The Chair called the meeting to order at 3:00 p.m. at City Hall.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
ITEM 2 - Minutes Approval
Regarding the November 3, 1999 minutes, it was recommended: 1) page 2, paragraph
1, sentence 5 read “. . . test it, and obtain neighborhood. . . ”; 2) page 2, paragraph 6,
sentence 1 read “. . . yellow line to the taxiway at the approach to Runway 34 for aircraft run-
ups.”; and 3) page 3, paragraph 2, sentence 1 read “. . . scheduled for 3:00 p.m. . . .”
Member Nixon moved to approve the minutes of the regular meeting of November 3,
motioncarried
1999, as amended. The was duly seconded and unanimously.
ITEM 3 - Tenant Report – FBO
FBO (Fixed Base Operator) Rick Emshoff reported there are 25 t-hangers, 40 shade
hangers, 43 hard stands and 11 grass tiedowns.
ITEM 4 – Neighbor’s Day Critique
Resident Ellen Hess was thanked for distributing information regarding Neighbor’s Day,
held November 13, 1999 at the Solid Waste facility. The program included a report on the
Airpark master plan, a review of noise abatement procedures. Concern was expressed the
City had failed to communicate sufficiently with the public and disgruntled residents regarding
this opportunity. It was stated the non-flying public does not understand aircraft requirements,
etc., related to small airparks.
Observation of 21 aircraft departures in 30 minutes following the program was reported
at the home of an Algonquin Drive resident. While most aircraft followed the published
pattern, one did not. The residents expressed noise related concerns that twin-engine aircraft
approach the Airpark at night by flying over their house. It was felt the residents better
understand Airpark safety and operational procedures. The GPS (Global Positioning System)
approach directs aircraft over the Algonquin Drive home. It was reported the Tuesday after the

Airpark Neighbors Day, only 5 aircraft, all following the published pattern, were observed from
the subject home during a one-hour period.
It was suggested aircraft demonstrations be added to upcoming Millennium events such
as Sun ‘N Fun and other Airpark events be scheduled to improve resident awareness and
education. It was suggested a contest award a prize to whoever guesses aircraft altitudes
most correctly. It was felt homeowners are aware of their proximity to Clearwater Airpark at the
time of purchase.
Resident Ellen Hess said distributing the fliers provided residents the opportunity to
voice concerns. It was stated residents are encouraged to obtain copies of meeting minutes,
contact the Commission, and attend Airpark Authority board meetings. She complimented the
board for addressing resident concerns and stated the board can not be expected to increase
their efforts.
ITEM 5 – Clearwater Airpark Open House Millennium Celebration
Mr. Morris reviewed plans to market the Airpark as a destination in conjunction with the
Jazz Holiday, Sun ‘N Fun, etc. It was noted that the Airpark had planned a Fun ‘N Sun open
house in May, but the City has been requested to schedule a Millennium open house in April.
Information regarding upcoming events and a firm open house date was requested.
Mr. Morris said the Airpark had received a request to allow ultra light aircraft during
April’s Fun ‘N Sun celebration. Discussion ensued regarding the Airpark’s ban of ultra lights. It
was stated that most ultra lights are not registered. Some may not meet minimum Airpark
criteria. Ultra light pilots are required to be licensed.
Consensus was to allow organized groups of ultra light aircraft to fly in to the Airpark for
one-day only in April 2000, in connection with the City’s Fun ‘N Sun or Millennium celebration.
It was requested that Assistant City Attorney John Carassas review related City liability issues.
It was suggested a waiver be incorporated into related advertising. Mr. Carassas said staff can
review organizations’ liability coverage prior to their use of the Airpark.
Member Roper moved to direct Mr. Morris to proceed with including the Airpark in the
City’s Millennium celebration, scheduling an open house, and pursuing a waiver of the
motion
Airpark’s ultra light ban for the event, in April 2000 only. The was duly seconded and

ITEM 6 – Other Business
Mr. Emshoff referred to an article in Private Pilot magazine which compliments the
Airpark, recommending the Airpark for fly-ins, and reporting the Unicom is answered
pleasantly, the grass is well maintained, and good relations with its neighbors are maintained.
The accompanying photograph of the Airpark was taken before recent improvements, such as
new runway lights. It was suggested staff copy the article to the Commission and attach it to
these minutes. It was suggested a new photograph of the Airpark be forwarded to the editor of
Private Pilot, with a note referencing the Airpark’s lights. Mr. Morris said Flight Card had
promised to take a new picture. He said marketing the Airpark through advertising is under
negotiation.

It was stated an inexpensive web cam at the Airpark could provide updated
photographs of the Airpark for viewing on the City’s web site.
Mr. Emshoff invited board members and residents who regularly attend Airpark
Authority meetings to attend a holiday party at the Airpark on December 16, 1999, at 7:30 p.m.
Concern was expressed some pilots perform low fly-bys and do not adhere to required
altitudes. It appears most violations involve rental aircraft and transient pilots. Mr. Morris will
request Suncoast Flying Services to submit an incident report to the FBO. He also will check
with Public Works regarding the status of Airpark signage.
It was suggested revisiting the issue of adding a run-up pad on approach 34 to divert
noise to the Airpark’s west side. Mr. Morris said next fiscal year, he will include that
recommendation in the RFP (Request for Proposals) related to overruns.
Discussion ensued regarding pilots maintaining orientation during run-ups. It was
reported that instructors train student pilots to do run-ups into the wind. It was suggested a
sign, “Beware of Prop Wash on Run-up,” be added to planned signage.
It was requested the next Airpark meeting agenda include: 1) signage; 2) date to
present Master Plan to Commission; 3) pattern study; 4) Fun ‘N Sun participation; and 5) report
on City position related to the Airpark hosting an open house in April or May 2000.
