11/15/2016 - Special Meeting NEIGHBORHOOD & AFFORDABLE HOUSING ADVISORY BOARD SPECIAL MEETING MINUTES CITY OF CLEARWATER November 15, 2016 Present: Chair Michael Potts, Vice Chair Kevin Chinault, Board Member Peggy M. Cutkomp, Board Member Carmen Santiago, Board Member Empty Seat Absent: Board Member Lisa Hughes, Board Member Linda Kemp Also Present: Denise Sanderson — Economic Development& Housing Director, Chuck Lane— Economic Development& Housing Assistant Director, Patricia O. Sullivan — Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 —Approval of Minutes 3.1. Approve minutes of the August 9, 2016 Neighborhood &Affordable Housing Advisory Board meeting as submitted in written summation. Member Cutkomp moved to approve minutes of the August 9, 2016 Neighborhood & Affordable Housing Advisory Board meeting as submitted in written summation. The motion was duly seconded and carried unanimously. 4—Citizens to be Heard re Items Not on the Agenda: None. 5—Substantial Amendment to the FY 2016/17 —2019/20 4-Year Consolidated Plan and FY 2016-17 Annual Action Plan Assistant Economic Development& Housing Director Chuck Lane said the City Council had approved the 4-year Consolidated Plan and annual Action Plan. A substantial amendment was necessary: 1) HUD (Housing & Urban Development) Department required the City to identify the City's planned use of program income upon receipt; 2) budget had to be adjusted to carry over unspent FY (Fiscal Year) 2015 grant funds; and 3) NSP (Neighborhood Stabilization Program) 3 funds, approximating $240,000, had to be closed out and would be converted to CDBG (Community Development Block Grant) funds. Member Chinault moved to recommend approval of the substantial amendment to the FY 2016/17—2019/20 4-year Consolidated Plan and FY 2016-17 annual Action Plan. The motion was duly seconded and carried unanimously. 6 — Low Income Housing Tax Credit Applications Economic Development& Housing Director Denise Sanderson said staff sought recommendation for the City Council to approve a $75,000 grant as the local government contribution required for a City applicant to participate in Florida's LIHTC (Low-Income Housing Tax Credit) program. The City received 2 applications to construct senior affordable housing. If 1 is approved, housing funds would pay the commitment; only 1 application in Pinellas County Neighborhood & Affordable Housing Special 2016-11-15 1 will be approved. Mr. Lane said the Florida Housing Finance Corporation recently adopted a local government preference option requiring the contribution of 2.5 times the value of a single unit at a proposed project, A project application with such a commitment, likely in excess of $700,000, would have a higher likelihood of approval. Staff did not recommend contributing more than $75,000 which was consistent with prior City commitments for LIHTC applications. Mr. Lane said this year's 9% LIHTC may attract up to 12 applications countywide. An approved project would have to comply with Code. A developer would be responsible for doing due diligence re site. The LIHTC program required a developer to maintain the property for 15 years. Member Cutkomp moved to recommend the City Council commit $75,000 from the General Fund in support of a LIHTC application for a senior affordable housing development in Clearwater. The motion was duly seconded and carried unanimously. 7 — Parking Passes — City Hall Parking Lot 2017 parking passes were distributed to board members. 8 — NAHAB Board Vacancy Ms. Sanderson said NAHAB (Neighborhood & Affordable Housing Advisory Board) had a vacancy for a citizen representing employers within Clearwater. City residency was not required. She encouraged members to direct interested, qualified parties to Official Records and Legislative Services to apply. 9 — Old /New Business Ms. Sanderson introduced Mr. Lane. She hoped the Housing Manager position would be filled by the first of the year. In response to questions, staff reviewed plans for the City's purchase of Clearwater Christian College wetlands and uplands along Bayshore Boulevard, marketing efforts by the Strand's owner, and discussed the idea of a multi -modal facility at the former Tampa Bay Times site.
