11/03/1999 AIRPORT AUTHORITY MEETING CITY OF CLEARWATER November 3, 1999 Present: Gary Benjamin Chair Dennis Roper Board Member Ron Streicher Board Member Bob Lunt Board Member Brenda Nixon Board Member Also Present: William Morris Harbormaster Brenda Moses Board Reporter The Chair called the meeting to order at 3:00 p.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. ITEM 2 - Minutes Approval Member Roper moved to approve the minutes of the regular meeting of October 6, motion 1999, as submitted in written summation to each board member. The was duly carried4:0 seconded and . Member Nixon abstained. ITEM 3 - Tenant Report – FBO FBO (Fixed Base Operator) Rick Emshoff reported there are 2 new hard stands. ITEM 4 – Neighbor’s Day Harbormaster William Morris thanked resident Ellen Hess for distributing information regarding Neighbor’s Day. Ms. Hess said she had printed approximately 1,000 fliers. Mr. Morris said the Clearwater Airpark traditionally invites neighboring residents to an open house at the Airpark. This year’s Neighbor’s Day includes an informational meeting at the Solid Waste Building on November 13, 1999. Klaus Palinkas, PBS&J (Post, Buckley, Shuh & Jernigan) representative will report on the updated master plan. A review of noise abatement procedures will be followed by questions and a tour of the Airpark. ITEM 5 – Other Business Mr. Morris reported on the recent Florida Airport Manager’s Association Noise Abatement and Community Affairs seminar in Tampa, which focused on community relations and noise abatement procedures. At the seminar, he had reviewed Airpark traffic patterns with Al Roberts, the State official responsible for licensing small airports. Mr. Roberts supports concentrating air traffic over the area’s largest roads, Keene and Sunset Point. He suggested changing the current pattern due to increased student pilot traffic. It was felt two different traffic patterns may cause safety problems. In response to a question, Mr. Morris said Mr. Roberts had said an experienced flight examiner could fly the suggested pattern. maa1199 1 11/03/99 Justin Wilber, Suncoast Flying Services, suggested concentrating all traffic over Keene Road in a northbound direction will satisfy FAA requirements for traffic patterns and noise abatement. He said a new customer, who recently completed noise abatement procedures for Atlanta International Airport, now lives in Clearwater and may be able to assist with noise abatement issues. It was remarked if the suggested traffic pattern is adopted, aircraft will fly over more residences than now. It was stated as aircraft can fly straight from the Airpark, they can reach higher altitudes faster, lessening noise. Mr. Morris will discuss the new pattern with Mr. Roberts, test it, and obtain neighborhood input. Mr. Wilber hoped his student pilots can use the St. Petersburg/Clearwater Airport on days when winds favor Runway 34 for flight instruction and touch and go landings. He has placed signage inside the training building listing Airpark hours of operation. Pilots cannot depart one hour after sunset or land after 9:00 p.m. Member Roper moved to encourage Mr. Morris to test the suggested traffic pattern, confer with Mr. Roberts, have a flight examiner fly the pattern and comment on it, and make motioncarried 5:0. recommendation to the board. The was duly seconded and Resident Bill Wade expressed concern the Keene Road traffic pattern will increase air traffic over more residences than the current pattern. He said pilots will be unable to gain altitude quickly enough to alleviate associated noise. He said citizens’ safety must be protected, regardless of costs. It was indicated the new pattern is under consideration as a resolution to noise abatement issues. Clearview Lake Estates resident Bruce Miller said he had noticed improvement in noise abatement from most airplanes traveling east. In response to a question, Mr. Palinkas requested the City inform him regarding Keene Road improvements and the retention pond to incorporate changes into the firm’s obstruction survey. Mr. Morris said related plans have not changed. Mr. Palinkas reported PBS&J is evaluating runways, runway protection zones, removal of chevrons from pavement, displaced thresholds, etc. A change of scope has pushed back the schedule. In response to a question, he as part of the Master Plan, PBS&J will develop a plan to finance projected development and determine revenue generation possibilities. T-hangars, corporate hangars, future leases, etc. will be reviewed. Discussion ensued regarding the best use for the Airpark’s “northern triangle.” Reference was made to an Airpark tenant suggestion to add a dashed yellow line to the taxiway at the approach to runway 34 for aircraft run-ups.. It was suggested the line may be more useful in another location. The EAA offered to paint the segmented circle according to FAA guidelines. It was suggested these issues be reviewed with signage. Mr. Palinkas will make a recommendation regarding repainting the segmented circle plan. Mr. Morris was thanked for repairs to the entry gate. It was noted a pole on the fence needs repair and increased maintenance is necessary outside the FBO office. In response to a question, Mr. Morris said runway overruns are scheduled for construction in FY (fiscal year) 2001/02. The State’s funding cycle differs from the City’s. A tenant said the organization responsible for an aircraft race on Saturday had not contacted the Airport Authority nor obtained permission to conduct high-speed fly-bys. It was maa1199 2 11/03/99 stated the event was advertised in the newspaper and a poster had been placed in the Airpark. Mr. Wilber said the event supported women in aviation and other causes and would probably never take place here again. He had not received any related noise complaints. He offered to contact the responsible organization requesting they first contact the Airpark or Airport Authority Board. It was stated the organization had broken no compliance rules. ITEM 6 – Call Next Meeting The next meeting is scheduled for 3:00 p.m. on December 1, 1999, at City Hall. Consensus was not to schedule a Christmas luncheon.
