Powers, Board Member Karen Cunningham, Board Member Jerri Menaul, and Board Member Eric Seiler Absent 2 - Vice Chair Neale A. Call To Order The Chair called the meeting to order at 2:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2. Approval of Minutes 2.1 Approval of June 9, 2016 meeting minutes Member Powers moved to approve the minutes of the June 9, 2016 Public Art & Design Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Staff update on art project entitled "Accumulate" (Fire Station 45) Cultural Affairs Specialist Christopher Hubbard said staff would contact board members re new date and time for the art project's dedication. Disappointment was expressed that this public art project was inside a building, and difficult for the public to appreciate. Mr. Hubbard did not know how to improve the artwork's visibility. Plans were to install an interpretation plaque by the entrance. It was recommended the plaque include a photograph of the artwork. Page 2 City of Clearwater Public Art and Design Board Meeting Minutes September 8, 2016 4.2 Staff update on public art entitled "Silver Sentinel Mk. II" (Clearwater Main Library) Mr. Hubbard presented photographs of the "Silver Sentinel Mk. 11" installation in the Main Library's courtyard over Labor Day weekend. The artwork's canopy of leaves filtered light and was visible from below. The surface under the art piece will be infilled and a bronze plaque will be installed nearby. The Library Director and staff were thankful for the public art. Its dedication on September 17, 2016 will be part of the library's centennial celebration event. Consensus was to accept the recommended name for the art, "Centennial Oak." 4.3 Staff update on Morningside Recreation Center Mr. Hubbard said the public art project at Morningside Recreation Center was in limbo. Installation of indoor flooring was considered again. The City Council and board members supported maximizing the art project's impact on the public. 4.4 Staff update on CPLS/SPC Joint Use East Branch Library Mr. Hubbard said the Call to Artists process for public art at the East Branch/St. Petersburg College Joint-Use Library will be completed on October 17, 2016 and the selection committee will meet soon after. The freestanding artwork will be visible from its location on Drew Street near a water feature (containment pond) and the library's entrance. It was suggested the area near the sculpture feature a bench or rest stop for trail users. 4.5 Staff update on Mural Program Mr. Hubbard said the mural program was finalized and will be presented to the City Council in December. The program focused on art, not signage. The City had received inquiries re murals. A bicycle shop wanted to feature information re Pinellas Trail. The Planning & Development Department indicated a trail map would be permitted if not used for business purposes. Whimsical old time bicycles also would be permitted but depictions of modern bicycles or the business'name would not. The mural at Gallery 1356 on South Ft. Harrison Avenue was a vibrant addition to the building. Staff will work to defray costs for the Garden Street Garage mural. Anti graffiti paint will be used. The regional Call to Artists ends October 31, 2016. The project was conceived to illustrate a quality mural. In response to a concern re deteriorating murals, Mr. Hubbard said notable artists had painted a number of downtown murals as part of a beautification program. Staff could ask artists if the murals could be repaired. Staff may be Page 3 City of Clearwater Public Art and Design Board Meeting Minutes September 8, 2016 able to help secure an artist or funding to fix deteriorated East Gateway murals. 5. Old Business Item: None. 6. Director's Report Mr. Hubbard reviewed the status of art projects previously approved by the City Council. Mr. Hubbard said the City Council had requested each advisory board to provide an update and review of 2016 board accomplishments. The Board's presentation was scheduled for December 1, 2016. Mr. Hubbard requested board input re special initiative projects that would be beneficial to visitors and residents. Options for future public art could reflect the City's art plan and identify high profile sites, capital projects, and special initiative projects identified by consultants. Mr. Hubbard reported the City Council had approved annual $8, 000 grants to the Clearwater Arts Alliance for 2 years plus a conditional 3rd year grant. He reviewed the Alliance's ongoing project to decorate signal control boxes throughout Clearwater and will report on the cost to decorate each box. The Alliance created a work plan for each year with reportable goals that included involvement with downtown arts programs and City sponsored events. Twelve staff members will participate in the first City staff art show organized by Cultural Affairs and Healthy Aging at the Long Center. 7. Board Members to be Heard: None 8.
