The Chair called the meeting to order at 3:00 p.m. at City Hall.
ITEM 2 – Minutes Approval
Member Nixon requested that regarding the minutes of March 3, 2000, on page 2, Item
#7, paragraph one, sentence one read “… Buz Heuchan…”; and Item #5, paragraph two,
sentence two read “Concern was expressed for loss of the northern triangle, and for a brackish
water desalination plant that would impede the Airpark’s …”
Member Streicher moved to approve the minutes of the regular meeting of March 3,
motioncarried
2000, as corrected. The was duly seconded and unanimously.
ITEM 3 - Tenant Report/FBO
David King, Suncoast Flying Services, reported there are 27 t-hangars, 40 shade
hangars, 35 hard stands, 11 grass tiedowns, and 10 transients. Eighteen hard stands are
being paved today. Mr. King expressed his excitement about the many improvements taking
place at the airpark including new paint and carpet, striping, landscaping, a new computerized
weather system, key card system, etc. Fifteen new lights were replaced by Florida Power and
spotlights are being placed by t-hangars to deter theft. Patterns and noise abatement issues
also are being addressed. He feels strongly about maintaining public relations between City
staff and the public. He thanked Harbormaster William Morris, staff, and the AA (Airport
Authority Board) for their support. In response to a question, he said he will ensure that all
tenants have signed leases and will report to the AA next month on their status. He said the
airpark must be run like a business in order to generate the revenues the City requires and
ensure the success of the airpark as an enterprise fund. It was suggested, as the City is
beginning the budget process, Mr. King should discuss with Mr. Morris any issues concerning
the airpark.

ITEM 4 – Presentation of Master Plan – April 2000
Klaus Palinkas, of PBS&J (Post, Buckley, Shuh, and Jernigan), said the Master Plan is
a conceptual development plan and will depend on demand at the airpark. It provides the
potential for long term development of the airpark to become an independently economically
viable facility. The project is 75% complete. He reviewed some of the key tasks that are
expected to be completed within 4 to 6 weeks, including noise impacts, analysis of Runway 16
approach, clearance over the seaboard rail right-of-way, completion of the aeronautical
obstruction analysis, cost estimating, phasing, and development of capital improvement
program, and coordination with FDOT (Florida Department of Transportation) and other
pertinent state agencies. An analysis will be done to implement any changes. Major
considerations in the Master Plan include regulatory compliance (safety), attractive community
and economic development, aviation-related economic development, and neighborhood
considerations. Mr. Palinkas referred to a map of the airpark and reviewed areas where
improvements and property acquisition is proposed. He said after two decades, this plan
marks a pivotal point in the airpark’s history as it will attract people, contribute to its own
upkeep, and enhance the City. In response to a question from a resident, he said the 152 new
aircraft and 271 parking spaces at key locations for access to the new development areas will
be phased in over a 20-year period. Most of the initial development will take place on currently
owned airpark property, away from neighborhoods. Some of the properties being considered
for acquisition are already City-owned. It was remarked that the plan proposes acquisition of
additional property on the northern and southern ends of the airpark, and a parcel in front of
the airpark drive. It was noted that no development is proposed in front of the airpark, but that
parcel should be brought under airpark control. In response to a resident’s concern, it was
remarked that larger aircraft could only use the runways if they were widened. The runway
and taxiways are too close together to accommodate larger aircraft. Plans are to keep the
airpark a B1 small aircraft airpark. Extending the length of the runway will allow aircraft to fly
higher over homes and provide more landing area. Mr. Palinkas said the FAA has announced
that it will disperse $150,000 to every general aviation airport in the NPIAS (National Plan of
Integrated Airport Systems) area as an entitlement for development. Any airport with night
restrictions such as the Clearwater airpark, is not eligible. In response to a question, he said
the runway must be open 24 hours, not the FBO (Fixed based operator). It was remarked that
there would be no reason to land at an airpark if operations are closed.
Discussion ensued regarding alternative uses for property surrounding the airpark. It
was felt that a park would not be an appropriate use due to safety concerns. It was remarked
that any potential development near the airpark will involve public discussion and input. Mr.
Palinkas said dependent on receipt of the obstruction survey and FDOT approval, he
anticipates submission of the Master Plan to the Commission in late June.
Mr. King extended an invitation to residents to tour the airpark. One resident was
impressed that Justin Wilbur of Suncoast Flying Services had asked if he could attend their
neighborhood association meeting. Another resident said the airpark is in a good position
regarding economic development of the airpark as at one time, the Aviation Authority had
agreed that some of the property north of the airpark should be under airpark control.

ITEM 5 – Open House 2000
Mr. Morris said the Open House is on track. A meeting is scheduled tomorrow morning
to finalize plans.
ITEM 6 – Other Business
Discussion ensued regarding signage. Consensus was to place a sign at the south
end of the airpark runway stating “Noise Abatement procedures in effect. Upon departure turn
right to heading 030 ASAP.” It was remarked that a sign indicating “Neighborhood Friendly
Airport” can be placed at another location such as at the entrance to the airpark.
John Atanasio, Civil Air Patrol, invited board members, the Mayor, and interested public
to attend the official opening of the Civil Air Patrol building at 10:00 a.m. on April 15, 2000. He
requested a set of the previous AA minutes along with the meeting agenda regularly be mailed
to him as they were in the past.
Member Nixon said the FAA (Federal Aviation Authority) is holding a safety meeting at
7:30 p.m. on May 2, 2000, at the City sanitation facility. She said the airpark was mentioned in
the Weekender a few weeks ago.
Concern was expressed that no one has seen any pamphlets or information regarding
Clearwater’s Fun N Sun event.
Assistant City Attorney John Carassas said election of a new Chairperson will be
addressed if appropriate at the next meeting.
