The development proposal would include hi-rise residential towers, low rise residential town homes, and a mixture of retail and structured parking. A public promenade is proposed and would bisect the hi-rise towers and have views to Clearwater Harbor. The developer would allow for a "replacement in kind" New City Hall in close proximity to its current location as part of the overall redevelopment and dedicate public parking in a portion of the structured parking proposed. I I City Hall currently sits on a site of approximately 130,000 SF or 2.98 acres. This parcel could potentially be developed with up to 520,000 SF or 208 housing units. The Calvary Baptist Church bluff parcels on Osceola Ave. account for 137,510 SF or 3.16 acres. This parcel is designated in the downtown core district for a FAR of 4.0 or 70 units per acre, which would generate up to 550,040 SF of redevelopment or over 220 residential units. Additional SF of retail uses and residential units may be available through the public amenities incentive pool. Parcel A is estimated at 76,935 SF and Parcel B is estimated at 60,575 SF. Any redevelopment at the parcels must lie east of the 28 ft. contour line established as a no-build zone by a city charter provision Purpose 'I The purpose of this Conceptual Program is to evaluate potential building footprint alternatives based on the space needs of the City. This will allow a better understanding of the impact to the redeveloped site and vice versa. Additionally, the program will assist the City in considering other options such as locating adjacent to the Municipal Services Building, or perhaps even relocating into the existing Calvary Chapel if that option is feasible. At issue in the evaluation will be public access, setback, orientation, size, and pedestrian and vehicular circulation. The building designer will be expected to adhere to the goals as defined by the City. Provide open space with visual cues and pedestrian connections. . Segregate vehicular/pedestrian systems Coachman Park Enhancements to Coachman Park have been proposed as illustrated in this master plan. The plan contemplates changes to existing street patterns, in part, as a result of the new Memorial Causeway Bridge. This includes Cleveland St. terminating at Osceola. The plan incorporates increased water views with a great lawn, a new amphitheater, interactive play fountain, children's play area, and a marina is also being proposed at this location. It is an expansion and renovation of the existing Coachman Park. The proposed expansion will be impacted by redevelopment of the Calvary Church/City Hall site. Alternate concepts may be considered to develop offsetting opportunities and may be considered as part of the Project goals. It should reflect the dignity, enterprise, vigor, and stability of the City of Clearwater government. Chiefly, the objectives of this building will be one of maximum flexibility and adaptability, collegiality among departments, quality work environments, and a public image that conveys a sense of significance. · Improve building efficiency without compromising the allocation and quality of public space · Provide a framework that promotes multi-purpose use with functional work areas that provide a flexible use of building space. · Help to improve the city's image and identity with a more visible presence in the downtown core district · Offer meeting spaces for community groups and with the potential to include performance venues, festival markets, art opportunities · Promote diversity in the character, scale, and mass of the buildings while ensuring compatibility with surrounding structures · Develop open space that creates a sense of inclusiveness between City staff and the general public. · Provide for more convenient public access to the City Council Chambers by locating on the first floor · Take advantage of energy saving features/improvements resulting in less operating costs · Consideration towards use of natural light to provide a hierarchy of building circulation element such as public entry, main circulation paths · The Main entry to be prominent and readily apparent HDR Architecture, Inc. City of Clearwater, FI Program for New City Hall - 3 - I I I 'I I I I I I I I I I I I I I 'I I 2.0 EXISTING FACILITY EVALUATION Site Context - Background The existing City Hall is setback from Osceola Ave and is sited on a raised plinth which overlooks Clearwater Harbor from a hilltop known as the "bluffs". Public access and parking (51 spaces) is located in front of the building, off of the heavily traveled Osceola Ave. The location and view is generally considered a tremendous asset to the City. The way the building is sited however makes it difficult for any future expansion of City Hall. Staff parking (12 spaces) is along the north side of the building and is shared with existing church parking. Pierce St. to the south of City Hall is lightly traveled and currently only serves a hi- rise condominium building which fronts the water. Refer to the aerial view in Figure 2. The building lacks some street presence due in part to the setback, however the grounds are nicely landscaped and the parking