Powers, Board Member Karen Cunningham, and Board Member Jerri Menaul Absent 3 - Vice Chair Neale A. Call To Order The Chair called the meeting to order at 2:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approve September 8, 2016 meeting minutes Member Powers moved to approve the minutes of the September 8, 2016 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Review Sculpture360 Season VIII selections Cultural Affairs Specialist Christopher Hubbard said Sculpture360 Season VIII was ready to be installed. He described and provided photos of the sculptures created by artists Cecilia Lueza, Gus & Lina Ocamposilva, and Marlene Rose. In response to questions, Mr. Hubbard said the City and artists insured the artwork. From a pool of approximately 1,200 artists who responded to previous Sculpture360 Calls to Artists, a panel of staff selected sculptures by local talent. Following several resignations, staff was covering many positions to manage daily operations. This temporary diversion from traditional practice was a one-time action to install new sculptures before sculpture pads on Cleveland Street were left empty. This solution was done out of necessity and not to bypass the board. Concern was expressed that the board established selection process had been eliminated even though PADB (Public Art & Design Board) and DDB (Downtown Development Board) representatives were Page 2 City of Clearwater Public Art and Design Board Meeting Minutes March 9, 2017 available. It was stated while staff changes occurred, nothing about PADB had changed. It was stated PADB could sit as a review panel at short notice should similar issues occur in the future. Disappointment was expressed that PADB members were not contacted nor asked to participate in the selection process. Staff was encouraged to ask for help and lean on the board when needed. Member Menaul moved to recommend approval of sculptures by artists Cecilia Lueza, Gus and Lina Ocamposilva, and Marlene Rose for Sculpture360, Season VIII. The motion was duly seconded and carried unanimously. 4.2 Staff update on art project at CPLS/SPC Joint Use East Branch Library Meeting went into Recess Meeting Reconvened Mr. Hubbard said the panel for choosing an artist for the sculpture at the East Branch Library will meet in the next 2 weeks. The sculpture, budgeted at $53,000, will celebrate multiculturalism and be located in the lake between the library and Drew Street. Site amenities for the sculpture will be poured during construction. The sculpture will be selected by October. 4.3 Staff update on art project at Morningside Recreation Center Mr. Hubbard said 3 finalists were selected for the $44,350 art project at Morningside Recreation Center. Artists Catherine Woods and Guy Kemper, and architect Jason Jensen were invited to submit for panel review, proposals for glass art work for the facility's entrance. It was stated glass would need to be impact rated. Concern was expressed a conflict of interest existed, Mr. Jensen was a partner in the project's architectural firm. 4.4 Staff update on Garden Avenue Garage Mural Mr. Hubbard said the application process was extended to March 17, 2017 due to City website upgrades underway. Three of 4 applications received to date were from Tampa Bay area artists. PABD approved a $10,000 contribution to the mural's budget, the CRA (Community Redevelopment Agency) and DDB each contributed $5,000. Fifteen percent of the project's $20,000 budget will be retained for maintenance. UV protected paint will be used. Page 3 City of Clearwater Public Art and Design Board Meeting Minutes March 9, 2017 4.5 Staff update on 2nd Century Bridge as Gateway initiative Mr. Hubbard reviewed the background of the project to light the Memorial Causeway Bridge. The CRA headed the effort. The draft proposal will be presented to PABD for approval. 4.6 Election of officers Member Powers moved to reappoint Alex Plisko as Chair. The motion was duly seconded and carried unanimously. Member Cunningham moved to reappoint Neale Stralow as Vice Chair. The motion was duly seconded and carried unanimously. 5. Old Business Item: None 6. Director's Report: None 7. Board Members to be Heard The Clearwater Arts Alliance and local participating artists were complimented for their terrific job decorating signal boxes and spreading art throughout the City. In response to a compliment re art at the Municipal Services Building, Mr. Hubbard said PA VA (Professional Association of Visual Artists) was the curator and changed the artwork at the MSB and Aging Well Center every month or two. PA VA recently organized 2 shows at the Main Library. It was stated the Complete Streets initiative should incorporate art work. It was recommended that board members stay in touch with the initiative for art project opportunities. Mr. Hubbard reviewed public art funding source restrictions. He will check the Jack Russell rehabilitation project for a public art opportunity. It was recommended the City encourage developers to feature public art. Consensus was to schedule future board meetings on the second Thursday of January, March, June, and September. Page 4 City of Clearwater Public Art and Design Board 8.
