The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM #2 – Approval of Minutes
Member Lunt moved to approve the minutes of the regular meeting of February 2.

ITEM #3 - Tenant Report/FBO
Justin Wilbur, FBO (Fixed Base Operator), reported there are 27 t-hangars, 40 shade
hangars, 35 hard stands, 11 grass tie-downs, and 10 transits. The Airpark has many visitors.
The FBO and his partner, Dave King, were complimented for their efforts to tidy the
Airpark’s entryway and present a professional appearance.
ITEM #4 – Signage Update
Harbormaster William Morris said the Public Works Department will pave the gravel
taxiway near the FBO building and some gravel hard stands within the next 4 weeks. New
signage related to noise abatement will be installed within 6 weeks. The recommended yellow
markings are in place. Paving work will not interfere with the Open House. The City will patch
and repair the other taxiway as needed. Mr. Morris requested the board recommend
dimensions for the run-up area planned for the Airpark’s west side.
ITEM #5 – Presentation of Master Plan – April 2000
Klaus Palinkas, of PBS&J (Post, Buckley, Shuh, and Jernigan), said the Master Plan
will be 90% complete by the end this month and ready for distribution. A glitch caused a 2-
week delay. Public comments will be integrated into the final draft, expected to be complete
by the end of April. The City is maintaining a strict mowing schedule to discourage wildlife

habitation on Airpark property. Mr. Palinkas planned to distribute copies of the Master Plan
draft to AA (Airport Authority) members before April’s meeting.
Mr. Wilbur had reviewed the draft and suggested rearranging the tie-downs and
increasing the number of t-hangars. Concern was expressed for loss of the northern triangle,
and for a brackish water desalination plant that would impede the Airpark’s ability to maximize
revenue generation, attain economic self-sufficiency, and achieve enterprise status. Mr.
Palinkas said the Master Plan will illustrate the best use of the entire property for aviation
purposes. He anticipated the Master Plan will be presented to the City Commission in April.
ITEM #6 – Landscape & Fence Update
Mr. Morris reported the City had leased the golf park for 2 additional years while
considering the best use for that land. Though FAA (Federal Aviation Authority) separation
requirements are more stringent than the State’s, the Airpark is grandfathered under FDOT
(Florida Department of Transportation) guidelines. The fence will be moved 8 feet farther onto
the golf course. A deadline was not been established.
Planned landscaping will improve the runway’s south end and along Hercules Avenue
where a hedge is planned. Associated watering requirements are under review. An earth
berm to the south will improve noise mitigation. Mr. Palinkas doubted a State favored
vegetation berm would be adequate. Additional engineering studies are necessary. The berm
will be designed in-house and presented to the public during Open House for comment. The
Master Plan will recommend its location.
ITEM #7 –Open House 2000
Mr. Wilbur reported Buz Huechan has scheduled a second meeting prior to the April 15,
2000, Open House and has invited AA participation. The Open House will feature a ladder
truck, K-9 unit, Bayflight helicopter, ultra-light demonstration, and skydiver show. Inexpensive
airplane rides will be offered. The Parks & Recreation Department will provide tents, chairs,
and children activities, including a moonwalk. He expected a large turnout for the event,
scheduled as part of Clearwater’s Fun N’ Sun and Pinellas’ Millennium celebrations. The City’s
portable gas grill will be on-site. It was suggested a portable ice machine be acquired. CAP
(Civil Air Patrol) cadets will help with parking, traffic control, and food handling.
ITEM #8 – Other Business
Tenants have recommended the FAA, Airpark customers, flight schools, and nearby
residents meet to discuss safety. It was felt FAA input regarding traffic patterns and other
procedures could be valuable. It was said concurrence on communication procedures will
improve safety. It was suggested several forums be scheduled annually and held at the City’s
Solid Waste facility on Hercules. Mr. Wilbur recommended the meeting be heavily advertised
to assure strong attendance. In response to a recommendation, he said attendance could not
be mandatory. He will announce it in monthly billings. Neighbors will be contacted once a
date has been scheduled.
It was requested the Airpark’s traffic pattern be posted at all area flight schools. Mr.
Wilbur said recent incidents were not related to the Airpark nor its traffic pattern. Several area
airparks also have experienced recent problems. The Airpark has 36 employees. Staff is

designing programs to meet Airpark needs using advanced software. While upgrades are
expected to take 5 months, he said improvements are evident already. Staff wears company
shirts or identification to indicate they are Airpark employees.
A resident recommended a sign be installed inside the doors of the FBO building,
stating the Airpark is “neighborhood friendly” and requesting pilots adhere to established flight
patterns and noise abatement practices. Mr. Wilbur noted the no trespassing and restrictive
signs on Airpark property discourage neighbor access.
Mr. Wilbur reported several incidences of theft have occurred recently, probably at
night. He said some overhead lights need replacement. He is obtaining quotes for a video
camera system to stop night traffic, discourage violation of rules, and identify perpetrators. He
hoped the system will reduce related problems and complaints. Police officers use the parking
lot at night to complete reports.
In response to a question, Mr. Wilbur indicated most local airparks and airports offer
flight schools. Many transients who visit the Airpark are students practicing landings.
Mr. Morris said City code enforcement staff soon will tag vehicles abandoned at the
Airpark and should be able to have them removed within 9 days. Owners of airplanes in
disrepair will receive letters indicating the airplanes must be flight worthy or be removed. The
Airpark does not want to provide dead storage of aircraft.
Assistant City Attorney John Carassas said all tenants are required to sign a lease
obligating them to follow Airpark rules and regulations. The previous FBO had been instructed
to record each lease. Mr. Wilbur said he recently had received the file and will review it. All
leases are month-to-month. Mr. Carassas said the City must approve any modification to the
lease. He recommended Mr. Wilbur report next month on the status of Airpark leases.
CAP representative John Atanasio said the agency had received its final Certificate of
Occupancy for its Airpark facility. He reported on cadet achievements. The CAP is heavily
involved in plans for the Open House and is accepting landscape donations.
The City Manager said staff is considering the City’s long-term needs while developing
an overall plan. A preliminary meeting is planned with AA members, staff, and the
neighborhoods to discuss these issues. Mr. Morris said any changes to the Airpark will adhere
to the Master Plan. Half of related efforts will deal with noise abatement. Concern was
expressed a reduction in Airpark property will negatively impact long range objectives.