area in front contains a public fountain on axis with the main entrance. This public space and location currently make it possible for the City to host community events, and other venues, e.g., the"Farmer's Market". Since this area functions primarily as a parking lot, it does not have a strong pedestrian connection to the street. Other uses in the immediate area generally include commercial, institutional (Church and County Courthouse), and recreational (Bayfront Tennis Complex). There is little residential, and retail is primarily along Cleveland St. The Calvary Baptist Church Chapel (circa 1926) at the corner of the Osceola and Cleveland is considered a landmark and hopes for relocation are dismal. The Chapel adds a distinct character to the area with its architecture and revered dome. Additions to the Church (Fellowship Hall and the Gymnasium) lack that same character however, and take away from the heritage. The Church High School to the south of City Hall (EB 3) appears institutional in character and houses bus parking in the rear. Building Description - Background City Hall occupies a site of approximately 130,000 SF or 3 acres. The building is typical of Civic Buildings of that period with an almost imposing appearance. The structure is concrete framed with a waffle slab cantilever at the third level. The cantilever symbolizes the hierarchy in government allowing the City CounciVMayor to extend out beyond the lower levels. The exterior expression is ordered and somewhat rigid and may be characterized as heavy. Since all four facades are similar in fenestration and appearance, the building does not seem to have a face or front door. The fa9ade is composed of a mosaic slate tile veneer at the first two levels with clerestory windows at the second floor. The third floor exterior is pre-cast concrete with vertical ribbon windows which was typical of that period to control solar heat gain. The first two floors consist of two 54 ft. square office blocks connected by a bridge at the second level allowing a two story open space to the public lobby below. The raised plinth at the ground level provides generous public gathering space and is suitable for ceremonial functions. A separate entrance for service and deliveries is not provided. The building core elements are divided on both sides of the 54 ft. office blocks. Therefore the elevators, restrooms, common areas, and utility services are split and spread apart resulting in a loss of building efficiency. The stairs are close together and one stair exits through the lobby and the other exits at the intermediate landing directly to the outside at the rear of the building. Ideally, the stairs would be separated by at least % the diagonal distance of the overall building. This is now a current Building Code requirement. The building egress is of concern due to the "assembly" occupant load of Council Chambers. Additionally, the departments on the first and second floors have only one means of egress from their areas. This is also of concern since there is no other apparent means of escape in the event of calamity due to the lack of emergency egress windows. Office areas on the first and second floors are confined to the 54 ft. blocks and are neither flexible nor adaptable. Refer to the floor plans and Space Analysis for additional discussion on departmental and overall building efficiency. The present core arrangement has a marked effect on the building efficiency however it is not that unusual for Civic buildings intended for public use. The building is not currently ADA or handicap compliant. HDR Architecture, Inc. EXISTING SPACE ALLOCATION The building is served by two rooftop cooling towers at the roof penthouse and conditioned air is distributed via two main shafts to floors below. An emergency generator is housed in an outbuilding behind City Hall and provides for emergency power during outages and emergencies. The building appears to be fully sprinklered. Utility services are provided from the following: · 48" storm sewer in Pierce St. · 4" gas line in Osceola Ave. · 18" sanitary line in Pierce St. · 12" potable water line in Osceola Ave. · A fiber optic loop is being installed to connect major City facilities including City Hall and the MSB. The fiber ring will support voice, data, and video needs between all facilities on the loop. The expected useful life of the existing building is long into the future provided the building is maintained as it has been in the past. HDR Architecture, Inc. I - I - City of Clearwater, FI Program for New City Hall I 3A CITY COUNCIL I Mission I The duty of the City Council is to discharge the obligations and responsibilities imposed by State Law, City Ordinance, and the Clearwater Charter. Policy is set by the City Council, the elected representatives of the City. The City Council is responsible for approving the budget and determining the ad valorem tax rate on all real and personal property within the corporate limits of the City. In addition, the Council members evaluate the job performance of the City Manager and City Attorney; attend City Council meetings, Special Workshops/Meetings; schedule and