AIRPORT AUTHORITY MEETING

The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
ITEM #2 - Approval of Minutes
Member Nixon moved to approve the minutes of the regular meeting of September 6,
motion
2000, as submitted in written summation to each board member. The was duly
carried
seconded and unanimously.
ITEM #3 – Tenant Report from FBO
David King, Suncoast Flying Services and FBO (Fixed Base Operator) reported the
monthly FBO report has not changed from September: 27 t-hangars, 40 shade hangars, 35
hard stands, 19 grass tiedowns, and 10 transients. He installed two window air-conditioners at
his own expense.
Mr. King stated four tenants have not signed a lease. One is four months behind in
rent. Assistant City Attorney Jane Hayman said Assistant City Attorney John Carassas was
the scrivener of the lease. Staff is evaluating how this issue should be pursued legally.
Discussion ensued regarding responsibilities and potential actions associated with the lease.
Mr. King will act as he is instructed.
Mr. King said he is working with the City regarding a lighted sign at the fuel pumps. It
was recommended Mr. King paint warning marks on the taxiway to caution pilots about the
dips.
Mr. King said the list of people who wish to rent hangars is available for review in the
office. He said the income from hangars alone is insufficient to cover maintenance and
operational costs. Some people plan to construct a airplane in a hangar and not to purchase
ancillary services such as fuel and maintenance. He questioned if he is obligated to offer
space to the next name in line. Suggestions included: 1) develop & follow a policy; 2) rank

names on waitlist according to economic benefit; 3) require minimum monthly purchases; and
4) base lease rates on planned uses. It was felt citizens who fly planes should be considered
first. It was stated some Airpark pilots live in Pasco County. Harbormaster Bill Morris said
marina rates differ for residential and commercial uses and residents and non-residents.
Mr. Morris said the master plan has three phases. First, the runway will be expanded to
allow airplanes to fly higher over nearby residences. A future phase will add a restaurant and
other amenities.
In response to a question, Mr. King said fuel rates are based on the cost of the produce
plus overhead and City tax. He said a monthly survey reveals the only area airparks with lower
fuel rates have no overhead expenses. Mr. Morris said the $0.06 per gallon tax combined with
the City’s return from hangar rentals, brings approximately $100,000 annually into City coffers.
Patrols by police aides have improved airpark and neighborhood security.
ITEM #4 – Master Plan Update
Klaus Palinkas, PBS&J (Post, Buckley, Shuh, and Jernigan) said the Master Plan is
complete. The final section made certain no problems relate to declared distances, threshold
relocations, and noise impacts on the community. Declared distances were conceived in the
1950s for constrained airports, such as the Airpark. The runway safety area extends 240 feet
beyond the end of the pavement. He distributed a draft of the Master Plan. All approaches
must rely on VASI (Visual approach Slope Indicator).
Mr. Palinkas has forwarded a formal declared distance review to the FAA for analysis
and FDOT (Florida Department of Transportation) for review. FDOT has 60 days to reply to
the City’s submittal. The Airpark is encouraged to control future growth nearby by purchasing
runway easements etc. The State likes full utility of runway material.
Mr. Palinkas said noise will be reduced when planes climb faster. He distributed a
handout of solutions to major problems. Problems related to the take off distance can be
resolved by clearing obstructions. He reviewed noise contours of the airpark, including models
to forecast use through 2020. Improved turbine engine technology has reduced the size of a
plane’s sound footprint. Mr. Morris said hedges on the east and berms on the south ends of
the property will provide noise attenuation.
Mr. Palinkas said the next step is to prepare an implementation plan for declared
distance. Classroom/education spaces at the Airpark will address the needs of the flight
schools and Civil Air Patrol. Related information also will be posted in the FBO building. It
was recommended, in the future, golf carts be used use to transport people between the
hangars and planned restaurant . It was noted anyone crossing the Airpark’s taxiway or
runway must have a radio. Mr. Morris suggested a perimeter track could be constructed.
The board congratulated staff and Mr. Palinkas for their work on this Master Plan
project and pursuing communication with neighbors related to community concerns.
Ellen Hess expressed concern future construction of hangars will increase traffic on
Keene Road. It was suggested traffic increases would be no more than 10 cars daily. Jim

Hess noted the longer runway will allow airplanes to turn away from residential areas more
quickly. Bill Wade opposed the expansion.
