The Chair called the meeting to order at 2:30 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2. Approval of May 24, 2007 and June 14, 2007 Minutes
Member Magidson moved to approve the minutes of the regular meeting of May 24,
motion
2007, as submitted in written summation by the City Clerk. The was duly seconded and
carried
unanimously.
Member Harra moved to approve the minutes of the regular meeting of June 14, 2007, as
motioncarried

unanimously.
3. Presentation – Historic Preservation, Gina Clayton, Assistant Planning Director
Assistant Planning Director Gina Clayton reviewed the City’s historic designation
procedures. Although the request cannot be initiated by the City, the Community Development
Code provides for property owners to request the City designate historic structures. A previous
historic district survey of downtown revealed a significant number of buildings have been
modified and would only meet local historic designation standards. The Cleveland Street Post
Office and the old Pinellas County Courthouse are on the National Register. Harbor Oaks is
Clearwater’s only residential district on the National Register.
In response to questions, Ms. Clayton said studies have found that historic preservation
generates more economic benefit than new construction and that designated properties
appreciate faster. She said staff is creating an informational brochure regarding historic
preservation and available tax incentives.

Member Dame moved to defer any further discussion regarding historic preservation to
amending ordinances. The motion was duly seconded.
Discussion ensued and Mr. Dame was asked to clarify his motion.
Member Dame stated the motion is that the committee not address historic preservation
in the Charter.
Upon the vote being taken, the motion carried unanimously.
4. Discuss need for additional presentations and public hearinq dates
The City Clerk requested the Committee decide if more presentations are needed, as
committee business needs to be finalized in October.
Discussion ensued. Concern was expressed that changing form of government would
increase costs.
Member Harra moved that the Committee decide at the next meeting whether or not it is
going to recommend a change in the form of government. The motion was duly seconded.
Members Warshauer, Blackwood, Dame, Gardner, Harra, Milam, Plisko, Wallace, and Polglaze
voted "Aye". Member Magidson voted "Nay". Motion carried.
Discussion ensued. Consensus was to invite a representative from the FCCMA (Florida
City and County Management Association) to the next meeting. The Chair stated he would
meet with Mayor Hibbard regarding his viewpoint on a strong mayor form of government. The
City Clerk suggested the Committee consider if any public meetings need to be scheduled.
A suggestion was made that annual goals for the City Manager be added to the Charter.
It was stated that the City's annual budget establishes the projects the Council wants and
provides the City Manager with goals and direction.