attend community meetings to address areas of concern; serve as the City liaison for various area-wide boards; and represent the City at numerous ribbon cuttings, opening day festivities, and organizational welcomes. I I Monday City Council Work Sessions are used to prepare for each upcoming Thursday night Council meeting. These sessions are held on the Monday prior to each Thursday night meeting. The work sessions begin at 9:00 am, except on the 2nd Monday of the month when they are at 1 :00 pm. While the work sessions are open to the public, there is no format for public comment. I I Thursday City Council Meetings are held on the first and third Thursday of each month in the City Hall Council Chambers at 6:00pm. Citizens may speak on agenda items, or they may speak at the beginning of the meeting on items not on the agenda. The City Manager is a professional administrator appointed by the City Council to administer the daily operations of the city. It is also the role of the City Manager to implement City Council policies in an efficient and effective manner. A staff of seven directly supports the City Manager, and consists of two Assistant City Managers and an administrative staff. All departments within the City report directly to either the City Manager or one of the Assistant City Managers. The City Manager serves as the chief executive and administrative officer of the City. All department directors are appointed by and report to the City Manager. Their mission is to receive, organize, maintain, preserve, and disseminate this knowledge. Also, the Department coordinates the City's legislative and grants programs in efforts to optimize funding opportunities. Department Overview Official Proceedings Management - Processes items presented to the City Council for official action and follow-up. Prepares a written summary of official proceedings and actions taken by the City Council and board members. Provides staff and resources to prepare required ads for publication and notification to property owners of possible changes concerning their property. Ordinances and resolutions are distributed under this function. I I I I Records Management - Coordinates retention and destruction of official records, includes cemetery, document processing and microfilming. This function includes maintenance of the City Code and distribution of supplements. Part of this program is to provide information to other departments, citizens, etc. by searching through City records. An integrated document management system, implemented in the 99/00 budget year captures official City documents, minutes and agendas in an electronic format for Citywide access, establishes workflow for processing the agenda electronically, and facilitates research of information. Property Assessments, Code Enforcement and Liens - Assesses property owners for improvements, imposes code enforcement fines and files liens. Election - Establishes the election schedule for municipal elections, and coordinates election activities with the supervisor of elections. In addition, there are two employee elections, Pension Advisory Committee and Civil Service Board, which are handled under this program. LegislativelLobbyist - Coordinates the City's priorities and appropriation requests with federal and state lobbyists; and tracks proposed legislation through both House and Senate. It also provides the staff and resources to coordinate the City's priorities and serve as liaison with lobbyists, Florida League of Cities, and legislators. I I I I I I I I Grant Writing - Coordinates and implements all grant-related activities for the City. This program is charged with researching funding opportunities and communicating possible funding sources to city staff. The writing of grant proposals is undertaken by the Grants Coordinator in conjunction with the requesting division to obtain project funding from a variety of funding sources including federal, state and foundation grants. Further, to provide quality affordable housing and community services to the citizens of Clearwater. Description of Services The Economic Development and Housing Department consists of 14 employees and is divided into two divisions: the Economic Development Division, and the Housing Division. Economic Development The Economic Development Division interrelates its activities with all other city departments and a wide spectrum of public and private organizations. Operationally, the division's staff collectively administers all programs that impact the economic development of vulnerable parts of the City, including the activities and incentives for the Main Street, Brownfields, Enterprise Zone and HUB Zone programs. The division also manages the City's tourism and economic development relationships with the Clearwater Regional Chamber of Commerce and the Tampa Bay Partnership. In addition, the division assumes responsibility for assisting the existing business community to stabilize their operations, and to retain and expand their employment base, through education on available enhancement programs and growth incentives, assistance with physical building improvements, attraction of new