di this Agreement
shall be binding upon its successors and assigns, and the City
sha11 record this document;
(h) that tne terms and provisions of this Agreement
shall be a commitment and obligation which shall not only bind
the present owner of said described real property, but shall be
a covenant which shall run with.the land and shall bind and be
enforceable against all subsequent o��+ners of said described real
property whether or not it is mentioned in the Deed to said
owners; and
(i) if the Owner or its successors, or assign•s, or any
subsequent owner, snall default in the performance of the terias
and provisions of this Agreement, and the City shall institute
legal proceedings to enforce the terms and provisions hereof, the
Owner, its successors and assigns, covenant and agree to pay all
costs of such proceedings including the payment.of a reasonable
attorney's fee in connection therewith.

The undersigned, its successors, or assigns, or any subsequent
owner, promises to pay to the CITY OF CLEARWATER, FLORIDA, or order, the
sum of S 200.00 in the manner herein specified, the amount being
payable �n aw u money of the United States of America, to the City of
Clearwater, Clearwater, Florida (mailing address is P.O. Box 4748,
Clearwater, Florida 33518) or at such other place as may hereafter be
designate4.
One payment of $ 200.00 shall be due at the time the
property is legally able to annex, more specifically to be paid prior to
the second ordinance reading effectuatinq the annexation of the subject
property.
The monies herein noted are in satisfaction of the require+�ents
stipulated in Ordinance Nos. 3128-83 and 3129-83, which seek to ensure
naintenance of an acceptable level of park lands, open space and recreation
facilities required to promote the health and welfare of its citizens anA
visitors. '
By sig�ing this promissory note, I, as present owner of said real
property, knowingly waive any right to contest the amount due and further
admit full liability for the said obligation which shall not only bind the
present owner of said descr.ibed real property, but shall be a covenant
which shall run with the land and shall bind and be enforceable against all
subsequent owners of said described real property whetiier or not it is
mentioned in the deed to said ow�ers, as stated in the Agreement of, which
this is a part.
If default be made in the payment of any of the sums mentioned
herein, or in the performance of any of the agreements contained herein,
then the entire principal sum shall become due and coilectible without
notice, and shall bear interest from the date of such default until paid at
the highest rate of interest allowable under the laws of the State of
Florida. Failure to exercise this option sha11 not constitute a waiver of
the right to exercise the same in the event of any subsequent default.
Each person herein hereby waives presentment, protest, notite of
protest, and notice of dishonor and agrees to pay alt costs, incluAino a
reasonable attorney's fee, whether suit be brought or not, if after
maturity this notice or default hereunder. counsel shall be ernployed to

I am processing a City initiated annexation of 40 agreements to annex that were recorded in the 1980s and 1990s in the
area of Diane Heights and Winwood Subdivision (generally south of Sunset Point Road, east of US19 and north of SR590)
on Atlas page 264A. This is phase A of a 12 phase project that will take the City through the year 2016 (the last phases
will have only a hand full of lots though). legal has advised us to do it this way for purposes of contiguity. The ATA's
require a 60 day notice period before we start the scheduling for the annexation hearings.
One question so far from a property owner about taxes and utilities is for the following address:
2798 Morningside Drive
Would you please provide me with the estimates for taxes etc. on this parcel like you did for me on Mr. & Mrs. Cruz's
property a few years ago. That was so helpful! You will see on the Property Appraiser's records that his house is 1800+
square feet which might be a little larger than some of the homes in the area. But hopefully, we can use his estimates as
the example of what others can expect (or less) for taxes so that I won't bother you to produce too many of these
estimates. I have a message to call the property owner back tomorrow morning, if that is possible to get the figures by
then, I would really appreciate it.

Hi Robin,
I am processing a City initiated annexation of 40 agreements to annex that were recorded in the 1980s and 1990s in the
area of Diane Heights and Winwood Subdivision (generally south of Sunset Point Road, east of US19 and north of SR590)
on Atlas page 264A. This is phase A of a 12 phase project that will take the City through the year 2016 (the last phases
will have only a hand full of lots though). Legal has advised us to do it this way for purposes of contiguity. The ATA's
require a 60 day notice period before we start the scheduling for the annexation hearings.
One question so far from a property owner about taxes and utilities is for the following address:
2798 Morningside Drive
Would you please provide me with the estimates for taxes etc. on this parcel like you did for me on Mr. & Mrs. Cruz's
property a few years ago. That was so helpful! You will see on the Property Appraiser's records that his house is 1800+
square feet which might be a little larger than some of the homes in the area. But hopefully, we can use his estimates as
the example of what others can expect (or less) for taxes so that I won't bother you to produce too many of these
estimates. I have a message to call the property owner back tomorrow morning, if that is possible to get the figures by
then, I would really appreciate it.
