Sullivan — Board Reporter 1. Call To Order The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve minutes of April 18, 2017 Neighborhood and Affordable Housing Advisory Board meeting as submitted in written summation. Member Cutkomp moved to approve minutes of the April 18, 2017 Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Discuss FY 2017-2018 Annual Consolidated Plan Recommended Funding. Housing Manager Joe Riddle reviewed funding recommendations, noting adjustments will have to be made based on federal funding and the anticipated $30-million dollar reduction in State funding for the SHIP (State Housing Initiatives Partnership) program. Staff will review FY (Fiscal Year) 2016117 Consolidated Plan programs, determine which funds can be rolled over and which projects may not be completed, and present a draft document of the Final Action Plan to the board on July 11, 2017. Concern was expressed that the TRC (Technical Review Committee) may have overlooked an item in Pinellas Opportunity Council— Chore Services'application as the agency had scored higher in previous years. Mr. Riddle said ranking forms had not changed, staff could walk through the process with the agency. Page 2 City of Clearwater Neighborhood and Affordable Housing Advisory Board It was commented the TRC viewed all applications independently, some applications lacked required materials, and some scored higher than before. Meeting Minutes May 9, 2017 Member Hughes moved to recommend approval of FY 2017/18 Annual Consolidated Plan funding for applications as listed. The motion was duly seconded and carried unanimously. 4.2 Discuss Foreclosure Policy. Economic Development & Housing Assistant Director Chuck Lane reviewed the proposed Foreclosure Policy. Staff managed and serviced the City's 483 mortgage loans and had a strong relationship with homeowners, working with them when financial difficulties occurred. Foreclosure, which required City Council approval, was a necessary tool that only would be used as a last resort. In response to a question, Mr. Lane said he did not know if the City had ever foreclosed on a property; 4 or 5 borrowers may be subject to further action. It was stated it was remarkable that the large low - income population served by City mortgage loans had limited mortgage problems. Member Cutkomp moved to recommend the City Council adopt the proposed Foreclosure Policy. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. 6. Director's Report Mr. Riddle said the annual Advisory Board Appreciation Dinner would be held Thursday night. 7. Board Members to be Heard: None. 8.