tenants, and providing access to available public and private financing programs. A key division responsibility, in concert with the review and code enforcement responsibilities of other departments, is the development coordination of new real estate projects being proposed and constructed within the community. In turn, the division is responsible for enhancing the 'livability" and "image" of the community by strategizing real estate investment opportunities within the central business district, the beach area and community at large. Housing The mission of the Housing Division is to provide quality affordable housing, community and economic development services to the citizens of pearwater. These goals are achieved through the administration of two federal grants, Community Development Block Grant (CDBG) and Home Investment Partnership Grant (HOME), and one state grant, State Housing Initiatives Partnership (SHIP) Program Grants, totaling approximately $3 million. Using these grant funds, the division funds a wide variety of housing, social service and economic development programs. .. The division annually solicits, reviews and recommends to the City Council for their final approval the selection and funding level of the grantee organizations. Contract management and grant supervision is provided by the Division throughout the year to ensure effective use of the grant funds. They may vary significantly with any actual building design. Certain requirements will require an allocation of space and others are merely functional in nature. Space has been allocated for various components and building elements consistent with standards in the industry. Main Lobby: The main lobby may set the tone and image of the entire facility and therefore should not be diminished in its deserved level of importance. The view from the main lobby to the public elevators should be clear and direct. The main lobby is often used as an instrument to create the connection to the street and should respond to external s~e elements as well. Transparency is also a strong factor in drawing attention to the entrance and welcoming people. Consider public space as part of the main lobby design or space allocation. Ample space for public notices, displays, artwork, etc. should be provided. The Main Entrance Lobby should be designed to accommodate magnetometers and personal belongings screening equipment (x-rays), with queuing space around it. Currently the City does not expect to have a staffed receptionist/information desk in the lobby. The lobby should allow for easy way finding to the departments and other public areas. The lobby must be located to enable public entrance to the Meeting Rooms after normal business hours, while securing the remainder of the building from access by after-hours visitors. An area in the non-secure area of the building should be allocated for informational brochures for various City departments. Meeting Rooms: have been sized to accommodate building occupant and public use. This space was conceived in order to group larger meeting functions of the City departments into a central area in order to maximize efficiency of use. Large assembly spaces have specific code requirements as well as after-hours access and security concerns. Therefore, the Meeting Rooms will attempt to combine all of these issues and provide flexible space that can be reconfigured for maximum use and efficiency. Refer to Space Requirements Building Access: Regarding the building's official hours of operation, for purposes of the public, Monday - Friday, 8:30 am _ 5:00 pm. Off hours and weekend hours by appointment only. Departments may plan for use of the Meeting Rooms during the evenings and on weekends. In addition, some departments have flexible work hours from 5:30am till 6:00 pm. Core Elements There are several core configurations which are possible for any given floor plate. An external core arrangement has the advantage of providing the greatest amount of free floor area which would create a more flexible layout, however this arrangement creates excessively long exit travel distances which can be solved by additional stair towers located within the floor area thus defeating the purpose. A central core with a perimeter circulation corridor provides a reasonable depth and layout configuration. Elevators: One (1) Passenger and one (1) Passenger/Freight elevator. 350 fpm, 3500 lb. Typically 10ft by 8 ft Hydraulic, with elev. mach room at ground floor or "machine room less" design. Elevator lobbies shall not be less that 12 ft wide. The circulation corridor that surrounds and connects the core elements will provide entrances to the individual departments Stairs: Assume 12-14 ft. floor to floor height. Minimum two per floor. Connected by exit access corridors. Locate at least one half the diagonal of the building apart. Usually best if located as remote as possible, e.g. opposite corners of the building. Corridors: Usually 6 ft. in width. Minimize developed length as much as possible. Consider daylight opportunities. Public Restrooms: ADA accessible. Men's and Women's with fixtures per FBC. Assume three (3) wc and two (2) urinals with two lavs each restroom. HC stalls as required. Toilets may be located adjacent or back to back to optimize utility distribution. Layout shall screen views from corridor. Mechanical Rooms/shafts: Centralize when possible for optimum efficiency. Sometimes combined w/ tele. rm Telephone Closets: Usually provided at the rate of one per floor. Normally a smaller rm - 35 SF is enough. Janitors Closets: One per floor, approximately 50 SF. each Storage Rm.: Highly advisable to locate one per floor for building maintenance and general storage requirements of the facility. This is especially true if a central storage room is not provided elsewhere. Consider approx. 