The Chair called the meeting to order at 9:10 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Presentation of Leo Lane Apartment Acquisition Project – Jerry Spilatro – Community
Service Foundation
Community Service Foundation (CSF) Executive Director Jerry Spilatro reviewed the
Leo Lane Apartment Acquisition Project, which would provide affordable rental housing to 22
households. CSF requests to borrow $300,000 from City of Clearwater Pinellas County Trust
funds to purchase the project. City funds will be combined with $1,050,000 in HOME (Housing
Opportunity Made Equal) funds from Pinellas County and $150,000 in CSF funds. Sixteen units
will be rented to households earning less than 60% of median household incomes, and of those,
at least four units will be rented to households earning less than 50% of median household
incomes. The remaining six units will be rented to households earning between 60% and 80%
of median household incomes.
In response to questions, Mr. Spilatro said handicapped tenants currently occupy
several units. He said a 45-day due diligence time period after the purchase contract is
accepted allows sufficient time to perform necessary inspections, appraisals, surveys, title
reports, a Phase I environmental audit, etc. The property inspector has indicated the property is
in good shape, except for older air conditioning units that require replacement. Mr. Spilatro said
many current tenants meet HUD (Housing and Urban Development) income guidelines.
Tenants will not have to move unless their incomes exceed allowable levels. He said zoning
allows 16 units per acre. While three additional units could be built, future construction is not
planned. He said CSF normally does not permit pets. However, as some tenants already own
pets, charging a pet deposit or fee is under consideration.
Member Corriveau moved to approve the CSF (Community Services Foundation)
request for $300,000 in City of Clearwater Pinellas County Trust funds towards purchase of the
motioncarried
Leo Lane Apartments. The was duly seconded and unanimously.

Housing Manager Michael Holmes said next week, staff will mail board members
proposed rankings for the Consolidated Action Plan.

The next regular meeting is scheduled for July 10, 2007 at 9:00 a.m.
