The Vice-Chair called the meeting to order at 2:30 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2. Approval of May 10, 2007 Minutes
Member Martin moved to approve the minutes of the regular meeting of May 10, 2007, as
motioncarried
submitted in written summation by the City Clerk. The was duly seconded and
unanimously.
3. Direction from City Council – review items not yet discussed
Determine if Charter has adequate provisions to preserve and reinforce Clearwater’s unique
distinctiveness, culture, and heritage
Discussion ensued regarding historic preservation efforts found in the city of Knoxville.
Concern was expressed that Clearwater has few historic buildings. It was suggested that the
Planning Department provide information regarding historic preservation efforts.
Member Drayer moved to recommend adding Charter language: Historic Preservation: 1)
The Mayor shall have (insert appropriate government division) prepare an annual report on the
status of the preservation of historic structures and districts within the City. This report shall be
submitted to the Mayor on or before (insert date) of each year and 2) The Mayor shall make a
report to the Council on the status of historic preservation within the City on or before (two
months after above date report is submitted to Mayor) of each year. This report shall include a
summary of legislation and actions taken to promote historic preservation in the preceding year,

recommendations and goals for the coming year, and a 5-year plan to promote historic
preservation.
The City Attorney suggested, if approved, substituting "Mayor" with "City Manager"
unless form of government is changed.
The motion was duly seconded.
Discussion ensued. It was reported that the City of West Palm Beach had implemented
a successful historic preservation ordinance as a result of a citizen petition. It was felt this issue
should be addressed in an ordinance, not the Charter. In response to questions, the City
Attorney said districts can petition the City to seek historic district designation. The City has not
imposed historic preservation standards.
Upon the vote being taken, Members Drayer, Martin, and Wallace voted "Aye"; Members
Blackwood, Dame, Harra, Magidson, Plisko, and Warshauer voted "Nay." Motion failed.
If anvthinq from the Citv's visioninq process needs to be incorporated in the Charter
Discussion ensued. It was stated that some items from the visioning process are not
Charter-related and can be addressed through the planning-development process.
Are there Charter provisions that result in few candidates for Council
It was remarked that public service is time consuming and that Councilmembers are not
compensated sufficiently. It was suggested that Council positions evolve into full-time jobs.
In response to questions, Management Analyst Rosemarie Call said Dr. Benton will
include salary comparisons for part-time and full-time council members in his presentation. The
June 14, 2007 meeting is at 4:30 p.m. at the Main Library.
