1. Call To Order
The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Approval of Minutes
2.1 Approve minutes of January 12, 2017 Pension Advisory Committee meeting as
submitted in written summation.
Member Cundiff moved to approve minutes of January 12, 2017

Member Newland moved to recommend approval of the new hires
for acceptance into the Pension Plan as listed. The motion was
duly seconded and carried unanimously.
4.2 Recommend approval of the following request of employees Barbara Eigenmann, Fire
Department, Richard Harris, Police Department, Veronica Hunt, Police Department
and Joyce Kirchoffer, Library Department for a regular pension as provided by
Sections 2.416 and 2.424 of the Employees' Pension Plan.
Barbara Eigenmann, Staff Assistant, Fire Department, was employed by
the City on January 26, 1987, and her pension service credit is effective on that
date. Her pension will be effective February 1, 2017. Based on an average salary
of approximately $39,383.70 over the past five years, the formula for computing
regular pensions and Ms. Eigenmann's selection of the 50% Joint and Survivor
Annuity, this pension benefit will be approximately $24,831.84 annually.
Richard Harris, Police Lieutenant, Police Department, was employed by the
City on May 27, 1980, and his pension service credit is effective on that date.
His pension will be effective February 1, 2017. Based on an average salary of
approximately $115,265.22 over the past five years, the formula for computing
regular pensions and Mr. Harris' selection of the 100% Joint and Survivor Annuity,
this pension benefit will be approximately $111,646.68 annually.
Veronica Hunt, Police Office Specialist, Police Department, was employed
by the City on December 6, 1985, and her pension service credit is effective
September 28, 1992. Her pension will be effective February 1, 2017. Based on an
average salary of approximately $43,630.25 over the past five years, the formula for
computing regular pensions and Ms. Hunt's selection of the 50% Joint and Survivor
Annuity, this pension benefit will be approximately $30,192.72 annually.
Joyce Kirchoffer, Librarian I, Library Department, was employed by the City
on April 29, 1993, and her pension service credit is effective June 24, 1993. Her
pension will be effective March 1, 2017. Based on an average salary of
approximately $39,166.31 over the past five years, the formula for computing
regular pensions and Ms. Kirchoffer's selection of the Life Annuity, this pension
benefit will be approximately $25,493.76 annually.
Section 2.416 provides for normal retirement eligibility for non-hazardous duty
employees hired prior to the effective date of this reinstatement (1/1/13), a
member shall be eligible for retirement following the earlier of the date on
which a participant has reached the age of fifty-five (55) years and completed
twenty (20) years of credited service; the date on which a participant has
reached age sixty-five (65) years and completed ten (10) years of credited
service; or the date on which a member has completed thirty (30) years of
service regardless of age. For non-hazardous duty employees hired on or

after the effective date of this restatement, a member shall be eligible for
retirement following the earlier of the date on which a participant has reached
the age of sixty (60) years and completed twenty-five (25) years of credited
service; or the date on which a participant has reached the age of sixty-five
(65) years and completed ten (10) years of credited service. Ms. Eigenmann,
Ms. Hunt and Ms. Kirchoffer have met the non-hazardous duty criteria.
Section 2.416 provides for normal retirement eligibility for hazardous duty
employees, a member shall be eligible for retirement following the earlier of the
date on which the participant has completed twenty (20) years of credited
service regardless of age, or the date on which the participant has reached
fifty-five (55) years and completed ten (10) years of credited service. Mr.
Harris has met the hazardous duty criteria.
Member Jonson moved to recommend approval of the following
request of employees Barbara Eigenmann, Fire Department,
Richard Harris, Police Department, Veronica Hunt, Police
Department and Joyce Kirchoffer, Library Department for a regular
pension as provided by Sections 2.416 and 2.424 of the Employees'
Pension Plan. The motion was duly seconded and carried
unanimously.
5. Old Business Item: None.
6. Director's Report
Human Resources Director Joe Roseto said 3 disability cases were
being prepared for PAC review.
7. Board Members to be Heard
Member Jensen referenced the PAC Policies and Procedures Manual
and offered to follow past practices and, on behalf of the Committee,
contact employee Plan participants from the 3 groups to be candidates
for the 5-person nominee group that will conduct the election process
with City Clerk assistance. Employee-elected Committee members will
appoint members to the group at the March meeting.
Discussion ensued regarding the employee election process.
Consensus was for Member Jensen to present a slate of candidates for
the March meeting.
Member Jensen reported registration was open for the Klausner&
Kaufman Annual Client Conference, March 19— 22, 2017 in Ft.
Lauderdale, hosted by the Pension Plan's attorneys.
Member Jonson said he enjoyed the recent Fire Department's employee
recognition ceremony and congratulated Member Jensen for being

acknowledged for his and his crew's response to a lightening situation
on the beach being acknowledged.
Member Cundiff said he was unable to attend the Fire Department
Ceremony; he had an obligation to attend an excellent countywide middle
and high school chorus production.
Member Newland said he attended several good classes at the recent
FPPTA (Florida Public Pension Trustees Association) conference.
Member Jonson said at the conference, a State of Florida's Ethics
Commission attorney said those required to submit Statements of
Financial Interest were obligated to report all gifts valued at more than $100,
even those from friends. Discussion ensued with comments that the Ethics
Commission had advised the City Attorney that gifts unrelated to one's
position were not reportable.
The meeting adjourned at 9:15 a.m.
