11/02/2016 AIRPARK ADVISORY BOARD MEETING MINUTES CITY OF CLEARWATER November 2, 2016 Present: Chair Denise L. Rosenberger, Board Member Richard Porraro, Board Member W. Bruce Brock Absent: Vice Chair Thomas D. Black, Board Member Paul A. Doric Also Present: Camilo Soto—Assistant City Attorney, William Morris — Marine &Aviation Director, Gordon Wills— Operations Manager, Patricia O. Sullivan — Board Reporter The Chair called the meeting to order at 1:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 —Citizens to be Heard re Items Not on the Agenda: Bob Gibson thanked the City for trimming the large branches that stretched over the EAA (Experimental Aircraft Association) hangar. Staff was complimented for their professional work. 3 —Approval of Minutes 3.1. Approve minutes of the August 3, 2016 Airpark Advisory Board meeting as submitted in written summation. Member Brock moved to approve minutes of the August 3, 2016 Airpark Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 4—Tenant & Lease Report from FBO FBO (Fixed Base Operator) representative Barbara Cooper reported on tenant levels and visitors, including east coast evacuees during a major storm, and noted a shortage of local hangars. She said JAARS arrives November 12, 2016 and will sell helicopter and airplane rides at reduced rates. She said closing the FBO at 3:00 p.m. on Thanksgiving was approved; the runway will remain open. She said all were invited to the December 9, 2016 Holiday Party. She said the biannual Open House was tentatively scheduled for April 22, 2017. Operations Manager Gordie Wills said he would invite astronaut Nicole Stott to attend. It was stated the EAA's Young Eagles rally in October was successful, attracting 44 youth after a one day delay due to a nearby storm; 5 airplanes participated in the thrice-yearly event. Mr. Wills said the department's recent presentation to the Citizens Academy at the Airpark was well received. The City had 7 academy participants flown on air tours of Clearwater. Mr. Wills read Frank Scalzo's letter of complaint regarding Airpark activity. Three families from a nearby subdivision send complaints from time to time. Ms. Cooper said wind direction affected noise levels and take offs from one runway direction were more noticeable. Helicopters were requested to vary their traffic patterns. She said while Clearwater Airpark traffic levels were Airpark Advisory 2016-11-02 1 significantly lower than at nearby airports, traffic from Clearwater -St. Petersburg Airport often flies over Clearwater communities near Clearwater Airpark, contributing to local air traffic. Discussion ensued regarding Airpark and area features that resulted in increased visitors. It was stated the new terminal at Bartow Airport was a beautiful facility with many amenities. 5 — Old Business 5.1. Airpark Master Plan Grant Mr. Wills said the City was waiting for FDOT (Florida Department of Transportation) to authorize funding for the City's grant to contract with AECOM to update the Airpark's 10 -year Master Plan. 5.2. Pavement Inspection Mr. Wills said the runway pavement's strength was tested and passed inspection. 6 — New Business 6.1. 2017 Airpark Advisory Board Meeting Schedule The Airpark Advisory Board will meet in City Hail Chambers on February 1, May 3, August 2, and November 1, 2017. Mr. Wills said last year the board's meeting time was bumped to 1:00 p.m. The board had the ability to meet at 3:00 p.m. again if they chose, Member Brock moved to reschedule future Airpark Advisory Board meetings to 3:00 p.m. The motion was duly seconded and carried unanimously. 6.2.
