The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2 —Citizens to be Heard re Items Not on the Agenda
Ellen Hess suggested an increase to Airpark overnight rates.
3 —Approval of Minutes
3.1. Approve minutes of the November 2, 2016 Airpark Advisory Board meeting as submitted
in written summation.
Member Doric moved to approve minutes of the November 2, 2016 Airpark Advisory Board
meeting as submitted in written summation. The motion was duly seconded and carried
unanimously.
4—Tenant & Lease Report from FBO
FBO (Fixed Base Operator) representative Barbara Cooper reported on tenant levels and
visitors; 4th quarter was one of the busiest on record. Upcoming events: 1) March 18—Young
Eagles; 2) March 25 - Girl Scout event near EAA (Experimental Aircraft Association) hangars; 3)
April 4—9 — increase in visitors during Lakeland's Sun `n Fun; 4)April 22 -Airpark Open House;
and 5) May 12—ARC Tampa Bay sponsored event.
Marine & Aviation Operations Manager Gordon Wills discussed plans for the Open House.
Activities popular at previous Open House events were planned. Astronaut Nicole Stott
confirmed her attendance.
Ms. Cooper said overnight fees were competitively priced and waived for planes purchasing
fuel. It was stated pilots used a computer program that analyzed airpark fees and fuel costs for
lowest rates. In response to a suggestion for an additional revenue source, Ms. Cooper said the
Airpark would consider purchasing a lavatory cart if traffic increased.
In response to concerns and a question, Ms. Cooper said before Tuesday garbage pickup, staff
filled the dumpster with refuse from other hangars; a second pickup was necessary 3 weeks in a
row. She said the Airpark had limited space for a second dumpster, which would increase costs.

She said staff was trying to keep the CAP (Civil Air Patrol) area clean. She said comment cards
on the FBO counter would be handed to visitors; the Airpark had received no negative
comments.
5—Old Business
5.1. Airpark Master Plan Grant
Mr. Wills said the FDOT (Florida Department of Transportation) application for the Airpark
Master Plan grant would be presented to the City Council for approval on February 16, 2017.
After all paperwork is signed, the consultant will be hired to update the Airpark Master Plan
based on the scope which included Airpark layout, beacon, and C-hangar. He estimated the C-
hangar replacement would be built in 2 years and the corporate hangar in 3 years. The projects
will be included in the next JACIP (Joint Automated Capital Improvement Program).
6 — New Business
6.1. Airpark Holiday Party Summary
Ms. Cooper and board members said the Holiday Party was amazing and well attended.
Additional outside lighting improved the ambiance.
6.2.. Election of Officers
Member Black moved to reappoint Denise Rosenberger as Chair. The motion was duly
seconded and carried unanimously.
Member Doric moved to reappoint Thomas Black as Vice Chair. The motion was duly seconded
and carried unanimously.
Marine & Aviation Director Bill Morris complimented Chair Rosenberger's presentation to the
City Council, noting the City Manager said her briefing was the most thorough one presented by
City advisory boards.
Mr. Wills said 22 trees encroaching on the north end of the runway were removed; a photo will
be sent to FDOT to verify Airpark compliance.
Mr. Will reported a trapper was hired to catch coyotes at the Airpark; 2 were trapped last week.
A prop strike on runway 26 was under investigation. There was no damage to the runway when
a gear collapsed on runway 27; the airplane was damaged. In response to a question, Ms.
Cooper said the Airpark contacts St. Petersburg tower when a runway is closed or opened; St.
Petersburg then contacts Tampa's controller.
