To provide continuity for research, items are listed in agenda order although not necessarily discussed in that order. 2. Minutes Approval - January 7, 1998 Page 1, Item 3 was amended to reflect the $60 hard stand lease rate. Typographic errors moved to approve were corrected on pages two and three. Member Roper the minutes as motioncarried amended. The was duly seconded and unanimously. 3. Welcome New Member New member Bob Lunt was congratulated on his appointment to the Airport Authority. His background and experience were reviewed. 5. FAA Funding Mr. Bahnick reported the City is positioning itself to receive Airport Improvement Program (AIP) funding from the FAA. He reviewed what is needed to qualify. Discussion ensued regarding history of aviation-related federal funding. In response to a question, Mr. Bahnick said such funding would have no strings attached that were not desirable to the City. Member Werner, past Airport Authority members and Mr. Bahnick were commended for their strong roles in actively pursuing this funding. maa0298 1 02/04/98 6. Civil Air Patrol (CAP) Update The Authority received copies of a January 23 letter from John Atanasio proposing fair lease terms, and the February 4 response from City Public Work Administrator Rich Baier. No discussion ensued regarding this item. 7. Individual Leases It was indicated some tenants have been slow to sign their leases, probably due to continuing concerns with lease terms regarding operation of tools in the hangars. Tenants are becoming more comfortable as the education process continues. As Mr. Emshoff has a friendly relationship with the tenants, no Airport Authority involvement was felt to be needed at this time. 8. C-View Channel 15 The Authority received a memo from City Information Management staff reporting programming changes that will result in Airport Authority and other non-regulatory meetings no longer being televised. Members expressed concerns with the change, stating many positive comments have been received from taxpayers who want to be informed without coming downtown. It was felt current programming could be done more efficiently and more professionally. Member Roper moved for the Airport Authority to write a letter to City Manager Roberto, requesting him to ask C-View programmers to reinstate Airport Authority meeting coverage, and to find a time slot for airing the meetings, for the benefit of those who are interested in motioncarried knowing what is happening. The was duly seconded and unanimously. Discussion ensued regarding the value of televised meetings to inform citizens, dispel rumors, and address public concerns. It was asserted the Airport Authority and C-View have been instrumental in bridging a serious gap between Clearwater Airpark the citizens. Disrupting the flow of accurate information to citizens was seen as a step backward in public relations. 9. Open House / Neighbors Day Mr. Bahnick reported the event is scheduled for Saturday May 2, 1998, during the City’s Fun ‘N’ Sun festival. The event will be done with joint cooperation from the five parties that participated last year, plus the Antique Airplane Association that will join in the festivities this year. Suggested exhibitors and activities such as FDOT mobile exhibit, K-9 exhibit, parasailing, antique airplanes, Coast Guard, and the NASA mobile unit were discussed. Food vendor booths were discussed, but consensus was to continue the event as a free, family- oriented activity again this year. 10. Runway / Taxiway Lights Runway/Taxiway lights have been submitted to FDOT and FAA for approval. maa0298 2 02/04/98 11. Airpark Infrastructure Maintenance Mr. Bahnick reported the overhead door contractor was contacted and has likely finished needed repair and reinforcement of doors on hangars C1 and C3. The tenant is satisfied that work is progressing. City building and maintenance staff will do exterior painting and temporary repairs to sustain the building for another three to four years. Mr. Bahnick did not have any new information on the staff committee’s progress with the anticipated automated maintenance schedule, but assured members that Clearwater Airpark maintenance will be included in the schedule. One member stressed the importance of having a detailed five-year maintenance requirements projection in place before completion of the next budget cycle. 12. Other Business Staff was requested to investigate what happened to a flood light that was removed from the south side of the retention pond. Mr. Bahnick will investigate warranty repair for a flickering light on hangar A-3. Strong concerns were expressed that a major portion of airpark property is being encumbered by other City departments, leaving no space for the needed new hangars. Authority members reiterated discussion from previous meetings asserting that the Airport Authority received letters from the former Public Works Director and the Parks and Recreation Department acknowledging use of that property as temporary storage, subject to vacation within 30 days. Concerns were expressed the City Commission has said the subject property does not belong to the airpark. Mr. Emshoff was praised for his hard work to improve the appearance of the grounds and flight operations building. Call of the Next Meeting The next regular meeting of the Airport Authority was called for March 4, 1998, 3:00 p.m., at Clearwater Airpark. A brief tour and abbreviated agenda are expected.
