1. Call To Order
The Chair called the meeting to order at 1:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve minutes from March 9, 2017 meeting
Member Stralow moved to approve the minutes of the March 9,
2017 Public Art & Design Board meeting as submitted in written
summation. The motion was duly seconded and carried
unanimously.
3. Citizens to be Heard Regarding Items Not on the Agenda: None.
4. New Business Items
4.1 Approve selection of Guy Kemper as project artist for the Morningside Recreation
Center
Cultural Affairs Specialist Christopher Hubbard said Member
Cunningham, representing PADB (Public Art & Design Board), had
chaired the selection panel to choose the project artist for the
Morningside Recreation Center. Other panel participants: 1) Spencer
Cook, Morningside Meadows HOA (Homeowner Association), 2) Regina
Novak, Parks & Recreation Department, 3) Norene Marlow, Morningside
HOA President, and 4) Judith Powers, artistic advisor.
On March 17, 2017, the panel reviewed presentations by Jason Jensen,
Guy Kemper, and Catherine Woods, and unanimously approved Guy
Kemper, who had 12 years of public art experience and was a CoD+A
International Design Award winner. Mr. Kemper's proposal was within
the $44,350 budget. PADB's recommendation will be presented to
Council for approval on July 20, 2017. The artwork will be contracted
between July 21 and August 4, 2017, fabricated through September
2018, and installed in October 2018 before the center opens.

Mr. Hubbard presented Mr. Kemper's concepts which featured warm
splashes of oranges and greens, reflecting the area's natural setting
prior to development. The design will be hand painted and digitally
scanned in high resolution onto adhesive laminate that will be applied to
the main entrance windows and the glass wall separating the atrium and
exercise room. The laminate was warranted for 7 years. Maintenance
funds were sufficient to print another run if the laminates crack, fade, or
are damaged.
It was stated the community was active, had strong ideas, and were
involved in the decision process. It was important to residents that the
art represented the community and not the beach. The artwork was
expanded to the interior when the less expensive laminate material
replaced glass as originally proposed.
The Clearwater Arts Alliance expressed interest in working with the City
for the artwork's dedication. Mr. Hubbard anticipated the grand opening
would occur in December 2018.
Discussion ensued re the effect of sunlight on the laminate material. It
was stated a previous project using the 3M product had lasted much
longer than the warranty.
Member Seiler moved to recommend approval of the selection of
Guy Kemper as project artist for the Morningside Recreation
Center. The motion was duly seconded and carried unanimously.
4.2 Update on the 2017 Florida Association of Public Art Professionals Conference
Mr. Hubbard said topics at the April FAPAP (Florida Association of
Public Art Professionals) convention in Orlando included artwork as
memorial, dynamics of art in public spaces, collection care and
maintenance, and creating digital collections. Mr. Hubbard presented a
pre-conference course to 22 artists on Public Art 101, the call to artists'
procedure. Mr. Hubbard served as president of the organization and was
recognized at the convention for his service to the State of Florida and
field of public art.
5. Old Business Item
5.1 Review the status of artwork for Sculpture360: Season VIII
Mr. Hubbard said contracts with theScupture360 Season VIII artists will
be completed soon. Purchase orders will be issued on June 23, 2017.
The sculptures will be installed between June 26 and July 7, 2017,
followed by photography of the exhibition and updating the City's website re
theScupture360 Season VIII on July 10, 2017. The opening dedication will
piggyback on a downtown activity. The exhibition closes December 28, 2018.

5.2 Review the status and timeline of artwork for the ongoing Clearwater Public Library
System East Branch Library
Mr. Hubbard said the selection panel will review sculpture proposals for
the new East Community Library by 3 artists during the week of July 24,
2017. Installation plans will be coordinated with the library's architect
during July and August for engineering calculations and construction of
a pod in the front pond to display the standalone sculpture. The panel's
selection will be presented to PADB on September 7 for recommendation
and to Council on October 5, 2017 for final approval. Contracting will follow.
Fabrication will occur from October to January 2018 and the artwork will be
installed in February 2018.
5.3 Review the status and timeline of artwork for the Morningside Recreation Center
See Item 4.1.
5.4 Review the status and timeline of artwork for the Garden Avenue Garage Mural
Mr. Hubbard said Member Menaul will Chair the selection panel that will
review artist proposals for the Garden Avenue Garage Mural during the
week of June 26, 2017. Although the project was well publicized and the
submission deadline was extended twice, the City received only 2
proposals. The equipment and schedule will be arranged from June
through August and the panel's selection will be presented to PADB on
September 7, 2017. The project's $20,000 budget included a $10,000
PADB approved contribution and $5,000 each from the DDB (Downtown
Development Board) and CRA (Community Redevelopment Agency).
The mural will be painted and sealed during October and November with
dedication at Station Square Park scheduled in November 2017.
6. Director's Report
Mr. Hubbard said his job responsibilities now will focus on cultural
affairs, Sister Cities, and developing events in the CRA district. He
discussed plans for a CRA gallery and information space at Waters
Edge that will provide mini exhibits of the City's 2nd century and Imagine
Clearwater efforts.
Discussion ensued. The City was complimented for its commitment to
arts in the community and efforts to advance the Imagine Clearwater
concept.

7. Board Members to be Heard
Member Seiler expressed disappointment that the Countryside fire
station under construction would not feature a public art piece that would
have enhanced the community.
Mr. Hubbard said public art money associated with the project was
transferred to the public art fund. The small facility's site on a busy
intersection provided little opportunity for the display of public artwork.
It was hoped the funds will be used for public art work outside
downtown.
8. Adjourn
June 8, 2017
In response to a question, Mr. Hubbard said the public art proposal for
the Gulf -to -Bay Boulevard /Belcher Road project was withdrawn after the
City eliminated its public art requirement for private developers. Crabby
Bills on the beach will feature a seahorse.
