10/06/1999 AIRPORT AUTHORITY MEETING CITY OF CLEARWATER October 6, 1999 Present: Gary Benjamin Chair Dennis Roper Board Member Ron Streicher Board Member Bob Lunt Board Member Absent: Francis J. The Chair called the meeting to order at 3:00 p.m. at City Hall. ITEM 2 - Minutes Approval In reference to the minutes of September 1, 1999, Item 2, paragraph 1, the Chair requested it read “Member Lunt moved to approve…”. Member Roper moved to approve the minutes of the regular meeting of September 1, motioncarried 1999, as corrected. The was duly seconded and unanimously. ITEM 3 - Tenant Report – FBO – None. ITEM 4 – Analysis of 34 & 16 Patterns In reference to the October 1, 1999, letter from Justin Wilber, President of Suncoast Flying Services, Inc., Harbormaster Bill Morris said Bill Wade, an Airpark neighbor, had expressed concerns about the Airpark’s traffic pattern during the last two years. While airplanes previously flew southeast of his neighborhood, they now fly overhead. Mr. Wilber indicated he is documenting flight patterns and noted only one recent event of an aircraft flying near Mr. Wade’s neighborhood. Mr. Wilber also documented Airpark problems that need to be addressed, such as inadequate field signage, the lack of noise abatement guidelines for pilots, etc. Discussion ensued regarding 34 & 16 patterns. Mr. Wilber said he is willing to help resolve Airpark issues but feels specific rules must be published to be enforced. He agreed to develop an incident report sheet, inform his clientele of regulations, and request customers/trainees sign agreements to fly the published pattern. It was requested that the published pattern be visibly displayed at the Airpark in strategic locations. Mr. Wilber invited the board to attend a Suncoast Flying Services flight instructors’ meeting to discuss Airpark issues. He said the City is responsible to establish noise abatement standards before signage is erected. He will obtain input from Suncoast’s flight instructors and report suggestions to the board. maa1099 1 10/06/99 Suggestions were made to: 1) Re-educate training and itinerant pilots regarding the Airpark’s published flight patterns and rules; 2) erect “Noise Abatement” signs and improved signage throughout the Airpark; 3) require patrons to report to the FBO (Fixed Base Operator) any rule violations; and 4) mail letters to lessees reminding them of Airpark rules and regulations and consequences of violations. Mr. Morris is working with Suncoast Flying Services and FBO Rick Imshoff to document Airpark issues and determine resolutions. He suggested mailing letters to violators stating that repeated violations will terminate their lease. It was felt enforcement will resolve many Airpark issues. It was remarked that Airpark rules can be modified for clarity. Patrons can be required to sign agreements to abide by published rules. Elena Imshoff, Clearwater Aircraft, said she will mail letters to flight instructors regarding Airpark rules, etc. ITEM 5 – Neighbor’s Day Mr. Morris referred to a letter regarding suggestions for a Neighbor’s Day, an information session for citizens living near the Airpark. Ellen Hess, resident, and Marina staff will distribute fliers throughout the neighborhood. Member Roper moved to maintain the scheduled meeting on November 3, 1999, and schedule a tentative special meeting, to include Neighbor’s Day, for November 13, 1999, with motion alternative dates of November 20, 1999, and November 27, 1999. The was duly carried unanimously. seconded and Mr. Morris will find a suitable meeting site. Meeting information will be distributed on November 3, 1999. ITEM 6 – Other Business In response to a question, Klaus Palinkas with PBS&J (Post, Buckley, Shuh & Jernigan) said due to delays associated with an obstruction survey, the final presentation of the master plan to the Commission is planned for January 2000. He offered to update the board on November 3, 1999. In response to a question, Mr. Palinkas said re-centering runways will be included the survey scope being developed. A list of volunteers for board membership will be presented to the Commission tomorrow night for consideration. In response to a question, Mr. Morris said he had contacted two cities which indicated automotive gas is not permissible, however, they do not police its use. Staff was requested to determine the City’s position regarding the use of automotive gas at the Clearwater Airpark. In response to a question, Assistant City Attorney John Carassas said requesting the Greater Clearwater Chamber of Commerce to include the Airpark in future economic impact studies or surveys would require Commission or City Manager approval. Costs may be associated with the request. Mr. Morris will meet with the City Manager regarding the matter. John Atanasio, Civil Air Patrol, said before landscaping can be installed, plans for steps into the building, a handicapped ramp, plumbers, permits, etc., will be competed. He expressed dismay at the process. maa1099 2 10/06/99 It was requested that Mr. Morris replace landing lights, approach lights on runway 34, and fix the entry gate. It was noted the FBO is responsible for inspecting the Airpark weekly for lighting problems. Mr. Palinkas said PBS&J is involved in modeling noise contours for the Airpark. He requested the board and staff inform him of any traffic pattern changes. Flight tracks are an integral part of the FAA (Federal Administration Aviation) computerized program. He said after meeting with the State Licensing Inspector, he noted no segmented circle designating the traffic pattern surrounds the Winsock. He cautioned that the FAA, FDOT (Florida Department of Transportation), and ICAO (International Civil Aeronautics Organization) require specific placement of signs throughout the Airpark. It was stated the board has just begun the discussion of signage. ITEM 7 – Call Next Meeting See Item 5.
