The Chair called the meeting to order at 3:00 p.m. at City Hall.
ITEM 2 – Minutes Approval
Member Nixon moved to approve the minutes of the regular meeting of April 5, 2000,

as submitted. The was duly seconded and unanimously.
ITEM 3 - Tenant Report/FBO
David King, Suncoast Flying Services, reported there are 27 t-hangars, 40 shade
hangars, 35 hard stands, 19 grass tiedowns, and 10 transients. He enjoyed the Open House
activities and said he provided over five hours of free helicopter rides. Justin Wilbur, Suncoast
Flying Services, was impressed with the Open House and the Experimental Aircraft
Association. Low cost airplane rides were provided.
Mr. King feels the traffic pattern at the Airpark for Runway 16 is not a problem.
Discussion ensued regarding Runway 34 and the fifty-degree turn required before making a
thirty-degree bank at low altitude. He requested the AA’s (Airport Authority) approval to
perform test flights to obtain input regarding amending the traffic pattern to Keene Road.
Interested neighbors will be welcome to participate and proposals to change the pattern will
not be made without sufficient research. Mr. Wilbur said he contacted the FAA (Federal
Aviation Authority) regarding their recommendations on traffic patterns. The FAA specifically
recommended no turns on departure, but a straight departure to 300 feet below the traffic
pattern before making a crosswind turn. Mr. King’s recommendation of a straight out
departure would allow aircraft to climb to 700 feet before making a right turn. Both Mr. King
and Mr. Wilbur feel the potential for a mid-air collision is strong with the current traffic pattern
on Runway 34. It was remarked that years ago decibel sound equipment used at the Airpark
indicated that garbage trucks made more noise than the aircraft. It was remarked that as
Clearwater is in the most populated county in the State, it is not possible to please everyone all
the time. Concern was expressed that Mr. King’s suggested traffic pattern was in place a few
years ago. Numerous complaints were received. Concern was expressed that aircraft will not
stay over Keene Road on a departure.

Mr. King said the extension to the south end of the runway will allow aircraft to get
airborne further from the northern neighborhoods and have them flying higher and quieter and
safer. He said next month he will present a proposal to the AA requesting the pattern for
helicopters be amended.
Member Roper moved to direct the Harbormaster to coordinate with the FBO (Fixed
Based Operator) to proceed with appropriate preliminary testing and report back to the AA.

It was suggested the FBO and the AA review the Airpark rules and regulations and
suggest changes if appropriate. It was requested staff include review of the rules and
regulations as an agenda item for the next meeting. Klaus Palinkas, of PBS&J (Post, Buckley,
Shuh, and Jernigan), said the FAA had requested his firm to look at the Keene Road departure
pattern. Last fall, the FDOT (Florida Department of Transportation) suggested a potential
traffic pattern designed to mitigate noise by flying over busy rights-of-ways rather than homes.
As part of their contract, PBS&J is using the FAA’s integrated noise model based on average
decibel values over a one-year period of time.
ITEM 4 – Election of New Chairman

Member Lunt moved to nominate Gary Benjamin as Chair. The was duly

seconded and unanimously. Member Nixon was not present for the vote. Chair
Benjamin accepted the nomination, and noted this is his third and last term as Chair.

ITEM 5 – Comments on Open House
It was remarked the Open House was excellent. Attendance was strong but crowds
were never over capacity for the Airpark. The FBO and the Harbormaster were complimented
for their efforts. John Atanasio of the CAP (Civil Air Patrol) was congratulated on the
dedication of the CAP building.
ITEM 6 – Master Plan Updates
Mr. Palinkas said the Master Plan document is 90% complete. He anticipates a
preliminary submittal of the Master Plan to the AA next month and the final document by the
end of June 2000 for submission to the Commission. He reviewed the timeframe for runway
extensions, etc. Soil foundation testing will be done whenever necessary. Concern was
expressed that a dip in the taxiway past the last exit heading north near the maintenance
hangar needs to be addressed. Mr. Palinkas said as it is using needed space, the existing fuel
farm will be relocated to a vacant area west of the maintenance hangar. Concern was
expressed the tanks will be above-ground tanks which are lightning magnets. In response to a
question, Mr. Palinkas said Airpark operations will be coordinated with the FBO and Airpark
users once the Master Plan approval is complete. He said the cost estimates are not
complete. A remark was made that orange balls on the 120-volt light wires on the north end of
the Airpark were placed on the wrong wires. It was felt they were intended as warnings to

aircraft east of the Airpark. It was requested Mr. Palinkas supply the AA with a draft copy of
the most current Master Plan.
ITEM 7 – Other Business
Mr. Atanasio thanked the Harbormaster, the Assistant City Attorney, and the AA for
achievements at the Airpark. He was impressed that the cadets that monitored the traffic at
the Open House festivities policed the entire area. He requested staff provide the CAP with an
official statement indicating the City has authorized the CAP to install their building at the
Airpark. He said the statement is required for insurance purposes and the post office.
Senior Planner Gina Clayton distributed a copy of a proposed ordinance to amend the
Community Development Code to permit a helipad in a residential zoning district. In
anticipation of future requests such as this by a citizen who owns property at 800 Druid Street,
zoned Low Density Residential Zoning District, staff has prepared an ordinance for
consideration by the Community Development Board. Staff is requesting the AA’s feedback
regarding the proposed ordinance. If the ordinance passes, helipads would be permitted in the
Low Density Residential Zoning District as a flexible development which requires a public
hearing before the Community Development Board and residents within 200 feet will be
notified of the request. The property must be a minimum of 40,000 square feet in area to
qualify for a helipad, with a lot width of 200 feet, and meet other criteria. Any required
approval by the FAA and FDOT also will be required to be submitted with the application. It
was suggested staff remove Item #9 of Section #3 on page 3 of the proposed ordinance.
Consensus was to add review of the proposed ordinance to the next meeting.
Harbormaster William Morris said a proposal to replace the telecommunications tower
at the Clearwater High School may be in excess of the FAA regulations once the runway
extensions to the Airpark are implemented. It was suggested that staff notify AT&T of the
matter.
In response to a question, Mr. King said he will provide a status report on Airpark
leases at the next meeting.
Mr. Morris said the Noise Abatement sign was in place 3 days after the last AA
meeting.