100 SF. FII FI Heights: Assume 12 ft. - 14 ft. height .This is typical for a building of this type. Public spaces and larger places of assembly may require additional ceiling height which can be accomplished in a variety of ways. Computer docking stations: shall be provided adjacent to the Meeting Rooms. Toilet and other core support facilities for this area will need to be sized appropriately. It is assumed the main lobby could function as before-and-after-meeting assembly space. AN equipment and support services should be provided and included in the Meeting Rooms. Provide a copy/supply alcove with copier, fax and flip charts. Provide storage closet for TVNCR needs. Provide public pay phones. Shredder: There is no need for a central shredder in the building. Departments may utilize localized shredding if desired. Landscaping: Incorporate local, xeriscape plant materials that do not require a lot of water and maintenance. Emergency Notification: The building should incorporate an alert system to notify occupants of an emergency. The system is to take into account ADA concerns that all occupants be able to be addressed regardless of physical impairment. Service Area: Mostly used by standard delivery size vehicles. Provide two dedicated parking spaces adjacent to the dock for service vehicles. Employee Break Rooms: Consider providing one per floor. Equip each of them identically with a sink with garbage disposal, 3 microwaves, 2 vending machines, seating for 5-10, coffee service, access to recycling and if possible, access to natural light. Refrigerators will be within each department, for staff use. Recycling: Small rooms may be provided on each floor for collection of recyclables such as aluminum cans, plastic bottles, glass bottles and office paper. A main collection room for storage of materials between building pick-up times should be provided. Satellite downlink: for remote video and cable in each department and the Meeting Rooms. IT: telephone rooms will be provided on each floor. Computer servers for the departments will be at City Hall and connected to the Municipal Services Building. Smoking Area: An outdoor area adjacent to the main building entry may be provided for smoking. The area needs to be readily discernable and accessible but not offensive to the entry of the building from a loitering and air quality standpoint. Storm Shelters: Will be required in the building. Multiple shelters within building may be considered to reduce travel distances. Consult FEMA guidelines and City/county policy related to storm shelters. Dumpsters: Place directly adjacent to the building, under cover from the elements, near the service area. Screen from view. Printers: Within departments, try to group large printers/plotters/copiers in a separate ventilated room with walls to deck Hurricane Protection: The building will conform to the Florida Building Code. The Project is in a wind borne debris region and shall be designed for small/large missile impact resistance and conform to Florida statewide Product Approval requirements. Parking areas should also be master-planned to be able to grow to accommodate the building occupancy in 2015 and also any possible future building additions. The project will have a separate, secured parking area for City owned vehicles. Many departments have a need for 20-minute parking spaces to be used by public coming to see them. Current parking = 53 metered spaces + 6 HC = 59 public spaces, plus staff parking of at least 20 additional spaces. There is currently additional overflow parking at the rear of City Hall. City of Clearwater, FI Program for New City Hall - 3 - 4.0 OVERALL BUILDING REQUIREMENTS SECURITY The design for this facility should take into consideration current as well as future anticipated security needs. The following items should be considered to ensure that, at a minimum, the infrastructure is in place for increased security levels and/or any new security threats that may come in the future. Staff Parking and secure City vehicle parking · Provide the means to add traffic control barrier gates and card access devices for access to these parking areas. · Consider the use of emergency call boxes in the parking areas with video surveillance to protect staff and City property. · Ensure that adequate lighting levels are provided to enhance the security and safety of staff, · Do not place any parking beneath occupied spaces. Public avenues of approach · Care should be taken to limit the proximity of