06/14/2007 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER June 14, 2007 Present: Nathan Hightower Chair Tom Jensen Vice-Chair John Schmalzbauer Committee Member Carlen Petersen Committee Member/Councilmember John Doran Committee Member/Councilmember Paul Gibson Committee Member/Councilmember arrived 9:06 a.m. Absent: Stephen Sarnoff Committee Member Also Present: Joe Roseto Human Resources Director Patricia O. Sullivan Board Reporter The Chair called the meeting to order at 9:01 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 - Approval of Minutes Member Petersen moved to approve the minutes of the regular meeting of May 10, motion 2007, as submitted in written summation to each board member. The was duly carried seconded and unanimously. 3 – Employees to be Heard – None. 4 – Action Items: a. Review and Action on Employee Requests for Regular Pensions: 1. George Hudson, Solid Waste 2. Barbara Downs, Parks & Recreation 3. Ellen Foster, Gas 4. Ronald Heck, Police 5. Jack Howell, Solid Waste/General Services Member Doran moved to approve the requests for regular pensions for George Hudson, motion Barbara Downs, Ellen Foster, Ronald Heck, and Jack Howell. The was duly seconded carried and unanimously. Pension Advisory 2007-06-14 1 b. Review and Action on Employee Request to Vest Pensions 1. Daniel Carpenter, Fire Daniel Carpenter, Fire, has resigned his position after being employed by the City for more than 15 years. He will qualify to receive his reduced pension beginning May 1, 2022. Member Petersen moved to approve the request by Daniel Carpenter to vest his motion carried pension. The was duly seconded and unanimously. c. Approval of New Hires as Plan Members: Member Schmalzbauer moved to accept the following employees into membership in the Pension Plan: Pension Eligible Name, Job Class, & Dept./Div Hire Date Date Kevin Duffy, WWTP Operator B/ Public Utilities 04/16/07 04/16/07 Shaun Cunningham, Systems Program/Info Technology 04/30/07 04/30/07 William Slattery, Parking Technician/Engineering 04/30/07 04/30/07 Jesse Myers, Police Cadet/Police 04/30/07 04/30/07 motioncarried The was duly seconded and unanimously. 5 – Pending/New Business a. John Moros – Hearing on Job-connected Disability Pension Human Resources Director Joe Roseto said John Moros’ attorney had requested that the hearing be continued to September 2007. Consensus was to continue the hearing for John Moros’ job-connected disability pension to a date uncertain. 6 – Director’s Report Mr. Roseto reported the City has received conflicting information regarding several disability pension applications and is doing its due diligence to resolve inconsistencies. Mr. Roseto said the City Council had directed the PAC (Pension Advisory Committee) to review Pension investment issues. The Pension Plan Attorney had recommended instead that the Pension Trustees review plan investments. PAC members will be invited to attend the meeting, once it is scheduled. 7 – Committee Members to be Heard Member Doran reported that Member Sarnoff had made an effective presentation to the State Legislature yesterday regarding proposed property tax cuts. Pension Advisory 2007-06-14 2 Member Schmalzbauer said he had enjoyed serving on the PAC. Member Gibson apologized for being late.
