Marlow, Board Member Candace Gardner, and Board Member Lisa Tuttle Absent 3 - Board Member Emilio Gonzalez, Board Member Nola Johnson, and Board Member Kristin Langley Also Present: Felicia Donnelly - Administrative Support Manager, Patricia O. Sullivan - Board Reporter 1. Call To Order The Chair called the meeting to order at 6:30 p.m. at City Hall. 2. Approval of Minutes 2.1 Approve minutes from July 26, 2016 meeting Member Marlow moved to approve the minutes of the July 26, 2016 Parks & Recreation Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 3. Citizens to be Heard Regarding Items Not on the Agenda: None. 4. New Business Items 4.1 Parks & Recreation Projects Update Administrative Support Manager Felicia Donnelly said final drawings, incorporating resident comments for the Morningside Recreation Center, were due in November. Restroom renovations at Jack Russell stadium were completed. FDOT(Florida Department of Transportation) approved landscaping plans for Missouri Avenue medians to be installed by spring. East Shore Boardwalk construction will start at Papaya Street and the Intracoastal Waterway in November. Playground equipment at the Coachman Ridge Park will be replaced by December. The City applied for 2 new grants for the Countryside Sportsplex and Eddie C Moore Complex. The City was awarded a $1.4 million grant for the Courtney Campbell trail overpass on SR60. The next phase of the Druid Street trail should begin in May. A Call to Artists was distributed for the Garden Avenue Garage mural. The art piece for the new East/St. Petersburg College Joint-Library soon will be selected. 4.2 Review of Parks & Recreation Council Items At a recent meeting, the City Council authorized award of landscaping service agreements for subcontracted sites. 4.3 Crest Lake Park Concept Plan A public open house during inclement weather attracted approximately 60 residents. Member Tuttle helped facilitate the meeting. The consultant will Page 2 City of Clearwater Parks and Recreation Board Meeting Minutes October 25, 2016 use ideas from the meeting to draft a plan for Crest Lake Park improvements. It was recommended that the board present a letter to the City Council recommending the Council continue to budget Penny for Pinellas funds for future Parks & Recreation projects. Member Marlow moved to recommend the City Council strongly consider funding Parks & Recreation projects with future Penny for Pinellas funds. The motion was duly seconded and carried unanimously. 5. Old Business Item: None. 6. Director's Report: None. 7. Board Members to be Heard In response to a question from Member Marlow, Ms. Donnelly said partial funding awarded by FRDAP (Florida Recreation Development Assistance Program) was insufficient to add courts at the McMullen Tennis Complex. The City requested an additional $100,000 from the next legislative session. The project will move quickly if additional funds are awarded. 8. Adjourn Attest: Chair Ortega said residents and the Clearwater Neighborhood Coalition requested a grant to increase the number of interconnecting bicycle paths in Clearwater. He said the City Council had approved applying for a grant to upgrade Drew Street to be more pedestrian and bicycle friendly for all abilities as part of the Complete Streets approach. It was agreed that Drew Street was dangerous for children and pedestrians. Member Marlow moved to support the Complete Streets approach and recommended the City Council also support the Complete Streets concept as appropriate.