public vehicle access to the facility and provide the capability to increase the stand off distances should an increase in security level become necessary. · Use Crime Prevention through Environmental Design (CPTED) principles in the planning of the facility. This could include decorative planters, landscaping and other architectural elements to help provide stand-off distances for future needs. Mechanical Systems Consider security when placing HVAC intakes and during the design of the Building Automation System to provide emergency cut-off sw~ches and to limit the possibility of introducing any contaminates into the facility. Intrusion Detection/Card Access System · All exterior doors (As a minimum) should be provided with door contact switches for monitoring on or oft-site. Current or future consideration to off-site monitoring should be part of the original planning. · Staff only entrances should be equipped w~h card readers. · Provide electrical connections at Public entrances (preferably floor boxes) for Metal Detection/baggage screening either now or in the future. · Interior spaces should be reviewed for function to determine any interior separation required. (i.e. Limit staff to only certain areas and/or restrict public access.) This will also provide logging of all activity into and out of spaces. · If any area will have sensitive materials or expensive assets, they should be provided with intrusion detection sensors to alert law enforcement. Consider designing these spaces at the interior of the building rather than on the perimeter. Limit the use of windows in these areas as well. MaillPackage delivery Provide maiVpackage receiving on an exterior wall of the facility for screening prior to introducing it into the facility. Keep this area away from any critical resources. Panic Buttons Consider utilizing Panic buttons and Video Surveillance at any areas which City Personnel and the Public may have the opportunity for conflict. If on-site security staff will be present these areas can be monitored locally, otherwise they can be set to alert local law enforcement. HDR Architecture, Inc. A distance from structure to edge of pavement of 20 ft. is not unusual in an urban environment. Influencing factors include: · Pedestrian transition zones · Public space opportunities · Green space / landscape opportunities / streetscape · Adjacency of short term / long term parking · Urban principles of design · Pedestrian paths: min. 15 - 20 ft. BUILDABLE AREA The allocation of space within the building which defines the floor plate will ultimately play a major role determining the buildable area. Different space allocation alternatives may be useful in arriving at various schemes. Space distribution is represented in Space Requirements. Setback and other site influences will help to ultimately shape the eventual buildable area. I I I SIZE/CONFIGURATION Although there are no established requirements for building shape or configuration, functional requirements have historically played a major part. The shape should respond to: · User - both City departments and public · External influences such as contextual relationships · Architectural character - form / scale / mass · Site circulation · Appropriately scaled massing / proportions · Economy I I I I I I I I Large floor areas take work flow patterns into account and the ability to accommodate some of the larger departments as a contiguous functional unit which ultimately achieves a greater degree of flexibility and efficiency. Convenience of staff is also a factor and consideration should also be given towards core elements within those floor areas so as to optimize efficiency and gain flexibility. Interconnection of remote stairways should be held to a minimum to avoid minimize corridor length development. An analysis has been made of building shape comparisons with regard to optimum configuration and should serve to provide future direction as the design develops. Consideration should be given towards minimizing irregular shapes and unusual corner configurations due to deviations from standard planning modules and they may add to building costs. At the same time, long developed building length should not go uninterrupted without breaking planes. Greater efficiency does not always mean greater effectiveness. Square feet are not the only measure or method in determining space needs. A floor plan that maximizes its perimeter may be ideal for private offices whereas a deeper floor plan that maximizes the enclosure may be more appropriate for open office areas. EXPANSION Building expansion may occur through 1.) Expansion of function within existing space by increasing services, density, efficiency, etc. 2.) Expansion into adjacent space 3.) Relocation of entire function to a larger space, or 4.) Building expansion i.e. horizontal, vertical, or independent structure. It is anticipated that any future increase in the demand or need for space would not necessarily occur through physical expansion of the building but rather a reallocation in the overall population density and makeup of the space itself. Although the conceptual program is based on this premise, prudent planning would suggest however, that an appropriate amount of physical space on the site (If possible) be allowed for future expansion. This could be either vertical or horizontal. Consequently, a mixture of the two scenarios is recommended. HDR Architecture, Inc. Core elements I ~', ~- -- ------.----1 POSSIBLE CORE ARRANGEMENT ORIENTATION Compass orientation should be analyzed to make use of site potentialities and reduce energy consumption. To minimize building envelope heat loss or heat gain, the ratio of building wall and roof area to floor area should be minimized. This ratio is essentially a function of length to width (aspect ratio) and the height or number of stories in the building. For a given building, minimum surface area is achieved ff a building is a rectangle with an aspect ratio of no more than 2 to 1. A lower rectangular building facing north or south would consume less energy because of the reasons cited above. A facade facing prevailing winds should be designed to reduce air infiltration. Wall and glass exposures to the west, east, and southwest should be minimized and locating shafts, cores, and corridors along the western exposure will reduce the peak afternoon solar heat gain. Overhangs along southern exposures will minimize heat gain during the summer months and take advantage of the winter sun. Additionally, utilizing natural light may reduce artificial lighting and energy consumption. SITE CIRCULATION Pedestrian circulation Pedestrian circulation goals within the site include the principles of convenience, safety, and aesthetics. Convenience suggests speed when desired; propinquity when at rest; reasonable protection from the visual and acoustical nuisance's traffic can have. Safety is a commitment to friction free traffic flows, adequate road capacities and a logical sequence in linking vehicular elements. Aesthetics implies a coupling of functional and design opportunities. Sound planning requires a segregation of circulation types, namely pedestrian and vehicular. Pedestrian circulation may originate from parking structures, surface parking, the street, or neighboring buildings. The vast majority of circulation will occur from the parking structure proposed which is intended to house parking for both staff and public visitors. HDR Architecture, Inc. Circulation within the building and other building elements may be influenced by the following: · Major/minor paths · Building/path transition · Path intersections Typically, the main entrance would front the main street thus giving the building a clear identity and strong presence. Building recognition initially occurs from the street and from the automobile. Locating the main entrance to the building should not be at odds with primary paths of pedestrian circulation but rather embrace it. Vehicular circulation Three types of vehicular circulation to be considered . Public/visitor . Staff · Service Vehicular circulation will not likely playa strong role in arriving at building size, configuration, setback, or even location on the site. It will however influence the links and defined paths. The vast majority of all people working at or visiting the building will arrive by automobile. Consideration should be given towards providing convenient access from automobile to building. This is especially important for the public since public interaction with City government may be influenced factors of convenience, visibility, and approachability. Short term or convenient parking directly adjacent to the building may be considered. Service circulation is a minor consideration. Refer to parking requirements in Overall Building Requirements. PUBLIC ACCESS Public access is of paramount importance in siting the New City Hall. Whether access is from the street or from parking, the overall experience must be convenient, safe, easily recognizable, and pleasant. Public access issues to be considered with the building footprint include: · Transition zones -approachability · Visible entrance with visible cues - easily recognizable · Integrated and safe access with staff. safe · Travel distances - convenience AL TERNA TlVES The allotted buildable area at the redeveloped site is approximately 90 ft. by 188 ft. which equates to 16,200 SF, This information is provided by the Developer and alternatives will be considered specifically for the Redevelopment site. Alternative footprints will be influenced by those factors presented earlier however existing site constraints will be taken into consideration as well. The overall space requirement for the New City Hall is 54,284 BGSF. Given the maximum buildable footprint allotment of 16,200 SF, this will necessitate a four story structure, This equated to approximately 13,571 GSF per floor. This will allow a greater setback from the edge of the street and easier transition from the street to the public spaces or main lobby. Additionally, the long elevation along Osceola may be interrupted and expressed. The footprint alternatives presented in the following have utilized public space amenities and other concepts to assist in testing the functionality and aesthetics of the New City Hall.
